To the <strong>Nigeria</strong>n Police Force<br />
• Proactively <strong>in</strong>vestigate <strong>and</strong> prosecute as appropriate politicians <strong>and</strong> party<br />
officials suspected of committ<strong>in</strong>g crim<strong>in</strong>al offenses dur<strong>in</strong>g the 2007 election<br />
campaigns. Give particular attention to offenses that impact broadly on<br />
democratic governance <strong>in</strong> <strong>Nigeria</strong>: hir<strong>in</strong>g gangs to <strong>in</strong>timidate or use violence<br />
aga<strong>in</strong>st the opposition; distribut<strong>in</strong>g arms <strong>and</strong> ammunition; systematically<br />
buy<strong>in</strong>g votes; <strong>and</strong> engag<strong>in</strong>g <strong>in</strong> bribery or other unlawful practices with<br />
government <strong>in</strong>stitutions such as INEC or the police.<br />
• Publicly acknowledge the obligation of law enforcement to combat political<br />
violence <strong>and</strong> corruption, <strong>and</strong> adopt <strong>and</strong> enforce a new policy to proactively<br />
pursue the sponsors of political violence.<br />
To the Economic <strong>and</strong> F<strong>in</strong>ancial Crimes Commission<br />
• Conduct comprehensive <strong>and</strong> impartial <strong>in</strong>vestigations <strong>and</strong> prosecute former<br />
<strong>and</strong> current elected officials credibly implicated <strong>in</strong> corruption, <strong>in</strong>clud<strong>in</strong>g the<br />
improper use of government money to subvert the 2007 electoral process.<br />
Investigate or publicly articulate the reasons for not <strong>in</strong>vestigat<strong>in</strong>g all 31 state<br />
governors described as “corrupt” by EFCC Executive Chairman Nuhu Ribadu<br />
before the <strong>Nigeria</strong>n Senate <strong>in</strong> 2006.<br />
To <strong>Nigeria</strong>’s foreign partners<br />
• Exert <strong>in</strong>fluence on the federal government of <strong>Nigeria</strong> to take active steps to<br />
vigorously <strong>in</strong>vestigate, prosecute, <strong>and</strong> prevent political violence by politicians<br />
<strong>and</strong> their f<strong>in</strong>ancial sponsors dur<strong>in</strong>g the 2007 elections.<br />
• Denounce selective <strong>in</strong>vestigation <strong>and</strong> prosecutions by the EFCC <strong>and</strong> other<br />
anti-corruption bodies. Take measures, <strong>in</strong>clud<strong>in</strong>g the publication of<br />
<strong>in</strong>formation as appropriate, to pressure the EFCC to take action aga<strong>in</strong>st public<br />
officials implicated <strong>in</strong> corruption through the EFCC’s own <strong>in</strong>vestigations.<br />
