MEMORANDUM FROM Mobilization Branch<br />

SUBJECT: 201 1 Mobilization Historical Report<br />

1. Opening Statement: We would like to take this opportunity to thank everyone for their<br />

great support during 2011 with the Mobilization Business by processing 179 Soldiers<br />

with a 100% customer satisfaction rating. Installation agencies provided Soldier<br />

Readiness Support for Reserve Component (RC) Soldiers. FORSCOM conducted its<br />

annual Mobilization Workshop in Little Rock, Arkansas, again this year. We have<br />

currently downsized to four (4) primary Mobilization Force Generation Installation<br />

(pMFGI); <strong>Fort</strong> Hood, <strong>Fort</strong> Bliss, Camp Shelby, and <strong>Fort</strong> Dix. <strong>Fort</strong> <strong>Stewart</strong>/Hunter <strong>Army</strong><br />

AirfieldGeorgia Garrison Training Center (FSMAAFIGGTC) is currently a secondary<br />

Mobilization Force Generation Installation (sMFGI). Mobilization Business is an<br />

enduring mission with no foreseeable end state requiring maximum effort from all<br />

involved. In an effort to set the conditions for successful Mobilizations/Demobilizations,<br />

Installations agencies provide continuous support.<br />

2. sMFGI: <strong>Fort</strong> <strong>Stewart</strong>/Hunter <strong>Army</strong> AirfieldGeorgia Garrison Training Center<br />

(FSMAAFIGGTC) is currently a secondary Mobilization Force Generation Installation<br />

(sMFGI). <strong>Army</strong> installations that in addition to unit support also support RC<br />

demobilization (DEMOB), DEF and contingency expeditionary force (CEF) premobilization<br />

training, and maintain equipment sets for RC units. As necessary during<br />

surge or exceptional levels of effort and support the post-mobilization training of RC<br />

DEF units. Can support ETC events where a Brigade Combat Team (BCT) or higher is<br />

resident on installation. In other words, the Core Mobilization Mission on<br />

FSIHAAFIGGTC is primary Individual REFRADs and CONUS Base Support Soldiers.<br />

3. Historical Summary: Mobilization at FSMAAFIGGTC is centered on the ability to<br />

transport Soldiers and equipment from one place to another. FSIHAAFIGGTC has the<br />

strongest infrastructure east of the Mississippi among the Mobilization Force Generation<br />

Installations; training areas (284,000 acres), highway systems, railway systems, airports,<br />

seaports, partnership with GGTC for 5,000 Billets, and the WTB. Plus due to the<br />

geographical area by being south of the frost line, Soldiers can train twelve (12) months<br />

out of the year. In September 2006 FSMAAFIGGTC was declared by First <strong>Army</strong> (1A) as<br />

a warm base or secondary Mobilization Station responsible for Demobilization with the<br />

ability to support various Mobilization surge requirements when called upon.<br />

FSIHAAFIGGTC has effectively and efficiently processed six (6) full Brigade Combat<br />

Teams (BCTs) since becoming a secondary Mobilization Station. FSMAAFIGGTC


mobilized 76 IBCT (IN) Oct 07-Mar 08,56 IBCT (TX) Aug-Nov 08, and 41 IBCT (OR)<br />

May-Jul 09. Plus demobilized 30 HBCT (NC) Jan-Feb 10, 48 IBCT (GA) Mar-Apr 10<br />

and 53 IBCT (FL) Dec 10-Jan 1 1.<br />

4. MOB/DEMOB Trend (Enclosure I): The Mobilization/Demobilization load at <strong>Fort</strong><br />

<strong>Stewart</strong> has been up and down over the years. Anywhere from a few hundred to over<br />

10,000 Soldiers: 2004 - 929; 2005 - 6,040; 2006 - 5,428; 2007 - 579; 2008 - 7,653;<br />

