Executive Summary<br />
Although decreasing in recent years, the level <strong>of</strong> violent<br />
crime in the United States is still considerably<br />
higher than it was in the 1960s and 1970s. Some<br />
experts predict that violent crime rates will not continue<br />
to drop as drastically, if at all, in the years to<br />
come (see Snyder and Sickmund, 1999). Studies<br />
have shown that gang members are disproportionately<br />
involved in crimes; gang members are more<br />
likely to commit serious and violent crimes than nongang<br />
members and to do so with high frequency<br />
(Howell, 1998; Thornberry, 1998). And though an<br />
annual national survey <strong>of</strong> the gang situation in the<br />
United States indicates that 1996 marked the current<br />
peak in the rise <strong>of</strong> the number <strong>of</strong> gang members<br />
(Egley, 2000), the number <strong>of</strong> youth at the prime age<br />
for gang involvement (14 to 24 years old) in the<br />
United States is growing. Thus, determining effective<br />
ways to prevent the spread <strong>of</strong> gangs remains a key<br />
component <strong>of</strong> crime-reduction policy.<br />
The Approach<br />
Given the rise in the number <strong>of</strong> gangs in the early<br />
1990s, Boys & Girls Clubs <strong>of</strong> America (BGCA)—with<br />
funding and support from the <strong>Office</strong> <strong>of</strong> Juvenile<br />
Justice and Delinquency <strong>Prevention</strong> (OJJDP)—took a<br />
step toward helping to address the gang problem in<br />
our nation. In keeping with OJJDP’s Comprehensive<br />
Community-Wide Model, BGCA developed two initiatives—Gang<br />
<strong>Prevention</strong> Through <strong>Targeted</strong> <strong>Outreach</strong><br />
(GPTTO), designed to help youth stay out <strong>of</strong> the gang<br />
lifestyle, and Gang Intervention Through <strong>Targeted</strong><br />
<strong>Outreach</strong> (GITTO), designed to help youth get away<br />
from their gang-associated behaviors and values.<br />
There are four components <strong>of</strong> the initiatives as stated<br />
by BGCA:<br />
1. Community mobilization <strong>of</strong> resources to combat<br />
the community gang problem;<br />
2. Recruitment <strong>of</strong> 50 youth at risk <strong>of</strong> gang involvement<br />
(<strong>Prevention</strong>) or 35 youth already involved<br />
in gangs (Intervention) through outreach and<br />
referrals;<br />
3. Promoting positive developmental experiences<br />
for these youth by developing interest-based<br />
programs that also address the youth’s specific<br />
needs through programming and mainstreaming<br />
<strong>of</strong> youth into the Clubs; and
