<strong>Teacher</strong> Turnover<br />

research with long-range longitud<strong>in</strong>al data such as from the 10-year B&B study is needed to<br />
provide more detailed <strong>and</strong> precise <strong>in</strong>formation about <strong>turnover</strong> phenomena.<br />
Conclusions<br />
A high rate of annual teacher <strong>turnover</strong> has been an endur<strong>in</strong>g aspect of the teach<strong>in</strong>g<br />
profession, <strong>and</strong> will almost certa<strong>in</strong>ly rema<strong>in</strong> so <strong>in</strong> the foreseeable future unless dramatic<br />
improvements are made <strong>in</strong> the organization, management, <strong>and</strong> fund<strong>in</strong>g of public schools. Until<br />
then, <strong>in</strong>creased supply of qualified teachers is needed to reduce teacher shortages created <strong>in</strong> large<br />
part by teacher <strong>turnover</strong>. In addition, the field of <strong>education</strong> should improve its underst<strong>and</strong><strong>in</strong>g of<br />
the costs <strong>and</strong> benefits of <strong>turnover</strong>, <strong>and</strong> improve its management of <strong>turnover</strong> <strong>in</strong> order to reduce its<br />
costs <strong>and</strong> enhance its benefits.<br />
We recognize that rates of teacher <strong>turnover</strong> are exceptionally high <strong>in</strong> some teach<strong>in</strong>g fields<br />
<strong>and</strong> types of schools (Guar<strong>in</strong>o et al., 2006) where <strong>in</strong>terventions <strong>in</strong>tended to improve retention<br />
might well be effective <strong>and</strong> beneficial even though hav<strong>in</strong>g m<strong>in</strong>imal impact on aggregate national<br />
rates. Fortunately, measures taken to improve teacher retention (e.g., better work<strong>in</strong>g conditions<br />
<strong>and</strong> higher salaries) will also make the teach<strong>in</strong>g profession more attractive as a career choice, <strong>and</strong><br />
therefore will likely serve to <strong>in</strong>crease teacher supply.<br />
