ACHIEVEMENTS AND BEST PRACTICES<br />

• The Garrison RMO Budget Office was notified 27 April from the Pentagon that they had won the FY2010 Undersecretary<br />

of Defense (Comptroller) Team award for Improvements to Budget Execution. They were chosen from among 100 other<br />

applicants across the Department of Defense. This is in part due to their excellence in hosting two Army Headquarters and<br />

15 other installations for "live" training on the General Fund Enterprise Business System (GFEBS).<br />

• A Lean Six Sigma project pilot test revealed Soldier in-processing lead time can be reduced by 25%, with approximately<br />

$5.2M savings in salary cost and higher customer satisfaction and employee motivation will be recognized.<br />

• Army Community Service (ACS) was selected as a central intake for services as a result of a study conducted by the<br />

Chief of Staff of the Army. The <strong>Fort</strong> <strong>Stewart</strong>/Hunter Army Airfield ACS was selected as a pilot site and became a directorate<br />

effective 14 Mar 11.<br />

• Directorate of Logistics (DOL) installed a video surveillance system to monitor the E85 fuel pump at the <strong>Fort</strong> <strong>Stewart</strong> fuel<br />

facility. This action will deter fuel pilferage and provide another anti-terrorism security measure.<br />

• The DOL and Safety Office teamed up for the DA Ammunition, Logistics, and Explosives Safety Review. <strong>Fort</strong> <strong>Stewart</strong> and<br />

Hunter AAF were recognized as having outstanding ammunition operations.<br />

• Two Child Development Centers were completed on Hunter AAF. These centers are located at Haley Avenue and South<br />

Perimeter Road.<br />

• The Emergency Placement for Military Children During Deployment program allows for the placement of military children<br />

with Family Members versus being placed in foster homes until the deployed Soldier returns home.<br />

DEVELOPMENT UPDATE<br />

• Best Practices - <strong>Fort</strong> <strong>Stewart</strong> has submitted a total of 24 best practices on the Garrison Command website and is<br />

leading the way with <strong>Fort</strong> Hood close behind with 22 best practice submissions.<br />

• Presidents Challenge - Established groups for each Directorate to facilitate participation tracking.<br />

• Civilian Fitness Program - IAW AR 600-63, established Garrison Policy #20 outlining the Army Civilian fitness program<br />

for <strong>Fort</strong> <strong>Stewart</strong>/HAAF employees. The program kicked off on 4 April 2011. To enroll, an employee must submit an<br />

Enrollment Approval Form to their supervisor for approval. Once approved, the employee will obtain a Civilian Fitness<br />

Enrollment Packet and Participant Packet from DFMWR at the Newman Fitness Center at <strong>Fort</strong> <strong>Stewart</strong> or the Tominac<br />

Fitness Center at Hunter AAF. The employee may also send an email to Jake Battle or visit the <strong>Fort</strong> <strong>Stewart</strong> Internet<br />

website under the DFMWR page. The next session will begin in September.<br />

• New Employee Orientation - Expanded program to three (3) days with bus tours of <strong>Fort</strong> <strong>Stewart</strong> and Hunter Army<br />

Airfield.<br />

• Community Leadership Development e e Program – Nominations o are solicited for the Chambers of Commerce located in<br />

Liberty, Bryan, Bulloch and Chatham counties. To date, Garrison Army Civilians have participated in both the Liberty and<br />

Bryan county programs.<br />

• Civilian Education System (CES) revitalization - Established order of merit listing for all priority one Garrison<br />

employees which significantly increased CES participation.<br />

DOL PARTNERSHIP WITH LIBERTY COUNTY<br />

TRANSIT AUTHORITY (LIBERTY TRANSIT)<br />

• Liberty Transit began operating 4 Oct 10<br />

• Currently there are three bus routes operating in Hinesville, Flemington, and <strong>Fort</strong><br />

<strong>Stewart</strong>, stopping every 30 – 40 minutes, depending on the route and bus stop<br />

locations.<br />

• Routes are being evaluated to maximize rider participation and rider convenience.<br />

• One bus trip costs $1.00. A half-fare ($0.50) service is available to eligible<br />

passengers: Medicare cardholders, elderly, and disabled riders.<br />

• All buses are equipped:<br />

• ADA-compliant wheelchair lifts and bicycle racks.<br />

• An electronic card swipe system will be operational Apr 11.<br />

• <strong>Fort</strong> <strong>Stewart</strong> promotes Liberty Transit services on the Installation by distributing “Ride<br />

Guides” given out by ACS during Installation Orientation Briefs.<br />

• Benefits will include:<br />

• Reduction in traffic congestion<br />

• Minimizes demand for parking<br />

• Reduced fuel consumption for participants<br />

• Provides a service for individuals that are unable to drive, do not own a vehicle, or have disabilities.<br />

• Environmental friendly program which reduces air pollution and other environmental impacts of<br />

automobile use.<br />

UPDATE ON PROJECTS FUNDED<br />

WITH ACOE FY10 FUNDS<br />

• As of 5 Apr 11, the project to expand the existing children’s spray park in the Corkan Recreation<br />

Area at <strong>Fort</strong> <strong>Stewart</strong> was 100% completed.<br />

• Additional paved running/walking trails at Hunter Army Airfield. Phase I – As of 7 Jan 11, work was<br />

100% complete; Phase II – Work is 73% complete. Estimated Completion Date (ECD) is end of April<br />

2011.<br />

• Large electronic media billboards at both <strong>Fort</strong> <strong>Stewart</strong> and Hunter AAF for better community<br />

information. As of 29 Mar 11 work was 100% completed for <strong>Fort</strong> <strong>Stewart</strong> and 7 Apr 11 100%<br />

completed at Hunter AAF.<br />

• A dog exercise park project is 45% complete and ECD is end of Jun 11. This park is located at<br />

<strong>Fort</strong> <strong>Stewart</strong> near Holbrook pond where dogs can run leash free.<br />

• Boat ramps at Halstrom Lake at Hunter AAF were 100% completed as of Nov 2010.<br />

• The <strong>Fort</strong> <strong>Stewart</strong> Holbrook pond boat ramp project is pending allocation of funds for completion.<br />
