MYANMAR is consider<strong>in</strong>g a<br />

proposal from Indonesia <strong>to</strong><br />

build a coal-burn<strong>in</strong>g power<br />

st<strong>at</strong>ion but approval will<br />

only be granted if it meets<br />

<strong>in</strong>tern<strong>at</strong>ional standards of<br />

environmental protection,<br />

officials say.<br />

Currently <strong>Myanmar</strong><br />

has only one coal-based<br />

power st<strong>at</strong>ion, <strong>in</strong> P<strong>in</strong>laung<br />

<strong>to</strong>wnship, Shan St<strong>at</strong>e,<br />

accord<strong>in</strong>g <strong>to</strong> the M<strong>in</strong>istry<br />

of Electric Power.<br />

A m<strong>in</strong>istry spokesperson<br />

<strong>to</strong>ld The <strong>Myanmar</strong> Times<br />

on April 26: “Indonesia is<br />

<strong>in</strong>terested <strong>in</strong> build<strong>in</strong>g a 200<br />

megaw<strong>at</strong>t (MW) capacity<br />

coal-powered st<strong>at</strong>ion. But<br />

first we have <strong>to</strong> assess the<br />

potential environmental<br />

damage.”<br />

If the Indonesian proposal<br />

meets <strong>in</strong>tern<strong>at</strong>ional<br />

standards, it could help<br />

expand <strong>Myanmar</strong>’s<br />

electrical power production<br />

capacity, he said, add<strong>in</strong>g:<br />

“We welcome <strong>in</strong>vestment<br />

<strong>in</strong> electricity because we<br />

need more power for the<br />

future.”<br />

“Indonesia exports plenty<br />

of coal, so they have lots of<br />

experience. <strong>Myanmar</strong> could<br />

benefit from the technology,<br />

the employment, and<br />

f<strong>in</strong>ancially” from the plan,<br />

he said.<br />

They possible <strong>in</strong>vestment<br />

could either be a jo<strong>in</strong>tventure<br />

with the M<strong>in</strong>istry<br />

of Electric Power, or<br />

100 percent funded by<br />

Indonesia, he added.<br />

The <strong>in</strong>ves<strong>to</strong>rs need <strong>to</strong><br />

borrow the money from the<br />

World Bank or ADB, which<br />

would assess whether their<br />

proposal met <strong>in</strong>tern<strong>at</strong>ional<br />

standards, he said, add<strong>in</strong>g:<br />

“A coal-powered st<strong>at</strong>ion<br />

could produce from 120MW<br />

<strong>to</strong> 200MW. But the gre<strong>at</strong>er<br />

the yield, the gre<strong>at</strong>er the<br />

possible damage <strong>to</strong> the<br />

environment”.<br />

An official from the<br />

m<strong>in</strong>istry’s hydropower<br />

department said <strong>Myanmar</strong>’s<br />

electricity relied heavily on<br />

hydropower, and ways could<br />

be found <strong>to</strong> supplement th<strong>at</strong><br />

energy source. However, any<br />

such proposal would have <strong>to</strong><br />

be exam<strong>in</strong>ed from the po<strong>in</strong>t<br />

of view of its environmental<br />

and social impact.<br />

There are 20 hydropower<br />

electric st<strong>at</strong>ions and 10<br />

n<strong>at</strong>ural gas st<strong>at</strong>ions <strong>in</strong><br />

<strong>Myanmar</strong>.<br />

follow<strong>in</strong>g the Th<strong>in</strong>gyan<br />

holiday has lapsed, with<br />

no action by municipal<br />

authorities.<br />

“We announced th<strong>at</strong><br />

YCDC is go<strong>in</strong>g <strong>to</strong> seize<br />

billboards oper<strong>at</strong>ed by<br />

priv<strong>at</strong>e companies after<br />

March 31,” a spokesperson<br />

for YCDC’s Department of<br />

Adm<strong>in</strong>istr<strong>at</strong>ion said <strong>in</strong> mid-<br />

April.<br />

“Now we are survey<strong>in</strong>g<br />

all the billboards <strong>in</strong> Yangon<br />

and I th<strong>in</strong>k YCDC will beg<strong>in</strong><br />

tak<strong>in</strong>g billboards down after<br />

Th<strong>in</strong>gyan,” the spokesperson<br />

added.<br />

The March 31 YCDC<br />

announcement said<br />

billboard leases th<strong>at</strong> had<br />

been authorised <strong>in</strong> the 2012-<br />

13 f<strong>in</strong>ancial year, which<br />

ended March 31, would not<br />

be renewed <strong>in</strong> the follow<strong>in</strong>g<br />

f<strong>in</strong>ancial year. However,<br />

YCDC will cont<strong>in</strong>ue <strong>to</strong> allow<br />

billboards under its control.<br />

U Aung Kyaw Oo, the<br />

manag<strong>in</strong>g direc<strong>to</strong>r of Idea<br />

digital <strong>in</strong>kjet pr<strong>in</strong>t<strong>in</strong>g<br />

and signs, said YCDC’s<br />

announcement left<br />

advertis<strong>in</strong>g companies th<strong>at</strong><br />

specialised <strong>in</strong> billboards<br />

completely <strong>in</strong> the dark about<br />

their futures.<br />

“YCDC announced th<strong>at</strong> if<br />

bus<strong>in</strong>esses want <strong>to</strong> advertise<br />

their products on billboards<br />

legally they would have <strong>to</strong><br />

work with YCDC,” he said.<br />

“We also heard th<strong>at</strong> YCDC<br />

will seize billboards th<strong>at</strong><br />

were not <strong>in</strong> compliance with<br />

its order. But we really don’t<br />

know wh<strong>at</strong>’s go<strong>in</strong>g on – all we<br />

know is th<strong>at</strong> we can’t accept<br />

new orders and just have <strong>to</strong><br />

wait and see wh<strong>at</strong> happens,”<br />

he said.<br />

In August last year, YCDC<br />

announced th<strong>at</strong> it would<br />

standardise billboard siz<strong>in</strong>g<br />

<strong>in</strong> Yangon <strong>to</strong> clean up the<br />

streets. At first it announced<br />

th<strong>at</strong> there would only be three<br />

sizes of billboards across the<br />

city.<br />

However, the March<br />

2013 announcement said<br />

companies would need <strong>to</strong><br />

apply <strong>to</strong> the Department<br />

of Adm<strong>in</strong>istr<strong>at</strong>ion – and<br />

<strong>in</strong>ferred th<strong>at</strong> only one size<br />

(45 feet by 15 feet) would be<br />

allowed. Billboards cost up<br />

<strong>to</strong> K20,000 a square foot and<br />

the cost <strong>to</strong> change the design<br />

is <strong>at</strong> least K50,000, U Aung<br />

Kyaw Oo said.<br />
