TOURISM AND RELATED SERVICES IN BULGARIA the law or with issued temporary certificate for opened procedure for categorization means for shelter, places for accommodation and tourist cottages. Restaurant keeping is the provision of tourist services in all catering and entertainment establishments categorized according to the law and catering establishments adjacent to tourist cottages. Additional tourist services are services, connected with travels, entertainment, events and other events of cultural and introductory nature, sport and animation, balneological and other medical services, congress and business events, using rope lines, renting beach installations, equipment and vehicles, schools and clubs of riding, yachting, surf, ski-schools, schools for water sports and other services contributing to the development of tourism. Tourist sites are: • Shelter places - hotels, motels, villa and tourist settlements; • Accommodation places - boarding houses, recreation homes, family hotels, individual rooms, villas, houses, bungalows and camping sites; • Food and entertainment establishments - restaurants, fast food establishments, public houses, cafes and bars; • Places of tour operation and tourist agency and information services; • Beaches – beaches at natural water sites (sea, river and lake) and beaches at artificial water sites (dams and at swimming pools); • Ski tracks – ski tracks for alpine ski and snowboard and ski tracks for ski running; • Centers and places for offering and using tourist services: balneological, sport, entertainment places, etc.; • Museums, reservations, cultural monuments and monuments of the historical heritage according to the Law on Cultural Monuments and Museums, as well as cultural institutes according to the Law on Protection and Development of Culture; • National parks, natural parks, reserves, maintained reserves, protected areas and natural landmarks according to the Law on Protected Territories. • Tourist cottages – tourist cottages, tourist training centers and tourist boarding houses and catering establishments adjacent to the tourist cottages – tourist canteens, tourist buffets and tourist canteens with waiter services. Categorization The mayor of the municipality determines the category of: • Places of shelter - category "one star" and adherent food and entertainment establishments; • Family hotels, boarding houses, houses and individual rooms, as well as adherent food and entertainment establishments - category "one star", "two stars" and "three stars"; • Other places of accommodation - category "one star", "two stars" and adherent food and entertainment establishments; • Independent food and entertainment establishments - category "one star" and "two stars". The Chairman of the State Tourism Agency determines the category of: • Places of shelter - category "two stars", "three stars", "four stars" and "five stars" and adherent food and entertainment establishments; • Places of accommodation, with exception of family hotels, boarding houses, Spanish Economic and Commercial Office of the Spanish Embassy in Sofia 18
TOURISM AND RELATED SERVICES IN BULGARIA houses and individual rooms - category "three stars", "four stars" and "five stars" and adherent food and entertainment establishments; • Independent food and entertainment establishments - category "three stars", "four stars" and "five stars"; • Beaches – category "A", "B" and "C"; • Ski-tracks – category "Green", "Blue", "Red" and "Black"; • Tourist cottages and catering establishments adjacent to tourist cottages – "one edelweiss", "two edelweiss" and "three edelweiss"; Tourism is: 1. Holiday; 2. Cultural - historic; 3. Ecological; 4. Health and balneological; 5. Sport; 6. Rural; 7. Congress; 8. Other. The state promotes financially the tourism by providing resources for: • National advertising in the sphere of tourism; • Control over the quality of the tourist product; • Unified system of tourist information; • Training and qualification of the personnel engaged in tourism; • Analyses and prognoses for the condition and development of tourism; • Sociological studies in the sphere of tourism on national level; • Participation in projects of international programs. The resources are submitted annually through the budget of the Ministry of Economy and Energy as follows: • Subsidy from the central budget; • Revenue from: • fees for registration tourist activities and for categorization of tourist sites; • fines and proprietary sanctions imposed by the chairman of Commission for Trade and Consumers’ Protection; • interests; • other resources determined by a normative act. Resources for development of tourism are also provided by donations and aid, as well as by international programs and agreements. Resources for development of tourism in the municipality are raised by a decision of the municipal council from: • Tourist fees determined by the Law on local taxes and fees collected on the territory of the municipality, paid for spending the night in shelters or in accommodation places; • Fines and proprietary sanctions imposed by the mayor of the municipality; • Fees for categorization of tourist sites; • Resources submitted for fulfillment of expedient programs and projects; • Donations and aid, resources of international programs and agreements; • Interests; • Other sources.