2009 - 3,926; 2010 - 10,191; and 201 1 - 179.<br />

5. Strategic Planning Workshop: The Strategic Planning Workshop during 1 1 - 14<br />

October 201 1 was conducted at the <strong>Fort</strong> <strong>Stewart</strong> Education Center - BLDG #loo.<br />

a. This year's theme was "Taking it to the Next Level: Outcome Equals Success."<br />

Our programs are faced with greater demands and fewer funding sources. If our<br />

organization doesn't remain true to our mission we may lose sight of what is important. A<br />

key component of this year's Strategic Planning Workshop will be a hard look at all<br />

aspects of customer outcomes.<br />

b. Key personnel were selected to participate in the Strategic Planning Workshop<br />

because of involvement and knowledge of <strong>Fort</strong> <strong>Stewart</strong>MAAF mission and strategic<br />

process; MOB Branch personnel attended to support the Line of Effort (LOE) 1.3.<br />

Workshop Expectations: Analyze the Installation Strategic Plan and the Installation<br />

Management Campaign Plan. Develop and incorporate meaningful Outcome Measures to<br />

gauge our success in meeting our customers' needs; and prepared an out brief that<br />

included findings, recommendations and action plans.<br />

c. More than ever we must challenge our self to determine are we meeting the<br />

needs of our customers and are we doing it right!<br />

6. FORSCOM DARTS/Mobilization Workshop: Took place in Little Rock, AK during<br />

19-23 September 201 1; attendees were MOB Branch - Roy K. Lintz, MOC - CPT<br />

Paradee Pope, DHR - Alvin Lundy, and 1 88 IN BDE - Mayra Smalls.<br />

a. The DARTS/Mobilization Workshop was a discussion forum for the purpose of<br />

identifying current issues, policies and a way-ahead within mobilization. The attendees<br />

were expected to listen, discuss and assist in shaping mobilization policies, procedures<br />

and products. This venue was also used to update and educate installation mobilization<br />

planners on changes to all mobilization systems (MDIS, DAMPS, DRRS-A, DARTS,<br />

MPDV). Attendees were encouraged to discuss the systems they use and what changes<br />

and additions should be made. The outcome of this workshop was better informed action<br />

staff, <strong>Army</strong>-wide, to deliver unit mobilization requirements for contingency operations.<br />

b. The FORSCOM DARTS/Mobilization Workshop's target audience was the<br />

people responsible for planning, processing, verifying, coordinating and evaluating all<br />

actions associated with Reserve Component mobilization <strong>Army</strong>-wide. These action<br />

officers, representing over 20 <strong>Army</strong> commands and agencies, were responsible for


mobilizing over 900,000 National Guard and <strong>Army</strong> Reserve Soldiers over the last decade.<br />

This venue is the only forum available to gather together the <strong>Army</strong>'s mobilization<br />

expertise for the purpose of shaping mobilization policies, processes and execution.<br />

8. Annual Accomplishments:<br />

a. Soldiers Processed (Enclosure 2): During CY 201 1, processed 179 Soldiers in<br />

support of Operations Enduring FreedornIIraqi Freedom (OEFIOIF). The Soldiers are<br />

tracked from arrival until departure.<br />

b. Customer Satisfaction (Enclosure 3): The Mobilization Customer Survey<br />

cards where implemented in order to track customer satisfaction. It involves our<br />

customers by letting us know what we need to improve and what we are doing right. As a<br />

result of this program the Action Officer of the Quarter recognition program was<br />

implemented. The Action Officer with the most amounts of positive comments receives a<br />

Certificate of Appreciation (COA) for a job well done. Customer satisfaction for CYll<br />

was at 100% with a total of 96 comment cards.<br />

c. SRQMB (Enclosure 4): Soldier, Family and Civilian Readiness Quarterly<br />

Management Board (SRQMB) form the first Line of Effort (LOE) of the IMCOM<br />

Campaign Plan. The main objective of the SRQMB is that Soldiers, Families and <strong>Army</strong><br />

Civilians are able to meet the challenges of deployment and the ARFORGEN process<br />

through proper training, responsive services, and communities of excellence. The<br />

