Guantanamo military<br />

prison, with 92 out of 166<br />

UK newspapers spurn<br />

press w<strong>at</strong>chdog plan<br />

LONDON – British<br />

newspapers last week<br />

rejected government plans<br />

for a st<strong>at</strong>e-backed press<br />

w<strong>at</strong>chdog and published<br />

their own proposal for selfregul<strong>at</strong>ion<br />

<strong>in</strong> the wake of<br />

the phone-hack<strong>in</strong>g scandal<br />

<strong>at</strong> Rupert Murdoch’s News<br />

of the World.<br />

The three ma<strong>in</strong> political<br />

parties struck a deal <strong>in</strong><br />

March for a beefed-up<br />

regula<strong>to</strong>r underp<strong>in</strong>ned<br />

by law, which they<br />

said was needed <strong>to</strong><br />

re<strong>in</strong> <strong>in</strong> the excesses<br />

of Brita<strong>in</strong>’s raucous<br />

tabloid press.<br />

But the newspaper<br />

<strong>in</strong>dustry on April 25<br />

unveiled its own plans<br />

for a self-regula<strong>to</strong>ry<br />

system without any st<strong>at</strong>e<br />

<strong>in</strong>volvement, say<strong>in</strong>g the<br />

government proposal <strong>to</strong><br />

set up a w<strong>at</strong>chdog by a<br />

so-called royal charter<br />

thre<strong>at</strong>ened press freedom.<br />

“A number of its<br />

recommend<strong>at</strong>ions are<br />

unworkable and it gives<br />

politicians an unacceptable<br />

degree of <strong>in</strong>terference<br />

<strong>in</strong> the regul<strong>at</strong>ion of the<br />

press,” said a st<strong>at</strong>ement<br />

coord<strong>in</strong><strong>at</strong>ed by the<br />

Newspaper Society, the<br />

<strong>in</strong>dustry body.<br />

The rival regula<strong>to</strong>ry plan<br />

proposes f<strong>in</strong>es of up <strong>to</strong> £1<br />

million (US$1.5 million) and<br />

prom<strong>in</strong>ent corrections, just<br />

as the government scheme<br />

does.<br />

But it demands more<br />

public consult<strong>at</strong>ion <strong>to</strong> allow<br />

newspapers and magaz<strong>in</strong>es<br />

<strong>to</strong> have their say on the<br />

terms of the royal charter.<br />

Newspapers say the plan<br />

thre<strong>at</strong>ens press freedom.<br />

It also opposes any legal<br />

underp<strong>in</strong>n<strong>in</strong>g of the<br />

regula<strong>to</strong>r.<br />

The government said it<br />

would consider the proposal.<br />

But campaign group<br />

Hacked Off said newspapers<br />

were “defy<strong>in</strong>g the will of<br />

parliament”.<br />

“This desper<strong>at</strong>e move by<br />

edi<strong>to</strong>rs and proprie<strong>to</strong>rs –<br />

reject<strong>in</strong>g the royal charter<br />

agreed last month by all<br />

parties <strong>in</strong> parliament and<br />

due <strong>to</strong> be approved by the<br />

queen <strong>in</strong> days – is only the<br />

l<strong>at</strong>est proof th<strong>at</strong> most of<br />

the <strong>in</strong>dustry has learned<br />

no lessons from the Leveson<br />

experience,” it said.<br />

The government proposal<br />

was agreed <strong>in</strong> March <strong>in</strong><br />

response <strong>to</strong> the f<strong>in</strong>d<strong>in</strong>gs<br />

of the Leveson Inquiry,<br />

a probe <strong>in</strong><strong>to</strong> the ethics of<br />

the press set up by Prime<br />

M<strong>in</strong>ister David Cameron <strong>in</strong><br />

2011 after the News of the<br />

World scandal.<br />

The plan <strong>in</strong>volves<br />

the cre<strong>at</strong>ion of a<br />

press w<strong>at</strong>chdog<br />

under a royal charter,<br />

a special document<br />

used <strong>to</strong> establish<br />

organis<strong>at</strong>ions such as<br />

the Bank of England and<br />

the BBC.<br />

The st<strong>at</strong>u<strong>to</strong>ry element is<br />

th<strong>at</strong> the charter itself would<br />

be protected by a separ<strong>at</strong>e<br />

law st<strong>at</strong><strong>in</strong>g th<strong>at</strong> all charters<br />

passed after March 1, 2013<br />

should not have order and<br />

present-day Russia could<br />

not be compared with the<br />

Stal<strong>in</strong> era, however, say<strong>in</strong>g<br />
