Goal: To significantly reduce the<br />

number of men <strong>and</strong> women newly <strong>HIV</strong><br />

infected <strong>and</strong> mitigate the impact of<br />

<strong>HIV</strong> on the people of Jamaica through<br />

universal access to <strong>HIV</strong> prevention,<br />

treatment, <strong>and</strong> care; an effective multisectoral<br />

response <strong>and</strong> an enabling<br />

supportive environment free of stigma<br />

<strong>and</strong> discrimination.<br />

Objective 1. To reduce by half, the<br />

number of new <strong>HIV</strong> infections by 2017<br />

Objective 2. To eliminate mother to<br />

child <strong>HIV</strong> transmission <strong>and</strong> congenital<br />

syphilis by 2015<br />

Objective 3. To achieve 90%<br />

coverage of ARV treatment for those<br />

eligible by 2017<br />

Objective 4. To mitigate the<br />

impact of the <strong>HIV</strong> epidemic on<br />

men, women, boys <strong>and</strong> girls living<br />

with <strong>HIV</strong>; <strong>and</strong> on the country as<br />

a whole<br />

Strategy 1. Increase coverage , quality <strong>and</strong> effectiveness of prevention<br />

intervention among MARPS <strong>and</strong> General Population<br />

Strategy 2. Increase coverage <strong>and</strong> quality of comprehensive <strong>and</strong> integrated<br />

treatment <strong>and</strong> care <strong>and</strong> support services<br />

Strategy 3. Increase access <strong>and</strong> coverage of ARVS by increased number of<br />

persons being aware of their status through testing<br />

Strategy 4. Increase coverage <strong>and</strong> effectiveness of interventions,<br />

psychosocial support to persons infected <strong>and</strong> affected by <strong>HIV</strong>/AIDS while<br />

creating an enabling environment<br />

Strategy 5. Ensure effective leadership <strong>and</strong> management of government<br />

<strong>and</strong> other stakeholders for the implementation of the national response at the<br />

national <strong>and</strong> regional level<br />

Strategy 6. Ensure a supportive legal <strong>and</strong> public policy environment for the<br />

national <strong>HIV</strong>/AIDS response<br />

Strategy 7. Ensure the availability <strong>and</strong> use of strategic information for<br />

decision-making through monitoring <strong>and</strong> evaluation <strong>and</strong> research<br />

Strategy 8. Ensure sustained, predictable financing <strong>and</strong> cost effective<br />

resource allocation for the national response
