<strong>International</strong> organizations can provide considerable<br />

support, including capacity building, to governments and other<br />

stakeholders in implementing their integration policies. <strong>IOM</strong><br />

was mentioned a valuable partner in addressing integration<br />

issues, at every stage of the migration process. <strong>IOM</strong> prepares<br />

and implements pre-departure training on behalf of countries of<br />

destination, and assists countries of origin in maintaining links<br />

with their nationals, <strong>for</strong> instance by monitoring and operating<br />

overseas elections and by facilitating voluntary return. Other<br />

activities include projects in the realm of social and economic<br />

integration, such as a vocational training programme <strong>for</strong> young<br />

immigrants in Estonia who struggle to find employment.<br />

Similarly, a project in Russia provides direct assistance to migrant<br />

enterprises by granting micro-credits to enhance the migrants’<br />

self-sufficiency and promote local integration. Some of <strong>IOM</strong>’s<br />

integration programmes are tailored <strong>for</strong> particular groups of<br />

migrants, such as socially-excluded Roma in the Czech Republic<br />

and in Poland. Another project aims to strengthen the support<br />

mechanisms available to Filipino workers in Italy and facilitate<br />

their integration in Italian society. The <strong>Organization</strong> also provides<br />

opportunities <strong>for</strong> states to exchange in<strong>for</strong>mation and experiences<br />

and identify good migration management practices, including in<br />

the realm of integration policy.<br />

For its part, IlO places a strong focus on integration through<br />

employment. Since 1991, the <strong>Organization</strong> has examined national<br />

practices in Europe and North America to identify incidences<br />

of discrimination in access to employment and devise avenues<br />

of response to such cases. The agenda “Promoting Equality<br />

in Diversity: Integration in Europe” was launched in 2004 by<br />

IlO in partnership with numerous national and international<br />

organizations and institutions, such as the Churches Commission<br />

<strong>for</strong> Migrants in Europe, the Irish Business and Employers<br />

Confederation and the Centre <strong>for</strong> Social Innovation in Austria.<br />

The agenda aims to fight discrimination against migrant workers<br />

and promote their integration. It provides policy makers with<br />

a compendium of practice profiles as well as guidebooks on<br />
