In all situations, <strong>English</strong> language learners must receive appropriate program support <strong>to</strong><br />

enable them <strong>to</strong> participate successfully <strong>in</strong> Ontario schools. These may <strong>in</strong>clude:<br />

<strong>English</strong> as a Second <strong>Language</strong> (ESL) programs, which are for students whose first<br />

language is other than <strong>English</strong> or is a variety of <strong>English</strong> significantly different from that<br />

used for <strong>in</strong>struction <strong>in</strong> Ontario schools. Students <strong>in</strong> these programs have had educational<br />

opportunities <strong>to</strong> develop age-appropriate first-language literacy skills.<br />

<strong>English</strong> Literacy Development (ELD) programs, which are for students whose first<br />

language is other than <strong>English</strong> or is a variety of <strong>English</strong> significantly different from that<br />

used for <strong>in</strong>struction <strong>in</strong> Ontario schools. Students <strong>in</strong> these programs are most often from<br />

countries <strong>in</strong> which their access <strong>to</strong> education has been limited, and they have had limited<br />

opportunities <strong>to</strong> develop language and literacy skills <strong>in</strong> any language. School<strong>in</strong>g <strong>in</strong> their<br />

countries of orig<strong>in</strong> has been <strong>in</strong>consistent, disrupted, or even completely unavailable<br />

throughout the years that these children would otherwise have been <strong>in</strong> school. As a<br />

result, they arrive <strong>in</strong> Ontario schools with significant gaps <strong>in</strong> their education.<br />

<strong>English</strong> <strong>Language</strong> <strong>Learners</strong>/ESL and ELD Programs and Services:<br />

Policies and Procedures for Ontario Elementary and Secondary Schools,<br />

K<strong>in</strong>dergarten <strong>to</strong> Grade 12, 2007, 2.5.1. Support material.<br />

ESL and ELD programs are two dist<strong>in</strong>ct programs <strong>to</strong> meet the needs of very<br />

different groups of students. ESL programs serve students from K<strong>in</strong>dergarten <strong>to</strong><br />

Grade 12. In acknowledg<strong>in</strong>g that ELD programs serve students with significant<br />

educational gaps, ELD beg<strong>in</strong>s <strong>in</strong> Grade 3, s<strong>in</strong>ce students will not have had<br />

significant gaps if they are <strong>in</strong> K<strong>in</strong>dergarten, Grade 1, or Grade 2. ELD programs<br />

help students accelerate their learn<strong>in</strong>g of content and literacy skills appropriate<br />

<strong>to</strong> their age. They prepare students <strong>to</strong> transfer <strong>to</strong> ESL programs where students<br />

have age-appropriate literacy skills.<br />

School boards will design programs and services for <strong>English</strong> language learners so that<br />

they are flexible <strong>in</strong> response <strong>to</strong> chang<strong>in</strong>g needs and reflective of the needs of the students.<br />

Elementary and Secondary Schools, K<strong>in</strong>dergarten <strong>to</strong> Grade 12, 2007, 2.5.3.<br />

Learn<strong>in</strong>g a new language for school <strong>in</strong>volves tak<strong>in</strong>g many steps on the language<br />

acquisition cont<strong>in</strong>uum. The length of time <strong>to</strong> develop the level of proficiency<br />

<strong>in</strong> <strong>English</strong> that supports academic success will vary from student <strong>to</strong> student.<br />

Therefore, ESL and ELD programs must be flexible <strong>to</strong> allow for a variety of<br />

delivery models, be responsive <strong>to</strong> learners’ chang<strong>in</strong>g needs, and <strong>to</strong> local school<br />

circumstances (e.g., distribution and number of <strong>English</strong> language learners).<br />
