Institutions that have explored alternatives and have deliberately chosen an au<strong>the</strong>ntic <strong>in</strong>stitutional<br />

identity are <strong>in</strong> <strong>the</strong> achievement state. Institutions that are still exam<strong>in</strong><strong>in</strong>g different alternatives and<br />

have yet to f<strong>in</strong>d an au<strong>the</strong>ntic <strong>in</strong>stitutional identity are <strong>in</strong> <strong>the</strong> moratorium state. An <strong>in</strong>stitution whose<br />

identity is determ<strong>in</strong>ed, to a large extent, by authoritative role players ra<strong>the</strong>r than an exploration of<br />

alternatives is <strong>in</strong> <strong>the</strong> foreclosure state. Institutions that are confused or often overwhelmed by <strong>the</strong><br />

task of achiev<strong>in</strong>g an au<strong>the</strong>ntic identity and are do<strong>in</strong>g little to achieve an au<strong>the</strong>ntic <strong>in</strong>stitutional identity<br />

are <strong>in</strong> <strong>the</strong> diffusion state. Although <strong>the</strong>se states are very dist<strong>in</strong>ct and clear, an <strong>in</strong>sider‟s perspective<br />

might challenge <strong>the</strong> identification of <strong>the</strong> rural HEI‟s present state.<br />
