5.5. Inputs<br />
The <strong>in</strong>puts of different parties are stipulated <strong>in</strong> Articles 3-5 <strong>in</strong> the tripartite partnership agreement.<br />
<strong>ICEIDA</strong> will fund <strong>in</strong>vestment <strong>in</strong> construction, equipment and capacity build<strong>in</strong>g but for the most part<br />
runn<strong>in</strong>g costs and consumables will be the responsibility of GoM. All salaries of local health<br />
personnel (<strong>in</strong>clud<strong>in</strong>g tra<strong>in</strong>ers) will be paid by GoM. Fund<strong>in</strong>g of tra<strong>in</strong><strong>in</strong>g courses will take note of<br />
<strong>ICEIDA</strong>’s policy on the subject (see below). <strong>ICEIDA</strong> will only fund the construction of new<br />
<strong>in</strong>frastructure if susta<strong>in</strong>ability is guaranteed by GoM, that is, allocation of additional funds for<br />
staff<strong>in</strong>g, runn<strong>in</strong>g cost and ma<strong>in</strong>tenance must be guaranteed.<br />
Expected <strong>in</strong>puts <strong>in</strong>clude: Constructors contracts, construct<strong>in</strong>g materials, office equipment (<strong>in</strong>clud<strong>in</strong>g<br />
hardware, software, pr<strong>in</strong>ters, <strong>in</strong>ternet, furniture), basic equipment for maternity wards (see below),<br />
vehicles, motorcycles, bicycles, fund<strong>in</strong>g of tra<strong>in</strong><strong>in</strong>g and quality assurance programmes, fund<strong>in</strong>g of<br />
cont<strong>in</strong>gency, education and research funds.<br />
The District Council shall be responsible for implement<strong>in</strong>g the Programme <strong>in</strong> the most efficient<br />
manner and <strong>in</strong> compliance with exist<strong>in</strong>g national laws and policies. The District Council shall have the<br />
overall responsibility for the plann<strong>in</strong>g, implementation and report<strong>in</strong>g of the Programme. The District<br />
Council shall provide staff and other resources as appropriate. The District Council shall ensure that<br />
the fund<strong>in</strong>g is used accord<strong>in</strong>g to approved work plans and budgets. The District Council shall<br />
promptly <strong>in</strong>form <strong>ICEIDA</strong> and the M<strong>in</strong>istry of Local Government and Rural Development of any<br />
circumstances that <strong>in</strong>terfere or threaten to <strong>in</strong>terfere with the successful implementation of the<br />
Programme.<br />
5.5.1. Construction<br />
Detailed and realistic construction plans need to be made for each site where <strong>in</strong>frastructure is<br />
concerned. It must be kept <strong>in</strong> m<strong>in</strong>d that these are rural centres made to provide services to a rural<br />
population. Results are measured by look<strong>in</strong>g at the output and outcome of the services provided not<br />
the size and shape of the build<strong>in</strong>gs. All build<strong>in</strong>gs and construction work must adhere to build<strong>in</strong>g<br />
codes and regulations approved by the relevant authorities.<br />
5.5.2. Equipment<br />
The procurement of equipment for <strong>Health</strong> facilities and Maternity Wards will be based on<br />
specifications def<strong>in</strong>ed <strong>in</strong> The Standard Equipment List for typical district and community Hospital and<br />
<strong>Health</strong> Centre with Generic Specifications for some common and general equipment , published by<br />
the M<strong>in</strong>istry of <strong>Health</strong> <strong>in</strong> March 2000<br />
5.5.3. Tra<strong>in</strong><strong>in</strong>g<br />
In order for <strong>ICEIDA</strong> to fund tra<strong>in</strong><strong>in</strong>g activities, the follow<strong>in</strong>g criteria apply:<br />
1. The tra<strong>in</strong><strong>in</strong>g scheme is a part of an annual work plan, proposed and budgeted for <strong>in</strong> a<br />
transparent manner by DHMT.<br />
2. Tra<strong>in</strong><strong>in</strong>g is based on needs assessments and has practical applications. At all times certified<br />
formal tra<strong>in</strong><strong>in</strong>g is preferred to ad hoc schemes.<br />
3. Proposal must be presented with rationale and agenda, budget and work plan, reference to<br />
available tra<strong>in</strong><strong>in</strong>g materials and availability of certified facilitators and number of<br />
beneficiaries.<br />