Mobilization Branch reports on four (4) measures: Validation of Individual Return From<br />

Active Duty (REFRAD) and CONUS Base Support (CBS) Soldiers in Deployment And<br />

Reconstitution Tracking Software (DARTS); REFRAD Timeframe; CBS Timeframe; and<br />

Customer Satisfaction.


d. ISR 901/CLS 301 (Enclosure 5): Installation Status Reporting (ISR)<br />

9Ol/Common Level of Support (CLS) 301. The Mobilization Branch reports on six (6)<br />

measures: REFRAD Timeframe; CBS Timeframe; Billeting of Soldiers; Installation<br />

Mobilization Plan; and Validation of CBS and REFRAD Soldiers in DARTS.<br />

e. Annual INFOSEC Advice and Assistance Visit (Enclosure 6): The<br />

Mobilization Branch (Ms. Monica Perez) received a COMMENDABLE rating on the<br />

Annual Information Security (INFOSEC) Advice and Assistance Visit.<br />

f. Annual COMSEC Inspection (Enclosure 7): The Mobilization Branch (Ms.<br />

Monica Perez) received a Satisfactory Rating on the COMSEC Inspection with no<br />

discrepancies.<br />

g. MASS Casualty Tracking and Processing (Enclosure 8): DPTMS, DES, WINN<br />

ACH, and DHR personnel participated in the writing of a MASS Casualty SOP to provide<br />

guidance and local standard operating procedures for <strong>Fort</strong> <strong>Stewart</strong>IHAAF personnel who are<br />

assigned to operate the MASS Casualty Tracking and Processing within the Emergency<br />

Operating Center (EOC) at the Crisis Management Center (CMC) - BLDG #1237. This SOP<br />

covers the following areas:<br />

1 ) Phase I - Operational Assessment; Directorate Emergency Services (DES); Fire and<br />

Law Enforcement, and Emergency Medical Services (EMS).<br />

2) Phase I1 - Medical Confirmation; WINN <strong>Army</strong> Community Hospital (WINN ACH).<br />

3) Phase I11 - Next Of Kin (NOK) Notification; Directorate Human Recourses (DHR);<br />

Casualty Section.<br />

4) The CMC Casualty Coordinator will be able to brief the current Casualty status<br />

(Victirn/Casualty Tracker) to the Garrison Leadership.<br />

h. Annual Mobilization Brief (Enclosure 9): Provided a Mobilization<br />

Information Brief to the Installation Mobilization Planners on <strong>Fort</strong><br />

<strong>Stewart</strong>/HAAF/GGTC; FORSCOM MOB Workshop Summary and Way Ahead for <strong>Fort</strong><br />

<strong>Stewart</strong>/HAAF/GGTC. The Mobilization Information Briefing was in two phases:<br />

1) FORSCOM DARTSIMOB Workshop: 500-3 Series; Mobilization Force<br />

Generation Installations (MFGI); DARTS; 1A Mobilization Load; Requirements Based<br />

Demobilization Process (RBDP); CONUS Base Support (CBS) Regional Accession<br />

Sites; IMCOM Regions; and FORSCOM Website.<br />

2) <strong>Fort</strong> <strong>Stewart</strong>RIAAFIGGTC: MOBDEMOB Trend; Customer Satisfaction;<br />

Mobilization Station; Rating Status; Way Ahead for FY 12; and Leadership Point.<br />

3) End state was to keep the Installation Mobilization Planners informed from the<br />

FORSCOM Workshop, Way Ahead for <strong>Fort</strong> <strong>Stewart</strong>/HAAF/GGTC in the Mobilization<br />

Business, and continue to build partnerships throughout the Installation.


i. Storyboards (Enclosure 10): On a weekly basis we created a script or<br />

storyboard that captures our on-going mission. This is where it all begins, at the Action<br />

