LOCAL NEWS
Workshop update
Over 133 parents have attended
a series of nine workshops
running across the East Riding
since February.
Topics covered included sleep,
behaviour and preparing for transition.
The workshops were set up to provide
more support to parent carers in East
Riding. It was felt that providing workshops
on a regular basis would give parent carers
the opportunity to meet other people in
the same situation and discuss the issues
that were important to them.
The workshops took place in different areas
across the East Riding, with a range of
starting times to hopefully suit you.
The feedback we gained from the
workshops was very useful and positive.
One parent said “It was a very good
workshop, easy to make comments and feel
listened to”. Another said “I spoke to other
parent carers in the same situation and
realised I was not the only one suffering!”
From the feedback it has become clear that
there is a great need for regular workshops
with more information around dealing with
difficult behaviour.
“Really enjoyed the day,
brilliant chats and loads
of info to take back to
use.”
We will be running a series of workshops
in June, July and August.
Three will be based around behaviour and
building on what was discussed at the last
workshops. If you didn’t attend the last
behaviour workshop you will still be able to
attend this one.
Similarly if you attended the last behaviour
workshop the material covered in this one
will be different and hopefully be of benefit
to you.
We will also be providing workshops on
childcare choices for parent carers as well
as one based around healthy lifestyles for
the family. Please see opposite for a
table of date’s and venues for the
workshops.
Your feedback is very important in
shaping how the workshops run in the
future. We will be developing a workshop
around sexual health and also making the
preparing for transition workshop a yearly
event for people to attend.
If you have any comments or
queries regarding the workshops
please contact FISH (01482) 396469.
“It was a very good
workshop, easy to make
comments and feel
listened to.”
PPS - THE GREEN PAPER
SEN Green Paper:
‘Support and aspiration:
A new approach to special
educational needs and
disability’ By Amanda Ward
Parent Partnership co-ordinator.
The SEN Green Paper, published March
2011, sets out the Government’s ambitious
proposed radical reforms to the
identification, assessment and provision
of services for children and young people
with special educational needs or who are
disabled:
‘We want to give children the best
chance to succeed by spotting any
problems early, extending early
education and childcare, and bringing
together the services they need into a
single assessment and a single plan
covering education, health and care.’
Michael Gove, Secretary of State for
Education, Sarah Teather, Minister of State
for children and Families.
Key proposals and aims:
• Education, Health and Care Plan
• Birth to 25
• To replace statements of SEN
• Single assessment
• Statutory protection
• Education, health and social care
responsibilities in one plan.
Aim: For services to work together to
agree a plan which has high expectations of
positive outcomes for the child, is reviewed
regularly to reflect changing needs and is
clear about who is responsible for provision.
• Early identification and support
• Recruitment of 4200 additional health
visitors by 2015
• Accessible high quality early years
provision
• Single school based category of SEN to
replace School Action/Action Plus
• Information and support for parents.
Aim: For high quality early identification
and intervention for all children when they
need it.
• Giving parents control
• A choice of school - mainstream, special,
academies and free schools
• Mediation to resolve disagreements
before SEN Tribunal
• Optional personal budget for families
to include funding for education, health
support and social care, including short
breaks
• Key workers to be trained to support
parents to work with services and manage
their personal budget
• Funding for parent forums in local areas
East Riding Voices in Partnership (ERVIP)
are the leading consultative group in the
East Riding and in receipt of government
parent forum funding. See overleaf for
more information.
Aim: To extend parents’ influence, build
their confidence in the processes to
determine support for their child and give
them more control over support for their
child and family.
12 www.fish.eastriding.gov.uk (01482) 396469

• A local offer
• Local authorities will be required to
publish a ‘local offer’ detailing the support
available for children with SEN or who
are disabled and their families
• The ‘local offer’ will also describe what
additional or different provision schools
make for children with SEN.
Aim: To introduce more transparency in
the provision of services for children with
SEN or who are disabled.
• Transition
• Access to better quality vocational and
work-related earning options post 16
• Well co-ordinated transition including
streamlining funding arrangements at
transition.
Aim: To provide disabled young people
and young people with SEN opportunities
and support to make a successful transition
to adult life.
PPS - THE GREEN PAPER
• September 2011:
• Groups of local authorities to begin
piloting the proposed single assessment
process and ‘Education, Health and Care
Plan’ for children and young people and
their families. The assessment and plan
pathfinders will test the key changes the
government want to see, including how
the voluntary and community sector can
support the process and bring greater
independence to assessment.
