GUIDELINES & RULES<br />
Saturday 27 November & Sunday 28 November 2010<br />
The program for the Event is subject to change at the Competition Organiser’s<br />
discretion. All competitors and officials should consult the official program which<br />
will be posted in the Compiling area at the race venue.<br />
<strong>Rules</strong><br />
General<br />
1. This event will be conducted in accordance with current ICF rules for Slalom<br />
Championships.<br />
Entries<br />
1. No entry will be accepted unless the correct fees accompany the entry.<br />
2. Entries close Sunday 21 November 2010 at 5:00pm.<br />
3. Entry for this event can be either online or via post<br />
3.1. Online entries will be available via the <strong>Canoeing</strong> <strong>Vic</strong>toria web site Calendar.<br />
Payment will be accepted via direct funds transfer or by cheque posted to the<br />
Treasurer.<br />

4. Age classification will be taken from 1 st January, 2010.<br />

5. Classes offered are:<br />
5.1. K1, C1 and C2 will be offered in Masters, Open, 23 years, 18 years, 16 years,<br />
14 years and 12 years for both men and women..<br />
5.2. Mixed C2 (MxC2) class will be offered in Open, 18 years and 14 years.<br />
5.3. Plastic K1 class will be offered in Open class only. A competitor can compete<br />
in either Plastic K1 class or conventional K1, but not in both.<br />
6. On Sunday team classes will be offered in both K1 and C1 classes, Senior [Open,<br />
18yrs, 16yrs] and Junior [14 years & 12 years]. Cat 4 Senior and Junior teams will<br />
be offered on Saturday afternoon.<br />
6.1. Sunday - Teams will be traditional format – 3 boats of one class per team.<br />
6.2. Saturday - Cat 4 teams will consist of a single run completed in sections by 4<br />
classes - K1M, K1W, C1 and C2. Each class completes one quarter of the course,<br />
consequently there will be 3 changeover gates(eg. C1 completes start to gate 5,<br />
K1M – gate 5 to 10, K1W - gate 10 to 15, C2 – gate 15 to the finish. Therefore<br />
changeover gates would be gates 5, 10, and 15, and the paddler for each section<br />
may start once the paddler from the previous section has crossed the changeover<br />
gate line. Both paddlers may incur penalties on the changeover gate.)<br />
6.3. Entries will be free and taken on the day.<br />
7. Parallel Slalom – Held on the pond if access is available. Consists of 2 paddlers<br />
competing head to head on 2 identical(or mirrored) courses. Senior and junior classes<br />
in K1M, K1W, C1, and C2 will be offered.<br />
7.1 Entries will be free and taken on the day.<br />
8. Nomination of Event.<br />
The age group a competitor will be entered to is based on their age as recorded in the<br />
AC database. Should a competitor wish to compete in a different age group (than as<br />
per the AC record) then provided the competitor satisfies the age criteria for this class<br />
or is younger the change will be made within compiling. A separate notes field will<br />
be provided for the paddler to indicate on their entry any request to change age<br />
groups and, unless otherwise specified by the paddler, this change will be assumed to<br />
apply to ANY and ALL entries made for this competition.<br />
Should the competitor wish to amend the nominated event (including age) post<br />
closing of the entry period then these changes will incur the late entry fee<br />
9. Each paddler must nominate their intention to enter a team event at the time of entry –<br />
including payment of their component of the team entry fee. Nominative team entry<br />
details (i.e., the names of the Athletes in each team) must be provided, in writing, to<br />
compiling within fifteen minutes of posting of the official results from the individual<br />
event of the class the team entry applies to.<br />
10. Constitution of a Class.<br />
For a class to be contested there must be a minimum of three entries, at the close of<br />
late entries, and two starters. The only exception to this will be in Open Class, where<br />
<strong>Vic</strong> <strong>Champs</strong> <strong>Guidelines</strong> <strong>Rules</strong> 2010 V1 Page 2 of 10
less than three entries still constitutes a class. If there is not a constituted class,<br />
athletes will be moved up to the next available age group for those 23years and below<br />
or down for competitors competing in Masters to Open.<br />
11. Championship Medals<br />
11.1. Medals will be awarded for First, Second and Third Place based on the best<br />
result of the two runs.<br />
11.2. Medals are only awarded for constituted classes.<br />
12. Entries must be accompanied by evidence of club membership for all Athletes. The<br />
event organiser’s WILL NOT accept “come and try” insurance for this event and it is<br />
up to the Athletes to ensure their club has processed their membership application /<br />
renewal with <strong>Australian</strong> <strong>Canoeing</strong> in time for this event.<br />
12.1. The point of truth for assessing current membership of an athlete to AC will<br />
be either the most recent competitor list provided by <strong>Canoeing</strong> <strong>Vic</strong>toria to the<br />
Event Organiser prior to the closing date for entries or confirmation from Club<br />
Secretaries. Competitors from other States or Countries need to be able to<br />
provide current (valid) Membership cards for AC or their relevant National body.<br />
Late Entries and Alterations to Entries<br />
1. Late entries will be accepted at the discretion of the Organiser and only if there is<br />
room in the program.<br />
2. The surcharge for late entries is $10 per paddler for EACH event for which a late<br />
entry is lodged.<br />
<strong>Rules</strong><br />
1. The event shall be conducted under the Competition <strong>Rules</strong> nominated by the AC<br />
Slalom Committee (www.canoe.org.au) unless specifically stated in this document.<br />
2. Athletes competing in 14 years and younger may have one non-stop practice run on<br />
the course at the advertised time.<br />
3. Athletes in all classes must make a reasonable attempt to negotiate 50% of the gates<br />
in the set course in order to have a time recorded.<br />
4. The program will run to scheduled start order however we are endeavouring to<br />
schedule C2 so as to allow for boat sharing.<br />
5. The Organisers reserve the right to drop a gate for 12 years following the release of<br />
the course design<br />
Craft<br />
1. All craft must comply with the requirements outlined in the relevant ICF <strong>Rules</strong><br />
(effective 1st January 2009) and may be scrutinized for dimensions, weight,<br />
buoyancy, handholds and safety in accordance with these rules.<br />
2. Athletes’ buoyancy vests and helmets must comply with the relevant ICF <strong>Rules</strong><br />
(effective 1st January 2009) and may be scrutinized.<br />