Officer level. The first step is ensuring we are communicating our intended message and<br />

that it is understood by our audience. The storyboards keep everyone abreast of the status<br />

of the mission at hand.<br />

9. Closing Statement: The primary mission at FSGAD-IAAFIGGTC is Individual Return<br />

From Active Duty (REFRAD) and CONUS Base Support (CBS) Soldiers as a sMFGI<br />

which is ongoing. The primary customer base states are Georgia, Florida, Alabama and<br />

Mississippi.<br />

SUBJECT: MASS CASUALTY TRACKING AND PROCESSING STANDARD OPERATING<br />

PROCEDURE (SOP)<br />

2. Purpose. To provide guidance and local standard operating procedures (SOP) for <strong>Fort</strong> <strong>Stewart</strong>/HAAF<br />

personnel who are assigned to operate the MASS Casualty Tracking and Processing within the<br />

Emergency Operating Center (EOC) at the Crisis Management Center (CMC) – BLDG #1237.<br />

3. Applicability. This SOP applies to all <strong>Fort</strong> <strong>Stewart</strong>/HAAF personnel. It is intended to be a user<br />

friendly guide that points out references such as <strong>Army</strong> Regulations and <strong>Fort</strong> <strong>Stewart</strong>/HAAF Regulations.<br />

Additionally, it describes what should be done, describes the order in which it should be done, and<br />

identifies who is responsible and accountable for what.<br />

4. Scope. This SOP covers the following areas:<br />

a. Phase I – Operational Assessment “Annex A”; Directorate Emergency Services (DES); Fire<br />

and Law Enforcement, and Emergency Medical Services (EMS).<br />

(1) Reporting Data: The number of Dead, Injured and Missing (DIM) on-site and transported offsite.<br />

(2) Communication Flow: The First Responders will report data to the Incident Commander (IC).<br />

The IC will communicate the DIM count to the respective DES EOC representative who will provide the<br />

DIM count to the EOC Casualty Coordinator. Note - Radios for First Responders will be programmed<br />

with channel A6, as TAC4. The Incident Command Staff will utilize this channel to communicate<br />

amongst each other as well as their respective representative(s) at the EOC. Interagency tactical<br />

communications at the scene will occur on the respective agency’s tactical frequency.<br />

(3) Timeframe: The first priorities for DES are to ensure the safety of First Responders and to<br />

neutralize the threat on site. The goal is to begin reporting the DIM count to the EOC Casualty<br />

Coordinator within the H+1 or as soon as possible, situation permitting. Follow-up reports will be made


whenever there are changes up until completion (UTC) and all DIM are removed from site or<br />

responsibility has been assumed by an outside investigative agency, i.e. FBI.<br />

ACH).<br />

b. Phase II – Medical Confirmation “Annex B”; WINN <strong>Army</strong> Community Hospital (WINN<br />

(1) Reporting Data: The number of DIM; admitted, treated/released, and deceased. Plus,<br />

MEDEVAC to other medical facilities, i.e. Liberty Memorial, Savannah Memorial, Candler, and St.<br />

Joseph’s and/or other medical facilities outside our region.<br />

(2) Communication Flow: EMS transports Casualties/Victims to WINN ACH Emergency Room<br />

(ER), WINN ACH PAD (or other medical care facility) report data to WINN ACH EOC PAD<br />

representative, WINN ACH EOC PAD representative will report data to <strong>Fort</strong> <strong>Stewart</strong>/HAAF EOC<br />

representative, WINN ACH representative reports data to the EOC Casualty Coordinator.<br />

(3) Timeframe: The intent is to start reporting data into the EOC Casualty Coordinator within the<br />

H+2 or as situation permits. Follow-up reports will be made whenever there are changes UTC of all<br />

Casualties and Victims.<br />

c. Phase III – Next Of Kin (NOK) Notification “Annex C”; Directorate Human Recourses<br />

(DHR); Casualty Section.<br />

(1) Reporting Data: The number of Active, Active Guard/Reserve, DA Civilians (TDY only);<br />

