MANGOCHI <strong>ICEIDA</strong> PARTNERSHIP IN PUBLIC HEALTH – PROGRAMME DOCUMENT <strong>2012</strong>-<strong>2016</strong><br />

Quarterly DHMT meet<strong>in</strong>gs and HMIS reviews at DHO<br />

The DCT and <strong>ICEIDA</strong> will jo<strong>in</strong>tly formulate a monitor<strong>in</strong>g and evaluation plan dur<strong>in</strong>g the first half of<br />
2013, based on the Logframe Matrix <strong>in</strong> Annex 1, which shall guide the monitor<strong>in</strong>g of progress <strong>in</strong> the<br />
programme. The programme shall aim to support the DHO and the DCT <strong>in</strong> implement<strong>in</strong>g monitor<strong>in</strong>g<br />
procedures.<br />
8.2. Project Costs<br />
The total fund<strong>in</strong>g contribution from <strong>ICEIDA</strong> <strong>in</strong> the health programme is expected to be <strong>in</strong> the range of<br />
6 million US Dollars. At the time of plann<strong>in</strong>g this programme the per capita contribution from the<br />
Government <strong>in</strong> <strong>Mangochi</strong> was estimated around USD 3,65, us<strong>in</strong>g a currency exchange rate of<br />
MKW/USD 165, but with the current exchange rate this figure is lower <strong>in</strong> US dollars. <strong>ICEIDA</strong> fund<strong>in</strong>g<br />
will add around USD 1,8 per capita on a yearly basis, us<strong>in</strong>g a currency rate of MKW/USD 333.<br />
A budget for the programme is enclosed <strong>in</strong> Annex 2. Due to recent developments <strong>in</strong> the foreign<br />
exchange market <strong>in</strong> Malawi, there is considerable uncerta<strong>in</strong>ty regard<strong>in</strong>g the cost of many activities <strong>in</strong><br />
the programme. A detailed budget will be worked out annually, <strong>in</strong> l<strong>in</strong>e with the District<br />
Implementation Plan (DIP), for approval at the March bi-annual meet<strong>in</strong>g specified <strong>in</strong> Article 7 of the<br />
<strong><strong>Part</strong>nership</strong> Agreement.<br />
The <strong>ICEIDA</strong> Country Strategy Paper for Malawi <strong>2012</strong>-<strong>2016</strong> proposes scal<strong>in</strong>g up of fund<strong>in</strong>g dur<strong>in</strong>g the<br />
Programme period cont<strong>in</strong>gent upon success <strong>in</strong> implementation from one year to the next. Subject to<br />
performance and delivery of results as well as available fund<strong>in</strong>g, with<strong>in</strong> the overall <strong>ICEIDA</strong> estimated<br />
fund<strong>in</strong>g to Malawi, targets may be adjusted accord<strong>in</strong>gly.<br />
8.3. F<strong>in</strong>ancial management and disbursement of funds<br />
The f<strong>in</strong>ancial management and disbursement of funds is subject to the tripartite partnership<br />
agreement as specified <strong>in</strong> Article 6 and further stipulated <strong>in</strong> chapter 4 of the MBSP Master<br />
Document.<br />
Dur<strong>in</strong>g the implementation, the District Council and the District <strong>Health</strong> Office will follow all<br />
government regulations and procedures for the management and monitor<strong>in</strong>g of public funds.<br />
The health programme shall have a separate ledger <strong>in</strong> the books of the District Development Fund<br />
which can be accessed by <strong>ICEIDA</strong>’s representatives at all times.<br />
8.4. Procurement<br />
All procurement of goods and services under the programme will be undertaken by the District<br />
Council and shall follow <strong>in</strong>ternational competitive bidd<strong>in</strong>g procedures. The procedures shall as much<br />
as possible be governed by the <strong>Public</strong> Procurement Act (2003) and any subsequent procurement<br />
guidel<strong>in</strong>es that may be provided by the Government of Malawi, through the Office of the Director of<br />
<strong>Public</strong> Procurement.<br />