• Local authorities to join the existing
Individual Budget Pilots to test how the
Able and Active
The Tigers Trust has launched
a new initiative called ‘Able
and Active’ which provides fun
multi-sports activities for
disabled people.
The scheme aims to increase the
provision of disability sport in the area,
enabling participants to learn and
develop new skills, providing the
opportunity for them to stay healthy and
active and giving them the chance to meet
people with similar interests.
The Trust has received grants of £10,000
from Sport England and £10,000 from
Awards for All to develop a disability
sports project and the funding has already
enabled 20 people who have an interest
and passion for disability sport to gain
coaching qualifications in sports such as
handball and basketball.
They have also been given the
opportunity to gain experience
through local club placements,
assisting with taster sessions
or volunteering at the club.
Already, more than 150
people have become involved
with ‘Able and Active’ and
initially over 20 hours of
multi-sports taster sessions
were held at local special
schools such as Tweendykes,
Frederick Holmes, Northcott,
Oakfield and Hull College.
The sessions proved to be very popular,
leading to more being organised and held
at St Annes School (Welton) and Ganton.
Able and Active hold weekly multi sports
sessions for those aged 8-16 and 16+.
The inclusive sessions are of a fun,
informal atmosphere and run by qualified
coaches and volunteers.
Their next target is to enter some fun
sporting competitions and they would
like to hear from anybody who may be
interested in participating.
Whizz-Kidz presents
The Hull Ambassador Club
Whizz-Kidz is a national charity,
established in 1990, which aims to give
disabled children and young people
independence to support an active
childhood – at home, at school and at play.
They provide mobility equipment such as
powered and manual wheelchairs. In fact,
Whizz-Kidz is the largest provider of young
people’s mobility equipment outside the
NHS. But providing the right wheelchair
is only the start of a life journey to
independence. Whizz-Kidz decided to start
providing a series of innovative “Life Skillz”
services to young wheelchair users.
To make this possible Whizz-Kidz developed
a network of young disabled people across
the UK called “Ambassadors”. The aim
of the network is to give young disabled
people a voice on a regional and national
level.
The Ambassador Clubs provide a space
where young disabled people can meet
regularly and get involved in lots of
exciting projects, training and activities as
well as making new friends and building
self-confidence. One of the main objectives
of the clubs is to train older members to
become leaders and then for them to run
the clubs themselves assisted by volunteers
and Whizz-Kidz staff.
My rights, your responsibility
My Rights, Your Responsibility is an
information pack produced by the
Council for Disabled Children
(CDC).
It is written primarily for parents of
disabled children, but will also be helpful
for service providers. The pack provides
information to parents on their child’s
rights to access activities, community
facilities and other services.
So often disabled children are told they
cannot join in for reasons relating to
health and safety and their impairment.
This pack tries to address those issues
and details what needs to be done to
ensure that children can safely join in and
that the organisation providing the
activity meets its responsibilities in terms
of health and safety.
Health and safety should not be used as
an excuse to prevent services
becoming more inclusive but should be
used to ensure that risks are minimised
and that we move towards a situation
where all children are given the
opportunities to join in activities that
they would like to do. The pack consists
of five basic leaflets and eight web-based
information sheets.
All of the materials can be
downloaded from CDC's website
and FISH website
(under the activities section).
Hard copies of the leaflets can be
ordered by emailing
Skill: National Bureau for Students with Disabilities has announced that it has ceased
operating. Following a period of financial difficulty, Skill’s Board of Trustees has decided
that it is no longer viable to keep the charity open.
Skill was the only pan-disability charity that focussed on promoting equality for disabled
the gap this has left in the support available.
How contact a family can help
By Aleah Truscott
Dalton was diagnosed with Autism
when he was at nursery. It was a
really difficult time coming to terms
with his diagnosis, coping with his
behaviour and meeting lots of health
professionals, psychologists and
speech therapists.
An added pressure and worry at the time
was our finances. Things were tight and
there were lots of extra costs, such as
equipment to help Dalton’s progression
and petrol to travel to appointments and
meetings with professionals.
Steve had to work full time but I was
struggling to cope on my own and really
needed an extra pair of hands at home.
I was pregnant with Rafe and Wade had
severe asthma and eczema so I was
attending hospital appointments almost
every day and was finding it a huge strain.
I was put in touch with contact a family
shortly after Dalton was diagnosed.
Liz Farmer, one of the family workers came
to visit me in my home.
MONEY MATTERS
At first we just talked about how I was
feeling and some of the issues we were
facing. It was great to talk and feel like I
could be open with someone who
understood. Liz told me about some of the
support and advice contact a family
provides and this sounded so helpful,
particularly the help around claiming
benefits we were entitled to.