WINN ACH and Local Authorities will make notifications for Family Members, Civilians, and others as<br />

needed.<br />

(2) Communication Flow: The WINN ACH PAD reports data to the DHR Casualty Section, DHR<br />

Casualty Section reports data to their EOC representative, and the DHR EOC representative will report<br />

data to the EOC Casualty Coordinator.<br />

(3) Timeframe: The intent is to start reporting data into the EOC Casualty Coordinator NLT<br />

H+12. Follow-up reports will be made whenever there are changes UTC of all Casualties.<br />

d. The Casualty Tracking/Reporting Guide is a matrix to show the steps of the Casualty Tracking<br />

Process for Phases I, II and III (Annex E).<br />

5. Responsibilities.<br />

a. Directorate Emergency Services (DES).<br />

(1) Provide a DES representative for manning of the EOC BLDG #1237, two twelve hour shifts,<br />

as recommended by the DPTMS and approved by the Garrison Commander.<br />

(2) The Incident Commander (IC) is responsible for overall incident management; setting<br />

priorities for Life Safety, Incident Stabilization, and Property Conservation. As time and situation permits<br />

keep the EOC abreast of all important matters pertaining to the incident.<br />

(3) Report data into the EOC Casualty Coordinator within the H+1; provide follow-up reports as<br />

time permits when there are changes. Status updates will continue until termination and all casualties are<br />

removed from site. Using the reporting format in Annex A, report the number of Dead, Injured, and<br />

Missing (DIM) that are on-site and those transported off-site or away from the scene.<br />

(4) If the information is known when reporting, delineate between Good Guys and Bad Guys.<br />

“Bad Guys” will be reported in RED; i.e. “Good Guy # in BLACK/Bad Guy # in RED”.<br />

b. WINN <strong>Army</strong> Community Hospital (WINN ACH).<br />

(1) Provide a WINN ACH representative for manning of the EOC BLDG #1237, two twelve hour<br />

shifts, as recommended by the DPTMS and approved by the Garrison Commander.<br />

(2) Report data into the EOC Casualty Coordinator NLT H+2; follow-up reports will be made<br />

whenever there are changes UTC of all DIM. Report the number of DIM; admitted, treated/released, and<br />

deceased. Plus, MEDEVAC to other medical facilities, i.e. Liberty Memorial, Savannah Memorial,<br />

Candler, and St. Joseph’s. Use the reporting format in Annex B.<br />

(3) The Senior EMS acts as the Transportation Officer and based on guidance from the Senior ER<br />

physician, will direct where victims will go based on the level of care needed and level of capacity at<br />

WINN ACH at the time. There will be a Liaison at the other hospitals which in turn will feed data to the<br />

PAD at WINN ACH.<br />

c. Directorate Human Recourses (DHR).<br />

(1) Provide a DHR representative for manning of the EOC BLDG #1237, two twelve hour shifts,<br />

as recommended by the DPTMS and approved by the Garrison Commander.<br />

(2) Report data into the EOC Casualty Coordinator NLT H+12; follow-up reports will be made<br />

whenever there are changes UTC of all Casualties “Dead”. Report the number of Active, Active<br />

Guard/Reserve, DA Civilians (TDY only); WINN ACH and Local Authorities will make notifications for<br />

Family Members, Civilians, and others as needed. Use the reporting format in Annex C.<br />

(3) The Casualty Section will provide a report to the Casualty Mortuary Affairs Operations<br />

Center (CMAOC) within H+16 hour.<br />

d. Directorate of Plans, Training, Mobilization, and Security (DPTMS).<br />

(1) Provide a representative as Casualty Coordinator for manning of the EOC BLDG #1237, two<br />

twelve hour shifts, as recommended by the DPTMS and approved by the Garrison Commander.<br />

