7. Grant Awards for the Angels Express and Orange County Fair Express

Overview
On March 21, 2013, the Mobile Source Air Pollution Reduction Review
Committee of the South Coast Air Quality Management District awarded the
Orange County Transportation Authority a total of $771,068 in grant funds to
support the direct operating costs of the Orange County Fair Express and
Angels Express services. Authorization is requested to accept the award and
execute grant-related agreements.
Recommendations
A. Authorize the Chief Executive Officer, or his designee, to accept the
grant awards and execute grant-related agreements with the
Mobile Source Air Pollution Reduction Review Committee to support
the Angels Express and Orange County Fair Express services.
B. Authorize the Chief Executive Officer, or his designee, to execute
agreements with the Southern California Regional Rail Authority to
provide special rail service for the Angels Express.
8. 2012 State Transportation Improvement Program Amendments

Overview
The Orange County Transportation Authority’s policies call for active pursuit of
state and federal funding for delivery of the Measure M2 projects and
programs. A projected cost savings related to the Interstate 5
High-Occupancy Vehicle Lane Project in south Orange County has presented
the Orange County Transportation Authority with an opportunity to redirect
$10 million in State Transportation Improvement Program funds to another
Interstate 5 project. Staff is requesting Board of Directors action to capture
these funds, as well as meet federal funding targets. Further, a funding year
change is recommended to align an Interstate 405 auxiliary lane project in the
City of Irvine with an adjacent project.
