2.3 Improv<strong>in</strong>g Safety & Health <strong>in</strong> <strong>the</strong> SME<br />

As a nation if we are to improve <strong>the</strong> health and safety <strong>of</strong> <strong>the</strong> majority <strong>of</strong> our<br />

<strong>in</strong>dustrial organisations, it is <strong>of</strong> some importance to consider <strong>the</strong> most<br />

effective mechanisms to <strong>in</strong>fluence organisational behaviour. The SME<br />

presents special challenges <strong>in</strong> <strong>the</strong> identification <strong>of</strong> effective means <strong>of</strong><br />

positively <strong>in</strong>fluenc<strong>in</strong>g behaviour. Various agents have been presented <strong>in</strong> <strong>the</strong><br />

literature ( Walters, 2001) as potential mechanisms that may be exploited,<br />

<strong>the</strong>se and o<strong>the</strong>rs are discussed <strong>in</strong> <strong>the</strong> section below. The proposed<br />

psychological processes that may be relevant will also be highlighted<br />

accord<strong>in</strong>g to doma<strong>in</strong>s <strong>in</strong> Michie et al’s (2005) framework namely beliefs about<br />

consequences, knowledge, environment context and resource, skills, beliefs<br />

about capabilities, motivation and goals, social pr<strong>of</strong>essional role and identity ,<br />

social <strong>in</strong>fluences, emotion, behavioural regulation and nature <strong>of</strong> <strong>the</strong><br />

behaviours<br />

2.3.1 Third Party Support<br />

SMEs have been reported to be unwill<strong>in</strong>g to contact <strong>the</strong> regulator <strong>for</strong><br />

assistance as a result <strong>of</strong> fears that <strong>the</strong>y will be targeted <strong>for</strong> <strong>in</strong>spection. A third<br />

party facilitator has been suggested to <strong>of</strong>fer a less <strong>in</strong>timidat<strong>in</strong>g means to<br />

provide practical, personal and effective health & safety support. For<br />

example, a pr<strong>in</strong>t<strong>in</strong>g company may have concerns regard<strong>in</strong>g compliance with<br />

<strong>the</strong> manual handl<strong>in</strong>g regulations but may be resistant to seek advice from <strong>the</strong><br />

HSE <strong>for</strong> fear that <strong>the</strong>y may be <strong>in</strong>spected on a more general basis. If <strong>the</strong>y ‘keep<br />

quiet’ <strong>the</strong>y may never receive a spot check <strong>in</strong>spection. A third party<br />