(2) The Casualty Coordinator will brief the current Casualty status to the Garrison Leadership<br />

based upon the data from DES, WINN ACH and DES.<br />

(3) The Operations Coordinator will ensure the Casualty Tracking/Reporting Guide is updated as<br />

needed (Annex E).<br />

(4) Conduct an After Action Review (AAR) for each incident to provide a venue for participants<br />

to openly share lessons learned.<br />

Summary:<br />

Training was given through a live interactive online setting by Mr.<br />

Michael Fugate from IMCOM HQ. He explained how the data is<br />

collected and how the Green, Amber and Red levels are calculated.<br />

End State:<br />

The SMS database is similar to the FSGA GEMS data base. It is<br />

composed of three (3) Metrics: Cost, Scheduled and Performance. SMS<br />

collects data from all the QMBs within IMCOM in support of the<br />

IMCOM Campaign Plan.

‣ The Installation Safety Office (ISO) conducted safety training on<br />

15 Feb 11 at the Education Center on <strong>Fort</strong> <strong>Stewart</strong>.<br />

‣ Mr. Charles Crossley and Ms. Jasmine Fields from DPTMS as<br />

well as several members from each directorate were on hand to<br />

receive this valuable training.<br />

End State: The identification and elimination of unsafe acts and<br />

conditions are essential to a successful unit/ activity safety<br />

program. To attain this goal, safety inspections must be conducted<br />

at all levels.

‣ Initial and mid-point counseling with written performance plan which<br />

documented expectations and responsibilities led to this Annual<br />

Evaluation Report.<br />

‣ Discussed each Value/Responsibility of the evaluation form, career<br />

goals and with training development plan (IDP).<br />

‣ Ensured Ratee was clear on requirements and understood what’s<br />

expected for continued success based on organizational mission and<br />

goals.<br />

End State: The best counseling is looking forward, concentrating on the<br />

future and what needs to be done better. It’s a sound and continuing<br />

basis for effective supervisor and subordinate partnership in pursuit of<br />

common goals. Counseling should be timely for success. Counseling<br />

only at the end of the rating period is too late since misunderstandings<br />

that impact performance and work related behavior cannot be resolved in<br />

time for improvement before the annual rating period.

skills, and abilities on the REFRAD process from both an administrative and<br />

Action Officer stand point. They are both actively engaged with the REFRAD<br />

desk as well as the Action Officer duties.<br />

‣ The critical tasks related to this training include administrative processing<br />

of REFRAD orders, Soldier out-processing and returning to home of record.<br />

End State: The best job training happens at work. It allows employees to<br />

gain comprehensive knowledge about what an employee who holds a<br />

particular job does in that job every day. Job shadowing or OJT provides a<br />

far richer experience than reading a job description.

Education System (CES) Courses available online through the<br />

‣ An Action Officer is a staff member with subject matter<br />

expertise who "works actions" on behalf of senior staff officers<br />

or commanders. The term “Action Officer" does not refer to a<br />

duty position. This course described "staff work" as it is<br />

generally practiced <strong>Army</strong>-Wide.<br />

End State: The successfully completion of this course has<br />

given these personnel a better understanding of the functions<br />

of an Action Officer in organization and management<br />

techniques, communication skills, preparing and staffing<br />

IBCT (FL) and 2 MOBs: 56 IBCT (TX)/41 IBCT (OR). Processing over<br />

18,000 Soldiers.<br />

‣ Mr. Charles Crossley and Ms. Jasmine Fields made a tremendous<br />

impact on the mobilization business on <strong>Fort</strong> <strong>Stewart</strong>/HAAF by writing the<br />

