Class A - Development by or on behalf<br />

of a telecommunications code system<br />

operator for the purpose of the<br />

operator's telecommunications system<br />

in, on, over or under land controlled by<br />

that operator or in accordance with his<br />

licence, consisting of the installation,<br />

alteration or replacement of any<br />

telecommunications apparatus or<br />

development ancillary to equipment<br />

housing.<br />

Part 17 to be changed to apply to development by<br />

Electronic Communications Code Operators<br />

Replacement of an existing mast (which was previously<br />

erected under permitted development rights or with express<br />

planning permission and replacement of apparatus on an<br />

existing mast.<br />

Extension of an existing mast by 10% above its original<br />

permitted height.<br />

Addition of new apparatus on an existing mast providing it<br />

does not extend the mast above 10% of its original<br />

permitted height (this extension of Part 17 rights to be<br />

subject to the same conditions as Part 32 C.3).<br />

<strong>The</strong> requirement for an ICNIRP statement for any<br />

development involving the installation of one or more<br />

antennas to be made a condition in Part 17.<br />

‘‘Appropriate notice’ procedure to be used in Part 17 to<br />

ensure that the LPA’s remain aware of all electronic<br />

communications development undertaken under the new<br />

Part 17.<br />

Similar provisions to be made in Part 17 of the GDO as in<br />

Part 32 in relation to development necessary in the case of<br />

an emergency.<br />

All the proposed PD rights are to be<br />

permitted in AONBs, National Parks,<br />

conservation areas, ASSIs and SAIs.<br />
