Car<strong>to</strong>onists hope for publish<strong>in</strong>g boon<br />

SINCE censorship of pr<strong>in</strong>t<br />

media <strong>in</strong> <strong>Myanmar</strong> ended<br />

last year, it has become<br />

<strong>in</strong>creas<strong>in</strong>gly common for<br />

weekly journals <strong>to</strong> publish<br />

s<strong>in</strong>gle-panel car<strong>to</strong>ons<br />

comment<strong>in</strong>g humorously<br />

on politicians, social ills<br />

and current conflicts <strong>in</strong> the<br />

country.<br />

“Car<strong>to</strong>ons comment<strong>in</strong>g<br />

controversial issues, such<br />

as the Letpadaung copper<br />

m<strong>in</strong>e conflict and delays <strong>in</strong><br />

the distribution of cheap<br />

SIM cards, have recently<br />

appeared <strong>in</strong> local journals,”<br />

said well-known car<strong>to</strong>onist<br />

Soe Thaw Dar. “But the<br />

problem is th<strong>at</strong> the car<strong>to</strong>ons<br />

are not fresh when the<br />

journals publish them a week<br />

l<strong>at</strong>e.”<br />

The situ<strong>at</strong>ion started<br />

improv<strong>in</strong>g on April 1 when<br />

several local newspapers<br />

began publish<strong>in</strong>g daily,<br />

three of which have carried<br />

edi<strong>to</strong>rial car<strong>to</strong>ons.<br />

“I hope more edi<strong>to</strong>rial<br />

car<strong>to</strong>ons will appear <strong>in</strong><br />

the newspapers th<strong>at</strong> are<br />

expected <strong>to</strong> launch daily<br />

editions soon,” Soe Thaw<br />

Dar said.<br />

Car<strong>to</strong>onist Shwe Bo also<br />

hoped th<strong>at</strong> the boom <strong>in</strong><br />

daily publish<strong>in</strong>g will cre<strong>at</strong>e<br />

more space for the work of<br />

car<strong>to</strong>onists.<br />

“Car<strong>to</strong>onists have<br />

ga<strong>in</strong>ed the freedom of<br />

cre<strong>at</strong>ion, but they haven’t<br />

had a forum <strong>to</strong> present<br />

their ideas, op<strong>in</strong>ions and<br />

cre<strong>at</strong>ions <strong>to</strong> the public <strong>in</strong><br />

a timely way,” he said. “I<br />

expect daily newspapers<br />

will help us convey our<br />

ideas and op<strong>in</strong>ions <strong>to</strong> the<br />

public without delay.”<br />

Poet, s<strong>at</strong>irist and car<strong>to</strong>onist<br />

Saw Wai added: “I hope more<br />

car<strong>to</strong>ons th<strong>at</strong> comment on<br />

the everyday th<strong>in</strong>gs th<strong>at</strong><br />

affect our lives <strong>to</strong>day will<br />

appear <strong>in</strong> <strong>to</strong>morrow’s<br />

newspapers, if emerg<strong>in</strong>g<br />

newspapers regularly fe<strong>at</strong>ure<br />

car<strong>to</strong>ons.”<br />

Soe Thaw Dar said<br />

compens<strong>at</strong>ion for a s<strong>in</strong>glepanel<br />

car<strong>to</strong>on is very low,<br />

with one popular journal<br />

pay<strong>in</strong>g K12,000 but some<br />

pay<strong>in</strong>g as little as K1500.<br />

“Most journals pay<br />

around K4000 for a s<strong>in</strong>gle<br />

car<strong>to</strong>on. On <strong>to</strong>p of th<strong>at</strong>, the<br />

car<strong>to</strong>onists can’t collect<br />

their payment when the<br />

edi<strong>to</strong>r is out of the office,”<br />

Soe Thaw Dar said.<br />

Shwe Bo said th<strong>at</strong> if more<br />

newspapers pr<strong>in</strong>t car<strong>to</strong>ons on<br />

a regular basis, artists will be<br />

able <strong>to</strong> “earn a comfortable<br />

liv<strong>in</strong>g”.<br />

edi<strong>to</strong>rial car<strong>to</strong>on <strong>in</strong> <strong>Myanmar</strong><br />

d<strong>at</strong>es back <strong>to</strong> before the<br />

1960s, when newspapers<br />

like Hantharwady, Oway, The<br />

New Light of <strong>Myanmar</strong> and<br />

MMA tracks use of<br />

songs <strong>at</strong> Th<strong>in</strong>gyan<br />

outlook on the social ills of<br />

He said newspapers<br />

appo<strong>in</strong>ted famous<br />

car<strong>to</strong>onists such as U Pe<br />

The<strong>in</strong> and U Aung She<strong>in</strong>, who<br />

also wrote regular columns<br />

for newspaper.<br />

“Edi<strong>to</strong>rs supplied the<br />

car<strong>to</strong>onists with the op<strong>in</strong>ion<br />

they wanted <strong>to</strong> convey,<br />

usually rel<strong>at</strong><strong>in</strong>g <strong>to</strong> the events<br />

