South Jersey Transportation Authority<br />
State Authority created in 1991, as successor to New Jersey <strong><strong>Express</strong>way</strong><br />
Authority & <strong>Atlantic</strong> County Transportation Authority<br />
Authority, known as “SJTA”, operates and coordinates Southern NJ’s<br />
Transportation System - highway network, aviation facilities, & transportation<br />
problems of <strong>Atlantic</strong> County.<br />
One major component is <strong>Atlantic</strong> <strong>City</strong> <strong><strong>Express</strong>way</strong> - 44 mile long toll road,<br />
starts 10 miles east of Philadelphia, PA into <strong>Atlantic</strong> <strong>City</strong>, NJ - opened for traffic<br />
in stages in 1964 & 1965.<br />
13 Interchanges provide access to major arterial routes, including Garden<br />
State Parkway, & 7 toll plazas control toll revenue collections.<br />
Second major component is <strong>Atlantic</strong> <strong>City</strong> Airport, approx. 5,000 acres in<br />
size & located near Interchange 9 of <strong><strong>Express</strong>way</strong>, 10 miles northwest of A.C.<br />
Principal focus of Authority: Utilize Transportation Facilities to stimulate<br />
Economic Development throughout Southern New Jersey.

1965 – <strong>Plaza</strong> first opened; Located directly outside of <strong>Atlantic</strong> <strong>City</strong> –<br />
6 <strong>Toll</strong> Lanes – Fare was $ .25 cents<br />
1978 – 2 Lanes Added; 1 each direction - 8 Total Lanes<br />
1981 – 4 Lanes Added; 2 each direction - 12 Total Lanes;<br />
Fare still $.25 cents<br />
1997 - E-Z <strong>Pass</strong> Equipment installed<br />
1998 – Fare increases to $.50 cents<br />
2001 – Brigantine Connector Opened & diverted more traffic onto<br />
<strong><strong>Express</strong>way</strong><br />
2003 - Phase 1 – <strong>Express</strong> E-Z <strong>Pass</strong> Construction begins<br />
May 2004 – Phase 1 Complete; 5 Lanes Eastbound / 4 Lanes<br />

Project History – Design Intent<br />
Maguire Group contracted by SJTA in 2001 – to provide A/E services for<br />
elevated bridge to span entire toll plaza<br />
Major Issues to Address :<br />
Safety of toll collectors –<strong>Toll</strong> collectors currently had to cross dedicated E-<br />
Z <strong>Pass</strong> lanes, as well as manual & automated coin lanes to reach collection<br />
booths<br />
Traffic congestion - new elevated walkway would provide safe access for<br />
toll staff & reduce pedestrian traffic thus increasing driving safety

Tight Site Constraints - Tidal Wetlands on North side of project -<br />
existing Administration Building & parking Lot on South side.<br />
Existing Electric / Utility Services – Old & outdated, new services &<br />
upgrades needed for new toll plaza facility<br />
<strong>Toll</strong> <strong>Plaza</strong> Operations - design to be phased - toll plaza to remain<br />
operational to collect revenue throughout construction period.<br />
Existing Geotechnical Conditions – subsurface elements -mostly<br />
sandy materials - not allow for tunnel design - Overhead Walkway only<br />
option.<br />
<strong>Toll</strong> Lane Restrictions - Strict <strong>Toll</strong> Lane Occupancy requirements to<br />
be enforced during construction – design to incorporate

Pre-Engineered Steel Truss Bridge – single span, 240 Ft. L x 14Ft W,<br />
spanning entire toll plaza<br />
2 Structural Towers & Walkway - fully enclosed, complete HVAC systems, fire<br />
protection & plumbing, new electrical / communication systems, & elevators / stairs<br />
for each tower<br />
Walkway Exterior – combination of insulated aluminum panels & insulated glass<br />
panels / curved standing seam metal roof<br />
Tower Exterior – finished concrete panels, glass panel system, and corrugated<br />
metal panels<br />
4 Mechanical Lifts – 2 each direction; located at 4 ACM booths to raise coin<br />
vaults from booth to walkway<br />
New Electric / Power Service & Distribution System - design for entire plaza<br />
New Standby Generator & Associated Work<br />
Decorative Neon / Accent Lighting – located on bridge / tower structures.<br />
New <strong>Toll</strong> Lane, Concrete Island & Booth – located in eastbound direction

October 2002 – NJ Govenor announced $45 Million <strong>Express</strong> E-Z <strong>Pass</strong><br />
Program – to be incorporated at all toll plaza locations throughout NJ<br />
New Design Improvements Include:<br />
<strong>Express</strong> E-Z <strong>Pass</strong> Lanes – 4 Total – 2 each direction, new advanced technology<br />
motorists can drive at speeds of 45 MPH straight through plaza;<br />
Existing toll booths removed; <strong>Express</strong> lanes separated by concrete barrier curbs<br />
New Approach / Overhead Sign Package - Install new toll plaza approach signs;<br />
design to coordinate with other <strong>Express</strong> E-Z <strong>Pass</strong> plaza locations throughout NJ<br />

Old dedicated E-Z <strong>Pass</strong> Lanes – 1,200 cars /hr<br />
New <strong>Express</strong> E-Z <strong>Pass</strong> Lanes - 1,800 cars /hr (50% increase)<br />
Entire <strong>Plaza</strong> (Old Configuration) – 8,600 cars /hr<br />
New <strong>Express</strong> <strong>Plaza</strong> Design - 11,700 cars /hr (40% capacity increase)<br />
<strong>Pleasantville</strong> handles approx. 83,000 vehicles daily during peak summer months,<br />
with 65% motorists using E-Z <strong>Pass</strong><br />
Statistics show 90% of motorists choose <strong>Express</strong> Lanes vs. traditional E-Z <strong>Pass</strong><br />
lanes, reducing congestion & alleviating traffic problems / accidents.
