The Basque Government’s Department of Industry, Innovation, Trade and Tourism is responsible for the Business<br />
Competitiveness Policy in the Basque Country, which includes the regulation and management of the Cluster<br />
Policy. The Basque Government has been developing Cluster Policy programs for the last 20 years and, as a result<br />
of this, up to 20 economic sectors are currently involved in these programs.<br />

Karlsruhe is a leader in the field of cluster development, having established CLOE – Cluster Linked over Europe,<br />
a European network of excellence for cluster management, matching and promotion. The CLOE-project was<br />
founded in 2004 and by now has 15 member regions throughout Europe who co-operate in the area of cluster<br />
management. As CLOE activities have been very successful, the European Commission chose the network to be<br />
the first pilot project under the European Commission’s initiative “Regions for economic change”.<br />
