Recommendations<br />
To the government of the Federal Republic of <strong>Nigeria</strong><br />
• Launch a transparent, comprehensive, <strong>and</strong> impartial <strong>in</strong>quiry <strong>in</strong>to allegations<br />
of corruption, vote-rigg<strong>in</strong>g, <strong>and</strong> sponsorship of political violence dur<strong>in</strong>g<br />
<strong>Nigeria</strong>’s April 2007 elections. The <strong>in</strong>quiry should aim to uncover the<br />
architects <strong>and</strong> sponsors of such crimes, focus<strong>in</strong>g especially on:<br />
o The role of elected officials <strong>and</strong> the leadership of federal <strong>in</strong>stitutions<br />
<strong>in</strong>clud<strong>in</strong>g <strong>Nigeria</strong>’s police force <strong>and</strong> Independent National Electoral<br />
Commission (INEC), <strong>and</strong><br />
o Allegations of improper political manipulation of the EFCC, INEC, the<br />
police <strong>and</strong> other government <strong>in</strong>stitutions prior to <strong>and</strong> dur<strong>in</strong>g the 2007<br />
election campaign.<br />
This <strong>in</strong>quiry should be implemented by an <strong>in</strong>dependent body created <strong>and</strong><br />
overseen with the <strong>in</strong>put of stakeholders <strong>in</strong>clud<strong>in</strong>g civil society groups.<br />
F<strong>in</strong>d<strong>in</strong>gs should be made public <strong>and</strong> should result <strong>in</strong> crim<strong>in</strong>al <strong>in</strong>vestigations<br />
<strong>in</strong> which there is evidence of crim<strong>in</strong>al wrongdo<strong>in</strong>g. The <strong>in</strong>quiry should also<br />
result <strong>in</strong> recommendations to be taken <strong>in</strong>to account by <strong>Nigeria</strong>’s Electoral<br />
Reform Panel.<br />
• Enact <strong>and</strong> aggressively implement the Freedom of Information Bill, which<br />
would provide <strong>Nigeria</strong>ns a tool to compel government <strong>in</strong>stitutions to make<br />
public important <strong>in</strong>formation <strong>in</strong>clud<strong>in</strong>g basic data concern<strong>in</strong>g expenditures<br />
<strong>and</strong> government policy.<br />
• Respect the <strong>in</strong>dependence of <strong>Nigeria</strong>’s Electoral Reform Panel, ensure the<br />
transparency of its deliberations <strong>and</strong> conclusions, <strong>and</strong> publicly expla<strong>in</strong> <strong>in</strong><br />
detail the reasons for enact<strong>in</strong>g each of the Panel’s recommendations, or for<br />
not do<strong>in</strong>g so.<br />
• Enact a law requir<strong>in</strong>g the president, all members of the National Assembly<br />
<strong>and</strong> all m<strong>in</strong>isters <strong>in</strong> the federal cab<strong>in</strong>et to follow <strong>and</strong> susta<strong>in</strong> President<br />
