<strong>Halifax</strong> <strong>Regional</strong> <strong>Municipality</strong><br />

2010/11 Business Plans and Budget (Proposed) Office of the Chief Administrative Officer<br />

Mission: To effectively achieve community outcomes and implement Council priorities by<br />

providing information, support, and guidance to <strong>Regional</strong> Council and leading<br />

the administration of the organization.<br />

Business Unit Overview:<br />

The Office of the Chief Administrative Officer is accountable for achieving the goals established<br />

by <strong>Regional</strong> Council. The Business Unit is comprised of an Executive Management Team<br />

(EMT) which includes the Chief Administrative Officer and two Deputy Chief Administrative<br />

Officers, as well as divisions within the Business Unit that report directly to a member of EMT.<br />

The CAO Office supports the Mayor and Council, provides vision and leadership to municipal<br />

staff, and ensures the implementation of HRM’s corporate direction and strategies (i.e. Council<br />

Focus Areas and EMT Priorities).<br />

The Chief Administrative Officer (CAO) is the head of the<br />

administrative branch of the government of HRM and is accountable<br />

to <strong>Regional</strong> Council. The CAO provides leadership in the<br />

development and implementation of policies and programs approved<br />

by Council and ensures the corporation has the resources and<br />

processes needed to address corporate strategies, such as Council<br />

Focus Areas and EMT Priorities. In addition, the CAO directly<br />

oversees <strong>Halifax</strong> <strong>Regional</strong> Fire and Emergency Services and <strong>Halifax</strong><br />

Police Services.<br />

The Deputy Chief Administrative Officer of Corporate Services and<br />

Strategy (DCAO-CSS) provides direction and oversight to HRM’s<br />

corporate business units - Finance, Human Resources, Legal<br />

Services, and Business Planning and Information Management. The<br />

DCAO-CSS is a member of the Executive Management Team<br />

(EMT); approves council reports, business plans and budgets for<br />

corporate business units; and co-Chairs the Senior Management<br />

Team (SMT), which consists of all business unit Directors. In<br />

addition, the DCAO-CSS oversees the Municipal Clerk’s Office.<br />

The Deputy Chief Administrative Officer of Operations (DCAO-<br />

Ops) provides direction and oversight to HRM’s operational business<br />

units – Transportation and Public Works, Infrastructure and Asset<br />

Management, and Community Development. The DCAO-Ops is a<br />

member of the Executive Management Team (EMT); approves<br />

council reports, business plans and budgets for operational business<br />

units; and co-Chairs the Senior Management Team (SMT), which<br />

consists of all business unit Directors.<br />
