1 Introduction<br />
Ecorys 3 , in partnership with Fitzpatrick Associates, were appointed by <strong>The</strong> <strong>Heritage</strong> Council in July 2011<br />
to undertake a study to determine the value <strong>of</strong> <strong>Ireland's</strong> <strong>Historic</strong> <strong>Environment</strong> to the country's economic<br />
and social well-being.<br />
1.1 Scope <strong>of</strong> Study<br />
<strong>The</strong> overarching aim <strong>of</strong> the study has been to describe and quantify the economic, social and community<br />
value <strong>of</strong> <strong>Ireland's</strong> historic environment. As reflected in the Terms <strong>of</strong> Reference 4 for the study, this has<br />
covered a number <strong>of</strong> key research components:<br />
Determining the current value <strong>of</strong> economic activity generated by Ireland‟s historic environment,<br />
together with its distribution<br />
Quantifying the level <strong>of</strong> employment and national income attributable to <strong>Ireland's</strong> historic environment -<br />
including in terms <strong>of</strong> indirect impacts, and its relative importance compared with other sectors<br />
Identifying the wider community benefits or public goods that Ireland‟s historic environment provides to<br />
the economy<br />
Assessing the potential for Ireland‟s historic environment to aid sustainable growth and economic<br />
recovery and recommend how this could be further realised by the heritage sector and partner<br />
organisations.<br />
Recommendations on how data may be captured on an ongoing basis to measure the value <strong>of</strong><br />
<strong>Ireland's</strong> historic environment to the national economy.<br />
<strong>The</strong> main study deliverable comprises this research-based report. Emerging findings from the study were<br />
also presented at conference in October 2011 5 .<br />
1.2 Impetus for the Study<br />
While the importance <strong>of</strong> <strong>Ireland's</strong> endowment <strong>of</strong> heritage assets and sites is generally acknowledged, it is<br />
the case that the size and nature <strong>of</strong> economic benefits which are attributable to them remain poorly<br />
understood. <strong>The</strong> contribution <strong>of</strong> the historic environment, particularly its aesthetic value and role in<br />
community development and regeneration, has received some recognition in recent <strong>of</strong>ficial plans and<br />
policy documents 6 , though the structure and scale <strong>of</strong> the heritage sector, and its particular contribution to<br />
economic activity across the Irish regions have remained largely unspecified. Given this lack <strong>of</strong><br />
