Before starting that next remodeling or construction project, stop by the office to<br />

While there are a myriad of ordinances falling under the responsibility of the<br />

Building & Zoning Department, the following may be of specific interest to you:<br />

INTERNATIONAL PROPERTY MAINTENANCE CODE<br />

302.4 Weeds. All premises and exterior property shall be maintained free<br />

from weeds or plant growth in excess of 8 inches. All noxious weeds shall be<br />

prohibited. Weeds shall be defined as all grasses, annual plants and vegetation,<br />

other than trees or shrubs provided; however, this term shall not include<br />

cultivated flowers and gardens.<br />

INTERNATIONAL BUILDING CODE 150.04<br />

Section 107.1.2(2) Temporary Storage Units. The loading or unloading of<br />

temporary storage units on property within the Village is acceptable so long as<br />

said activity does not exceed 30 days in duration.<br />

CODE OF ORDINANCES<br />

50.02 Deposit in Streets. No garbage or garbage containers or refuse of any<br />

kind shall be deposited in any street or alley or public way, excepting on the day<br />

of pickup or the immediate night before; and empty garage containers shall be<br />

removed off the street, alley or public way the same day they are emptied; and no<br />

such refuse shall be so placed that it can be blown about or scattered by the wind.<br />

50.25 (B) Storage In Front Yards Prohibited. Trash containers may not be<br />

stored in front yards.<br />

50.25 (C) Storage in Side Yards. Trash containers that are stored in side yards<br />

mush be kept 10 feet off the lot line on the side yard.<br />

50.25 (D). If no side yard exceeds 10 feet in width, the trash must be stored in<br />

the rear yard, detached garage, fully enclosed utility shed or inside the principal<br />

structure.<br />

150.25 Housing Inspections. Residential properties can be, or are subject to<br />

deterioration, abuse, improvement without permit, over-crowding or other<br />

conditions of construction or use which can, or do adversely affect the safety<br />

of the occupants of such structures, the quality of living conditions within<br />

such structures, and the values of such structures as well as the values of<br />

the properties and structures within the neighborhoods and vicinity of such<br />

structures.<br />

With the above in mind, a uniform and systematic procedure for the inspection<br />

and certification of housing units throughout the village was established in order<br />

to protect the health and welfare of the occupants of such residential units, as<br />

well as preserve and protect the values of properties and improvements within<br />

the neighborhoods and vicinities of such residential properties.<br />

In more general terms, an initial inspection for all rental residential properties in<br />

the village and an inspection prior to the sale of any residential property are<br />

required. Inspections will be conducted in accordance with the International<br />

Property Maintenance Code, 2003- Edition.<br />

CHAPTER 100: Storage of Recreational Vehicles on Residential Property.<br />

A new village ordinance approved in February, 2008, establishes regulations for<br />

the storage of recreational vehicles upon residential properties throughout the<br />

village. The ordinance was established in order to protect the health and welfare<br />

of the citizens of the village and those who visit the village as well as preserve<br />

and protect the values of properties and improvements within the neighborhoods<br />

and vicinities of residential properties upon which recreational vehicles are<br />

stored. A “Recreational Vehicle” is a general term for a vehicular unit which<br />

applies to every vehicle or boat designed for temporary living quarters or<br />

recreation. Recreational vehicles may be stored on residential properties if such<br />

storage is in compliance with each of the following regulations:<br />

1. There shall not be stored more than two recreational vehicles on a residential<br />

property.<br />

2. The length of any single recreational vehicle shall not be greater than 30 feet.<br />

The length of a boat on a trailer shall be measured from the transom to the<br />

bow and not include the trailer tongue assembly nor the out drive or motor.<br />

3. The combined length of the two recreational vehicles stored simultaneously<br />

shall equal no more than a total of 45 feet.<br />

4. No recreational vehicle shall be stored less than 5 feet from a public paved<br />

roadway surface if there is no sidewalk and or curb contiguous to the<br />

property. No recreational vehicle shall be stored less than 5 feet from a<br />

public sidewalk.<br />

5. The recreational vehicle must be in operational condition and must be state<br />

licensed.<br />

6. The recreational vehicle must be on its own attached wheels (if designated or<br />

a wheeled vehicle).<br />

7. No stored recreational vehicle shall exceed 6 tons in weight.<br />

8. All recreational vehicles shall be located on an improved surface constructed<br />

of concrete, asphalt, paver brick or gravel. No recreational vehicle shall be<br />

stored on the grass.<br />

These ordinances are enforced similar to all other village ordinances. Failure to<br />

comply could result in fines up to $750.00 per day on a per violation basis. As<br />

usual, any questions should be brought to the attention of a staff member of the<br />

department. Have a safe and code compliant year.<br />

The Department of Economic Development is located in the<br />

Building and Zoning offices at 109 W. Bangs Street. This<br />

department provides assistance to new and existing businesses<br />

and takes a proactive role in attracting and promoting economic growth.<br />

To improve the retention and expansion efforts we have initiated a visitation<br />

program to gain an insight into the specific needs and issues of our existing<br />

businesses. This program has been informative and productive. Several common<br />

issues have been identified and addressed with a positive outcome.<br />

In looking to the future of our community, a new Comprehensive Plan was<br />

prepared and approved by the Village Board in 2008. The plan is a nonregulatory<br />

document which guides the future long-range development actions<br />

of the Village. Our current boundaries plus a one mile radius are reviewed and<br />

suggested land use is discussed. The need for added roads, maintenance of open<br />

space and wetlands, and a balance between residential, commercial and<br />

industrial use are all evaluated. The entire document can be viewed and<br />

downloaded on the Village website www.wauconda-il.gov. A disk or printed copy<br />

may be purchased at the Building and Zoning office or at the Village Hall.<br />

While quality of life is not a factor in enticing new business to a community, it<br />

certainly is a key factor in home buying decisions. The special census conducted<br />

in 2006 calculated our population at 12,614 and supports the concept that<br />

<strong>Wauconda</strong> is a desired place to live. Commercial growth follows residential growth
