success <strong>in</strong> attract<strong>in</strong>g <strong>in</strong>terest and uptake, such as mentor<strong>in</strong>g <strong>for</strong> micro-<br />

bus<strong>in</strong>esses. However, <strong>the</strong>re is a problem <strong>of</strong> reach<strong>in</strong>g those SMEs who need<br />

services <strong>the</strong> most (Bradshaw, Curran, Esk<strong>in</strong>, & Fishwick, 2001). Companies<br />

that tend to take up services already have more advanced health and safety<br />

arrangements <strong>in</strong> place (Technopolis, 2004). Schemes <strong>the</strong>re<strong>for</strong>e may not be<br />

effective <strong>in</strong> deliver<strong>in</strong>g on targets to Revitalise Health and Safety (DETR/HSE,<br />

1999) if enterprises with poor health and safety standards are not both<br />

targeted and recruited<br />

Despite economic factors be<strong>in</strong>g <strong>in</strong>tuitively associated with <strong>the</strong> lack <strong>of</strong><br />

engagement and uptake <strong>of</strong> health & safety activity, studies (Griff<strong>in</strong> et al.,<br />

2005; McK<strong>in</strong>ney, 2002) <strong>in</strong>dicate that constra<strong>in</strong>ts may be more perceptual than<br />

economic. The perception that moves to improve heath and safety may not<br />

produce any improvement or benefit <strong>in</strong> real terms, may be more <strong>of</strong> an<br />

<strong>in</strong>fluence <strong>in</strong> underm<strong>in</strong><strong>in</strong>g <strong>the</strong> motivation <strong>of</strong> SMEs to <strong>in</strong>crease health and<br />

safety <strong>in</strong>volvement. In turn, this perception may be susta<strong>in</strong>ed by <strong>the</strong> lack <strong>of</strong><br />

evidence that <strong>in</strong>itiatives are produc<strong>in</strong>g real, ra<strong>the</strong>r than supposed benefits.<br />

There is <strong>the</strong>re<strong>for</strong>e, a need to demonstrate that <strong>in</strong>itiatives are produc<strong>in</strong>g actual<br />

benefits <strong>in</strong> terms <strong>of</strong> health, safety and economy (Griff<strong>in</strong> et al., 2005). In order<br />

to achieve this, assessment <strong>of</strong> <strong>the</strong> effectiveness <strong>of</strong> <strong>in</strong>terventions needs to be<br />

improved. However, this is not without its problems, given <strong>the</strong> reluctance <strong>of</strong><br />

SMEs to take part <strong>in</strong> surveys needed to provide evidence <strong>of</strong> effectiveness.<br />
