<strong>The</strong> core focus <strong>of</strong> this model is on the flows <strong>of</strong> expenditure associated with historical environment assets<br />

and operations, with the visitors they attract, and the ways these flows work through the Irish economy,<br />

generating incomes and employment in the process.<br />

<strong>The</strong> analysis seeks to separate out additional expenditure from 'deadweight' expenditure and activity<br />

which would likely have taken place even in the absence <strong>of</strong> an historic environment. This is done by<br />

estimating the extent to which the presence <strong>of</strong> the historic environment influences the decision to visit<br />

Ireland.<br />

1.4 Structure <strong>of</strong> Report<br />

<strong>The</strong> report is structured as follows:<br />

Chapter 2: Importance <strong>of</strong> <strong>Heritage</strong> - considers the overall role and contribution <strong>of</strong> heritage, together with<br />

understanding the rationale for public intervention in the heritage domain. We also present evidence from<br />