Mobilization Plan FS REG 500-9 , WARNO/OPORD/FRAGO, AARs and<br />

Story Board Articles as well as serving as DARTS Administrator for the<br />

Installation. Tracking (DEMOB) REFRAD/(MOB) CBS Processing,<br />

Maintaining Mobilization Website and a subject matter expert with Power<br />

End State: Why can't we get all the people together in the world that we<br />

Summary:<br />

The decision i to continue to serve this great Nation requires a rare<br />

courage displayed by very few. As SSG Ratcliffe signed his name and<br />

recited the oath, he joined those hallowed ranks of heroes who<br />

voluntarily chose to do something for someone besides themselves- to<br />

defend our Constitution, to bare true faith and allegiance to the same<br />

and to obey the orders of the President of the United States and the<br />

orders of the officers appointed over him, according to regulations and<br />

the Uniform Code of Military Justice.<br />

End State:<br />

The Oaths words are uniform across all services, and to take this oath<br />

is to make a promise. This promise sets us apart and requires us to<br />

abide by a stricter set of rules than most. It is about discipline and<br />

values. There is an expectation of excellence and integrity. It is a great<br />

day for the <strong>Army</strong> when we get to keep Soldiers like SSG Ratcliffe whom<br />

What: <strong>Stewart</strong> Guardian 11 Antiterrorism/Emergency<br />

Management Exercise.<br />

Purpose: To fully exercise the Installation’s capability<br />

to protect itself from terrorist attacks.<br />

Summary: <strong>Fort</strong> <strong>Stewart</strong>/HAAF and participating<br />

federal, state, and local civilian emergency response<br />

agencies conducted a field training exercise that caused<br />

the participating organizations to respond to multiple<br />

terrorist t incidentsid at different locations on the<br />

installation, raised the FPCON, and then conducted<br />

consequence management operations. Exercised their<br />

ability to respond to terrorist attacks which could cause<br />

mass military and civilian casualties.<br />

End State: Upon containment of the simulated attacks,<br />

proper diagnosis, transport and initial treatment of all<br />

simulated casualties, completion of all required<br />

coordination and notifications, recovery/accountability<br />

of all personnel and equipment, and the conclusion of<br />

consequence management operations to restore back to<br />

full mission capability at the installation.

What: FORSCOM DARTS/Mobilization Workshop in Little<br />

Rock, AK during 19-23 September 2011.<br />

Purpose: The DARTS/Mobilization Workshop was a<br />

discussion forum for the purpose of identifying current issues,<br />

policies and a way-ahead within mobilization.<br />

Summary: The attendees were expected to listen, discuss<br />

and assist in shaping mobilization policies, procedures and<br />

products. This venue was also used to update and educate<br />

installation mobilization planners on changes to all<br />

mobilization systems (MDIS, DAMPS, DRRS-A, DARTS,<br />

MPDV). Attendees were encouraged to discuss the systems<br />

they use and what changes and additions should be made.<br />

The FORSCOM DARTS/Mobilization Workshop’s target<br />

audience was the people responsible for planning, processing,<br />

verifying, coordinating and evaluating all actions associated<br />

with Reserve Component mobilization <strong>Army</strong>-wide. These<br />

action officers, representing over 20 <strong>Army</strong> commands and<br />

agencies, were responsible for mobilizing over 900,000<br />

National Guard and <strong>Army</strong> Reserve Soldiers over the last<br />

decade. This venue is the only forum available to gather<br />

together the <strong>Army</strong>’s mobilization expertise for the purpose of<br />

shaping mobilization policies, processes and execution.<br />

End State: The outcome of this workshop was better informed<br />

action staff, <strong>Army</strong>-wide, to deliver unit mobilization<br />

requirements for contingency operations.<br />

What: Strategic Planning Workshop during 11-14 October 2011<br />

at the <strong>Fort</strong> <strong>Stewart</strong> Education Center – BLDG #100.<br />

Purpose: This year's theme was "Taking it to the Next Level:<br />

Outcome Equals Success." Our programs are faced with greater<br />

demands and fewer funding sources. If our organization doesn't<br />

remain true to our mission we may lose sight of what is<br />

important. A key component of this year's Strategic Planning<br />

Workshop was a hard look at all aspects of customer outcomes.<br />

Summary: Key personnel were selected to participate p in the<br />

Strategic Planning Workshop because of involvement and<br />

knowledge of <strong>Fort</strong> <strong>Stewart</strong>/HAAF mission and strategic process;<br />