of the day. The result<strong>in</strong>g<br />

car<strong>to</strong>ons were fresh and<br />

reflected the current<br />

situ<strong>at</strong>ion as well as the views<br />

of the edi<strong>to</strong>r,” Soe Thaw Dar<br />

said.<br />

“Today the system is<br />

different: Car<strong>to</strong>onists<br />

cre<strong>at</strong>e their own work th<strong>at</strong><br />

comments on the fail<strong>in</strong>gs of<br />

politicians, the government<br />

system and current conflicts,<br />

and then they send their<br />

car<strong>to</strong>ons <strong>to</strong> the journals.<br />

The edi<strong>to</strong>rs select wh<strong>at</strong> they<br />

like.”<br />

He said th<strong>at</strong> nowadays<br />

most car<strong>to</strong>ons are derived<br />

from the feel<strong>in</strong>gs and<br />

op<strong>in</strong>ions of the car<strong>to</strong>onists<br />

themselves, whose ideas are<br />

driven by current conflicts<br />

and social problems.<br />

“For example, many<br />

car<strong>to</strong>ons predict<strong>in</strong>g the<br />

outcome of the Letpadaung<br />

copper m<strong>in</strong>e issue popped up<br />

<strong>in</strong> journals <strong>at</strong> th<strong>at</strong> time. The<br />

op<strong>in</strong>ions of the car<strong>to</strong>onists<br />

were expressed <strong>in</strong> the<br />

car<strong>to</strong>ons, many of which<br />

predicted th<strong>at</strong> the copper<br />

m<strong>in</strong>e would be cancelled,”<br />

Soe Thaw Dar said. “It<br />

seemed like a popular<br />

subject for car<strong>to</strong>ons <strong>at</strong> th<strong>at</strong><br />

time, and then the situ<strong>at</strong>ion<br />

all went wrong.”<br />

He added th<strong>at</strong> if more<br />

car<strong>to</strong>ons start appear<strong>in</strong>g<br />

<strong>in</strong> local newspapers,<br />

car<strong>to</strong>onists must be careful<br />

<strong>to</strong> rema<strong>in</strong> faithful <strong>to</strong> the<br />

accuracy of events.<br />

“Like journalists,<br />

car<strong>to</strong>onists shouldn’t show<br />

strong feel<strong>in</strong>gs <strong>in</strong> favour<br />

of, or aga<strong>in</strong>st, one group<br />

of people or one side <strong>in</strong> an<br />

argument. Their works should<br />

based on fair judgment,” Soe<br />

Thaw Dar said.<br />

Associ<strong>at</strong>ion’s thre<strong>at</strong> <strong>to</strong> take<br />

action aga<strong>in</strong>st unauthorised<br />

use of music dur<strong>in</strong>g Th<strong>in</strong>gyan<br />

w<strong>at</strong>er festival has borne<br />

fruit, and MMA officials said<br />

last week th<strong>at</strong> there were<br />

fewer <strong>in</strong>cidents this year<br />

of performers s<strong>in</strong>g<strong>in</strong>g songs<br />

from other artists without<br />

permission.<br />

“We received lists of songs<br />

from MRTV-4, Channel-7 and<br />

5-Plus television st<strong>at</strong>ions<br />

detail<strong>in</strong>g the songs th<strong>at</strong><br />

would be used for live<br />

performances dur<strong>in</strong>g<br />

Th<strong>in</strong>gyan,” Phyu Phyu Kyaw<br />

The<strong>in</strong>, the associ<strong>at</strong>ion’s<br />

general secretary, <strong>to</strong>ld The<br />

<strong>Myanmar</strong> Times.<br />

“Sky Net made their own<br />

deals with <strong>in</strong>dividual artists,<br />

so there was no problem with<br />

them.”<br />

The associ<strong>at</strong>ion released<br />

an announcement on April<br />

8, less than a week before<br />

the start of Th<strong>in</strong>gyan,<br />

say<strong>in</strong>g th<strong>at</strong> artists must be<br />

notified and compens<strong>at</strong>ed if<br />

their songs were broadcast<br />

on television dur<strong>in</strong>g the<br />

festival.<br />

“This type of<br />

announcement makes it<br />

easier <strong>to</strong> build trust between<br />

artists and broadcasters,”<br />

said Phyu Phyu Kyaw The<strong>in</strong>.<br />

“Otherwise, there will<br />

always be doubts when we<br />

work <strong>to</strong>gether, and artists<br />

will worry th<strong>at</strong> their songs<br />

will be used without giv<strong>in</strong>g<br />

notice.”<br />

However, not everyone<br />

cooper<strong>at</strong>ed with the request,<br />

she said.<br />

“There was one pandal<br />

<strong>in</strong> Mandalay th<strong>at</strong> <strong>in</strong>vited<br />

broadcast media <strong>to</strong> cover<br />

their performances, and<br />

even though some songs were<br />

broadcast on TV, no deal had<br />

been made beforehand with<br />

the artists whose songs were<br />

performed,” she said.<br />

“We’ve already received<br />

all the documents from<br />

the artists who want us <strong>to</strong><br />

solve the problem, so now<br />

we are go<strong>in</strong>g <strong>to</strong> lead the<br />

negoti<strong>at</strong>ions.”<br />

The <strong>Myanmar</strong> Times th<strong>at</strong><br />

the situ<strong>at</strong>ion was confus<strong>in</strong>g<br />

because some artists<br />

preferred <strong>to</strong> deal directly<br />

with the TV st<strong>at</strong>ions r<strong>at</strong>her<br />

than go through MMA.<br />

“The MMA announcement<br />

on April 8 was specifically<br />

for Th<strong>in</strong>gyan, and as soon<br />

as we heard it, we sent the<br />

associ<strong>at</strong>ion a list of songs<br />

th<strong>at</strong> we planned <strong>to</strong> broadcast<br />

dur<strong>in</strong>g the festival,” said the<br />

spokesperson, Pyae Phyoe<br />

Han.<br />

“It would be useful if MMA<br />

would cre<strong>at</strong>e a standard<br />

system th<strong>at</strong> everyone <strong>in</strong> the<br />

music <strong>in</strong>dustry can follow<br />

throughout the year. This<br />

will make it more convenient<br />

for us, and it will even help<br />

us estim<strong>at</strong>e the costs of<br />

produc<strong>in</strong>g our programs.”
