Soboma <strong>and</strong> his Outlaws gang were reportedly hired by the PDP to help rig the 2007<br />

elections <strong>in</strong> Rivers. 296 One cult member described a meet<strong>in</strong>g <strong>in</strong> Government House <strong>in</strong><br />

Port Harcourt just prior to the April 14 polls dur<strong>in</strong>g which he saw government officials<br />

h<strong>and</strong> out between N5 million <strong>and</strong> N10 million ($38,500 to $77,000) to several<br />

different cult groups <strong>in</strong> return for their assist<strong>in</strong>g or simply accept<strong>in</strong>g the PDP’s plans<br />

to rig the polls. 297 Several other sources confirmed the substance of the meet<strong>in</strong>g. 298<br />

In August 2007, Port Harcourt descended <strong>in</strong>to chaos, with armed gangs wag<strong>in</strong>g<br />

ongo<strong>in</strong>g battles <strong>in</strong> the streets of the city <strong>and</strong> wreak<strong>in</strong>g devastation on the<br />

surround<strong>in</strong>g communities. Civil society activists <strong>in</strong> Port Harcourt described this<br />

fight<strong>in</strong>g as be<strong>in</strong>g l<strong>in</strong>ked to struggles between various gangs to assert claims on<br />

political patronage <strong>in</strong>clud<strong>in</strong>g money <strong>and</strong> oil bunker<strong>in</strong>g routes from the state<br />

government <strong>and</strong> anger on the part of some gangs at Soboma George’s preem<strong>in</strong>ent<br />

role <strong>in</strong> secur<strong>in</strong>g such patronage. As one prom<strong>in</strong>ent activist put it, “It’s the same old<br />

story—people who were used for elections on April 14 <strong>and</strong> 21, hav<strong>in</strong>g won the<br />

election are try<strong>in</strong>g to establish supremacy aga<strong>in</strong>st the other groups <strong>in</strong> the state.” 299<br />

And <strong>in</strong>deed the fight<strong>in</strong>g bore a grim resemblance to the events that followed the<br />

2003 elections <strong>in</strong> Rivers—not least because one of its central belligerents was none<br />

other than Ateke Tom.<br />

After weeks of violence, the <strong>Nigeria</strong>n military’s Jo<strong>in</strong>t Task Force (JTF) <strong>in</strong>tervened,<br />

engag<strong>in</strong>g <strong>in</strong> a bloody battle with the gangs <strong>in</strong> Port Harcourt. The JTF is comprised of<br />

forces drawn from different branches of the <strong>Nigeria</strong>n military <strong>and</strong> is currently under<br />

the comm<strong>and</strong> of Army Brigadier General Yaki Sak<strong>in</strong> Bello. A tenuous calm was<br />
