On the day of the presidential poll, Human Rights Watch spoke to a government<br />
official of the federal government’s National Orientation Agency <strong>in</strong> one local<br />
government area. He confirmed that opposition party officials had been arrested <strong>in</strong><br />
his area to allow for rigg<strong>in</strong>g by the rul<strong>in</strong>g party <strong>and</strong> INEC:<br />
Do you underst<strong>and</strong> our tricks here? All of the opposition leaders here have<br />
been arrested so there is no one to lead the protest…There were 10 arrested<br />
here this morn<strong>in</strong>g, the police said they were troublemakers. 365<br />
Fourteen deta<strong>in</strong>ees, members of the Action Congress Party, were arrested on April 14,<br />
the day of the gubernatorial polls, <strong>and</strong> then moved to the central police station <strong>in</strong><br />
Abuja almost immediately. Accord<strong>in</strong>g to lawyers represent<strong>in</strong>g them, at least twelve<br />
rema<strong>in</strong>ed <strong>in</strong> custody as of July 2007. 366<br />
