South Jersey Transportation Authority
State Authority created in 1991, as successor to New Jersey Expressway
Authority & Atlantic County Transportation Authority
Authority, known as “SJTA”, operates and coordinates Southern NJ’s
Transportation System - highway network, aviation facilities, & transportation
problems of Atlantic County.
One major component is Atlantic City Expressway - 44 mile long toll road,
starts 10 miles east of Philadelphia, PA into Atlantic City, NJ - opened for traffic
in stages in 1964 & 1965.
13 Interchanges provide access to major arterial routes, including Garden
State Parkway, & 7 toll plazas control toll revenue collections.
Second major component is Atlantic City Airport, approx. 5,000 acres in
size & located near Interchange 9 of Expressway, 10 miles northwest of A.C.
Principal focus of Authority: Utilize Transportation Facilities to stimulate
Economic Development throughout Southern New Jersey.

History
1965 – Plaza first opened; Located directly outside of Atlantic City –
6 Toll Lanes – Fare was $ .25 cents
1978 – 2 Lanes Added; 1 each direction - 8 Total Lanes
1981 – 4 Lanes Added; 2 each direction - 12 Total Lanes;
Fare still $.25 cents
1997 - E-Z Pass Equipment installed
1998 – Fare increases to $.50 cents
2001 – Brigantine Connector Opened & diverted more traffic onto
Expressway
2003 - Phase 1 – Express E-Z Pass Construction begins
May 2004 – Phase 1 Complete; 5 Lanes Eastbound / 4 Lanes
Westbound / 4 Express E-Z Pass Lanes - 13 Total Lanes
October 2004 – Phase 2 – Elevated Walkway Construction starts

Project History – Design Intent
Maguire Group contracted by SJTA in 2001 – to provide A/E services for
elevated bridge to span entire toll plaza
Major Issues to Address :
Safety of toll collectors –Toll collectors currently had to cross dedicated E-
Z Pass lanes, as well as manual & automated coin lanes to reach collection
booths
Traffic congestion - new elevated walkway would provide safe access for
toll staff & reduce pedestrian traffic thus increasing driving safety

Design Issues / Constraints
Tight Site Constraints - Tidal Wetlands on North side of project -
existing Administration Building & parking Lot on South side.
Existing Electric / Utility Services – Old & outdated, new services &
upgrades needed for new toll plaza facility
Toll Plaza Operations - design to be phased - toll plaza to remain
operational to collect revenue throughout construction period.
Existing Geotechnical Conditions – subsurface elements -mostly
sandy materials - not allow for tunnel design - Overhead Walkway only
option.
Toll Lane Restrictions - Strict Toll Lane Occupancy requirements to
be enforced during construction – design to incorporate

Original Design Concepts
New Toll Plaza Improvements include:
Pre-Engineered Steel Truss Bridge – single span, 240 Ft. L x 14Ft W,
spanning entire toll plaza
2 Structural Towers & Walkway - fully enclosed, complete HVAC systems, fire
protection & plumbing, new electrical / communication systems, & elevators / stairs
for each tower
Walkway Exterior – combination of insulated aluminum panels & insulated glass
panels / curved standing seam metal roof
Tower Exterior – finished concrete panels, glass panel system, and corrugated
metal panels
4 Mechanical Lifts – 2 each direction; located at 4 ACM booths to raise coin
vaults from booth to walkway
New Electric / Power Service & Distribution System - design for entire plaza
New Standby Generator & Associated Work
Decorative Neon / Accent Lighting – located on bridge / tower structures.
New Toll Lane, Concrete Island & Booth – located in eastbound direction

Revised Design / Upgrades
October 2002 – NJ Govenor announced $45 Million Express E-Z Pass
Program – to be incorporated at all toll plaza locations throughout NJ
New Design Improvements Include:
Express E-Z Pass Lanes – 4 Total – 2 each direction, new advanced technology
motorists can drive at speeds of 45 MPH straight through plaza;
Existing toll booths removed; Express lanes separated by concrete barrier curbs
New Approach / Overhead Sign Package - Install new toll plaza approach signs;
design to coordinate with other Express E-Z Pass plaza locations throughout NJ
Overhead Steel Gantry – holds enhanced E-Z Pass equipment & cameras,
motorists drive underneath
New Design requires Project Phasing:

NJ Govenor opened first Express E-Z Pass Lanes in Southern New
Jersey at Pleasantville Toll Plaza
Increased number of vehicles handled each hour:
Old dedicated E-Z Pass Lanes – 1,200 cars /hr
New Express E-Z Pass Lanes - 1,800 cars /hr (50% increase)
Entire Plaza (Old Configuration) – 8,600 cars /hr
New Express Plaza Design - 11,700 cars /hr (40% capacity increase)
Pleasantville handles approx. 83,000 vehicles daily during peak summer months,
with 65% motorists using E-Z Pass
Statistics show 90% of motorists choose Express Lanes vs. traditional E-Z Pass
lanes, reducing congestion & alleviating traffic problems / accidents.