Liz helped me fill out the Disability Living
Allowance (DLA) form for Dalton and we
were awarded higher rate care and lower
rate mobility. This meant that Steve could
reduce from full-time to part-time hours
and help with caring for Dalton.
It made a huge amount of difference to
our family life. The money from DLA also
helped us to buy a trampoline for Dalton,
which allows him to let off steam.
Liz has also helped us apply for a grant
which we have used to buy sensory toys.
These help Dalton to de-stress and enjoy
some quiet time.
MONEY MATTERS
Holiday Blitz
What is Blitz?
Over the years, The Bond Holiday Group have
spoken to many people either living with or
caring for someone who has a disability and
one of the main topics of conversation is the
lack of funding available for holiday purposes.
Everybody deserves a holiday, but sadly with
the ongoing cuts in Government spending and the rising cost of everyday living, many
people are finding that they are simply unable to afford a holiday or short break away.
In short, a holiday is becoming a luxury rather than an essential.
This is why Blitz has been set up and is supported by The Bond Holiday Group
with the intention of raising money to subsidise short breaks in Blackpool and St Anne’s.
The Bond Holiday Group will be donating generously to Blitz because we sincerely
believe that EVERYONE should be given the chance to enjoy a short break away.
To apply for a grant couldn’t be easier, go to our website (www.bondhotel.co.uk) then
simply print and complete the application form and post to:- Blitz Holiday Funding,
120 Bond Street, Blackpool, FY4 1HG.
What are the benefits of a short break away?
The benefits of taking a short break cannot be counted, to take away the stress of
everyday life and spend quality time with family, carers or friends. Many guests who visit
Bond Hotels benefit socially by making new friends and catching up with old
aquaintances, looking to the future and making plans, as well as creating happy memories
which can be remembered for a lifetime.
Relax in the knowledge of no cooking, no cleaning and no washing up - the mundane
things that get in the way of simply enjoying the company of the person you care for.
Roll that in with Blackpool’s refreshing sea air and a busy day sightseeing and everyone is
bound to get a good nights sleep.
Cerebra welfare
From April 2011, those with severe
visual impairment will be eligible for
the higher rate mobility component
of DLA. A number of other welfare
changes have been put in train, with more
being discussed. To keep up with the
changes, see www.disabilityalliance.org/
fothcoming.htm. other areas with changes
include: Housing Benefit and Local Housing
Allowance; assessment for Employment and
Support Allowance for people on some
disability benefits that are being phased out;
new shared parental leave arrangements;
changes to pregnancy and maternity grants;
new student fee arrangements; short breaks
in England; changes to help with mortgages;
adjustments to child-related benefits and the
Child Trust Fund; adjustments to Tax Credits;
emergency food vouchers to be issued by
Changes to the benefit system
There have been news items and worried
talk amongst support groups and
organisations recently about the
Government’s changes to the benefits
system. If you are worried by all this there
are organisations that can help and advise
you: Contact a Family has friendly parent
work experience placements for 18 - 21
year olds; National Insurance credits for
certain relatives who help care for children
(e.g. grandparents) and other National
Insurance changes.
In February the Goverment announced
that from April 2013 there will be a benefit
cap imposed, so that no family will receive
total benefits that amount to more than
an average family income. Families with
certain disability benefits are expected to be
exempt. This policy may change again before
2013, on the other hand it is worth noting
because some families may need to plan
for a reduction in income. The legislation to
watch is the Welfare Reform Bill, which is
going through Parliament at the moment. It
is likely to apply to the whole of the UK.
Disability sport update
Sport for all - Meet Adam
Hi. I am Adam Swann and I am the
disability community sports coach for
the East Riding of Yorkshire Council’s
Sport and Play development service.
It is my role to provide and support fully
inclusive sport and play sessions in the region
and provide activities that increase
opportunities for people with disabilities
to take part in sport.
The sessions I provide range from youth
club outreach work with Barnardos to
school based clubs at the three special
schools. I also support the School
Sport Partnership in identifying talented
performers through talent ID days as
part of the national Playground to
Podium programme.
We are always looking to extend our provision
and look for new innovative ways to fully
realise a persons potential.
That is why we always welcome new ideas and
feedback from service users.
I am also running a football session for young
people with a disability ages 8 – 16 years at
Beverley Leisure Complex, on Mondays
5.30 - 6.30pm outside on the field.
The session costs £2.25 per child.
If you require any information about what is
going on in your area, or would like to discuss
any ideas you have, then please do not hesitate
to contact me.