MOB Branch personnel attended to support the Line of Effort<br />

(LOE) 1.3. Workshop Expectations: Analyze the Installation<br />

Strategic Plan and the Installation Management Campaign Plan.<br />

Develop and incorporate meaningful Outcome Measures to<br />

gauge our success in meeting our customers' needs; and<br />

Prepared an out brief that included findings, recommendations<br />

and action plans.<br />

End State: More than ever we must challenge our self to<br />

What: Farwell Luncheons.<br />

Purpose: upose To thank SSG Ratcliffe, CPT Turner, and MSG<br />

Smith for all of their hard work and dedication to the MOC.<br />

Summary:<br />

‣SSG Ratcliffe, CPT Turner, and MSG Smith displayed<br />

endless selfless service, flawless leadership, and contribution<br />

to Soldier support for the U.S. <strong>Army</strong> 3 rd Infantry Division and<br />

Garrison Command at <strong>Fort</strong> <strong>Stewart</strong>/HAAF, GA.<br />

‣Due to the 1095 day rule and the MOC’s TDA downsize to 6<br />

by January 2012, Soldiers with expert knowledge of the<br />

Mobilization Business are being forced to REFRAD.<br />

End State: We wanted to recognize these Great Americas for<br />

a Job Well Done and by presenting them with a token of our<br />

appreciation as a Soldier in the MOC.


DA CIVILIAN FOUNDATION COURSE (FC)<br />

Who: Ms. Monica J. Perez, Mobilization Technician.<br />

What: DA Civilian Foundation Course (FC) – dL.<br />

Purpose: Professional Development Training for new Department<br />

of the <strong>Army</strong> Civilians.<br />

Summary: The Civilian Foundation Course has a total of 19<br />

modules of mandatory training for all <strong>Army</strong> Civilians that have<br />

entered the workforce after 2006. This course is entirely<br />

distributed Learning (dL). Students learn to understand and<br />

appreciate <strong>Army</strong> values and customs, serve professionally as a<br />

member of the Department of the <strong>Army</strong>, acquire foundation<br />

competencies for leader development, develop effective<br />

communication skills, and be ready to assume a first leadership<br />

role.<br />

End State: The U.S. <strong>Army</strong> Training and Doctrine Command<br />

(TRADOC) developed a progressive and sequential leader<br />

development system called the Civilian Education System (CES)<br />

that provides enhanced leader development and education<br />

opportunities for <strong>Army</strong> civilians.

STRATEGIC MANAGEMENT SYSTEM (SMS)<br />

Sustain, Support and Defend<br />

Who: Installation Strategic Management System (SMS) Users.<br />

What: SMS required training for all Users.<br />

Purpose: Training must be completed before personnel are<br />

allowed access to SMS by HQ IMCOM.<br />

Summary:<br />

• SMS provides a cross functional snapshot of the <strong>Army</strong>’s strategic<br />

posture in a top-down, data-driven, performance-metric format.<br />

This automated tool facilitates an enterprise-level approach to <strong>Army</strong><br />

decision making and strategy management and serves as an<br />

enabler to bring the <strong>Army</strong> back in balance.<br />

• Once properly trained all SMS users have the ability to update<br />

and view goal performance indicators or “drill down” to the<br />

performance drivers to see individual task or metric indicators<br />

according to their level of access. Pertinent contact information is<br />

provided at each node within the system, resulting in greater<br />

accountability for strategy execution. This database system will be<br />

used to input Soldier, Family and Civilian Readiness Quarterly<br />

Management Board (SRQMB) data starting in January 2012.<br />

End State: SMS will provide an objective, quantifiable,<br />

synchronized portrait of <strong>Army</strong> strategy execution in accordance<br />

with The <strong>Army</strong> Plan, the <strong>Army</strong> Campaign Plan, and other <strong>Army</strong><br />

senior-leader directives. Its intent is to enable <strong>Army</strong> leaders to<br />

make informed decisions concerning performance goals.
