FALKIRK COUNCIL<br />
Government grant levels are set to rise at levels below the rate of inflation and all areas of expenditure and<br />
income have been subject to detailed scrutiny. The <strong>Council</strong> will continue to focus on a strategic approach to the<br />
generation of efficiencies which aims to prioritise efficiencies that minimise the impact on services provided. As<br />
mentioned above, a corporate working group has been established to further develop the <strong>Council</strong>’s approach to<br />
medium term financial planning.<br />
As mentioned above, the <strong>2012</strong>/13 budget includes provision for circa £2.3m on priority areas which includes<br />
expenditure targeted at youth unemployment, additional resources for welfare advice staff and additional<br />
expenditure on roads maintenance. In addition, the new house building programme, also mentioned above, will<br />
contribute towards the local economy.<br />
15. FALKIRK COMMUNITY TRUST LTD<br />
<strong>Falkirk</strong> Community Trust Limited and its trading subsidiary, <strong>Falkirk</strong> Community Trading Limited, were<br />
established by <strong>Falkirk</strong> <strong>Council</strong> on 1 July <strong>2011</strong> to undertake responsibility for the management and provision of<br />
sport, culture and library services. Employees were transferred to the Trust under TUPE regulations while assets<br />
such as plant, equipment and vehicles were transferred for a peppercorn consideration. The <strong>Council</strong> also lease to<br />
the Trust the properties occupied by them for a peppercorn rent. Under the funding agreement, the <strong>Council</strong><br />
agreed to make a quarterly payment for the services provided by the Trust which for the period to March <strong>2012</strong><br />
amounted to £9.4m.<br />
16. CONCLUSION<br />
This is a satisfactory performance in the challenging circumstances outlined above and reflects well on both the<br />
efforts as well as professionalism of officers and on the <strong>Council</strong>’s financial management, scrutiny and<br />
monitoring procedures.<br />
