EU <strong>in</strong>ves<strong>to</strong>rs purchas<strong>in</strong>g<br />
or rent<strong>in</strong>g property<br />
over 250,000 euros<br />
(US$326,000), <strong>in</strong> a bid <strong>to</strong><br />
revive its moribund real<br />
est<strong>at</strong>e <strong>in</strong>dustry, officials<br />
said last week.<br />
The <strong>in</strong>iti<strong>at</strong>ive, voted <strong>in</strong><strong>to</strong><br />
law by parliament the week<br />
before, comes <strong>in</strong> response<br />
<strong>to</strong> strong demand from<br />
Arab, Ch<strong>in</strong>ese and Russian<br />
<strong>in</strong>ves<strong>to</strong>rs, the officials from<br />
the <strong>in</strong>terior m<strong>in</strong>istry and<br />
property groups <strong>to</strong>ld a<br />
news conference.<br />

Schengen area for three<br />
consecutive months <strong>at</strong> a<br />

Owners say they were promised apartments <strong>at</strong><br />
the development by former Yangon commander<br />

THE 24 former owners of a plot of<br />
land now occupied by the Hledan<br />
Center <strong>in</strong> Kamaryut <strong>to</strong>wnship are<br />
b<strong>at</strong>tl<strong>in</strong>g with the developer, Asia<br />
World, <strong>to</strong> be given apartments and<br />
additional land they say there were<br />
promised.<br />
“Asia World promised us th<strong>at</strong> we<br />
would be given apartments when we<br />
vac<strong>at</strong>ed the land <strong>in</strong> 2003,” said Daw<br />
Cho Cho Mar, one of the formers<br />
owners. “At th<strong>at</strong> time, the company<br />
promised us an apartment <strong>in</strong> the<br />
build<strong>in</strong>g, and <strong>to</strong>ld us th<strong>at</strong> it would<br />
take three years <strong>to</strong> build. But the<br />
construction period was actually 10<br />
years,” she said.<br />
The land covers 1.522 acres and<br />
belonged <strong>to</strong> 24 owners.<br />

owners had waited for 10 years<br />
for the build<strong>in</strong>g <strong>to</strong> be f<strong>in</strong>ished but<br />
‘ We don’t care if Asia<br />
World has lost money<br />
– th<strong>at</strong>’s the company’s<br />
problem.’<br />
Asia World had never offered any<br />
compens<strong>at</strong>ion for the delays. She<br />
added th<strong>at</strong> Asia World met owners <strong>in</strong><br />
November last year, many of whom<br />
<strong>to</strong>ld the company’s represent<strong>at</strong>ives<br />
th<strong>at</strong> the delays had cost them<br />
thousands of dollars <strong>in</strong> rent.<br />
In 2003, the government <strong>to</strong>ld<br />
owners of a plan <strong>to</strong> build the Land<br />
Mark build<strong>in</strong>g <strong>at</strong> Hledan Junction<br />
and asked the owners <strong>to</strong> vac<strong>at</strong>e. Daw<br />
Cho Cho Mar said the owners were<br />
<strong>to</strong>ld the Land Mark build<strong>in</strong>g would<br />
be a 28-s<strong>to</strong>rey build<strong>in</strong>g – and every<br />
owner would be given an apartment<br />
when it was f<strong>in</strong>ished.<br />
“At th<strong>at</strong> time, Yangon Region<br />
Commander My<strong>in</strong>t Swe promised us<br />
th<strong>at</strong> we would not suffer for leav<strong>in</strong>g<br />
our land and said we would be given<br />
an apartment each,” she said. “But<br />
Hledan Center was built <strong>in</strong>stead –<br />
and there are only eight floors.”<br />
Daw May Oo Kyaw, a spokesperson<br />
for Asia World, said the company has<br />
not opened Hledan Center yet and<br />
could not provide any comment until<br />
th<strong>at</strong> happened.<br />
The Department of Human<br />
Settlement and Hous<strong>in</strong>g<br />
Development gave 68 apartments<br />
<strong>to</strong> 49 families th<strong>at</strong> vac<strong>at</strong>ed their land<br />
<strong>to</strong> make way for the build<strong>in</strong>g,<br />
U Aung Htun, the department’s<br />
direc<strong>to</strong>r, said dur<strong>in</strong>g meet<strong>in</strong>g with<br />
the former owners on November 23,<br />
2012. He added th<strong>at</strong> the other 15<br />
people would have their rents paid<br />
by DHSHD.<br />
However the November meet<strong>in</strong>g<br />
broke down when Asia World officials<br />
and the former owners clashed.<br />
“Th<strong>at</strong> meet<strong>in</strong>g had <strong>to</strong> be<br />
s<strong>to</strong>pped because the Asia World<br />
represent<strong>at</strong>ives were just tell<strong>in</strong>g us<br />
about their problems,” said Daw Ni<br />
Ni Aung, a former land owner. “We<br />
were so angry because th<strong>at</strong> was the<br />
first meet<strong>in</strong>g we had had with the<br />
company <strong>in</strong> 10 years and we wanted<br />
<strong>to</strong> negoti<strong>at</strong>e about the apartments<br />
we were promised.”<br />

of the many difficulties the company<br />
had faced dur<strong>in</strong>g construction and<br />
expla<strong>in</strong>ed why the build<strong>in</strong>g could not<br />
be 28 s<strong>to</strong>reys high.<br />
He said the company expected <strong>to</strong><br />
lose from K6 billion <strong>to</strong> K10 billion on<br />
the project as a result.<br />

“We just want an apartment th<strong>at</strong>’s<br />
worth the same as our land was,”<br />
said Daw Ni Ni Aung.<br />
“We don’t care if Asia World has<br />
lost money on the project – th<strong>at</strong>’s the<br />
company’s bus<strong>in</strong>ess.<br />
“We have waited 10 years and<br />
it’s time Asia World paid us back<br />
for the years th<strong>at</strong> we’ve had <strong>to</strong> live<br />
somewhere else and for the company<br />
<strong>to</strong> compens<strong>at</strong>e us for wh<strong>at</strong> we have<br />
lost.<br />
“Where we have lived has always<br />
been temporary, none of us has<br />
viewed these places as our home.”