3. As per ICF <strong>Rules</strong>, all craft must be fully decked. C2 open or semi decked craft are<br />
not permitted.<br />
4. Plastic decked craft will be permitted for the K1 Plastic Class only.<br />
5. Boat sharing needs to be managed by the Clubs to ensure the program is not<br />
held up. This will avoid the disappointment of not being able to start. Athletes<br />
not at the start line at the designated start time will not be permitted to start.<br />
Awards<br />
1. Awards will be given to first, second and third place in each class.<br />
2. Where there is an equal result, both parties will be given equal. A count back system<br />
will not be implemented thus where equal 1 st placing occur, no silver medal will be<br />
awarded.<br />
3. An award for the fastest Mens and Ladies paddlers in the classes K1, C1 and C2 will<br />
be given based on their performance in their nominated event. This event makes no<br />
consideration for age – Junior, Senior, Open and Masters paddlers are ranked in the<br />
one virtual race.<br />
Protests<br />
1. All formal protests must be written and accompanied by a deposit of $50.<br />
2. Intent to protest must be notified to Compiling by Team Leaders within five minutes<br />
of the provisional results being posted on the results board.<br />
3. At the discretion of the Chief Judge, enquiries into matters of fact or technical errors<br />
may be dealt with as simple inquiries (no fee). Only Team Leaders may make protests<br />
or enquiries on behalf of athletes.<br />
4. No video evidence will be accepted.<br />
Interstate & International Athletes<br />
1. Interstate & International Athletes will be permitted to enter under the same rules as<br />
<strong>Vic</strong>torian Athletes.<br />
2. Awards [Championship Medals] will be awarded to the top three <strong>Vic</strong>torian paddlers.<br />
3. Interstate &/or International Athletes will receive their appropriate medal in<br />
conjunction with the <strong>Vic</strong>torians as above; i.e. if an Interstate/International Athlete<br />
wins the event both the Interstate/International Athlete and the fastest <strong>Vic</strong>torian<br />
athlete will receive a gold medal. Silver will be awarded to the second fastest paddler<br />
(unless that second fastest paddler was the <strong>Vic</strong>torian, in which case the Silver would<br />
be awarded to the third fastest paddler). This model would apply to consideration of<br />
the recipient of the Bronze medal – where applicable. It is possible [but unlikely] that<br />
two gold, two silver and two bronze medals could be presented for one event.<br />
Organisation<br />
1. Clubs are required to provide volunteers to assist with running the event.<br />

2. After the Championships a de-brief meeting will be held by the organizers with the<br />
Team Leader from each Club to discuss possible improvements for the next event.<br />
This should be done in a meeting, but could be done by written report.<br />
3. The notes from these meetings must be collated and passed to the next year’s<br />
organising committee.<br />
Safety<br />
1. The safety of competitors, club representatives, the organising team and the public is<br />
the highest priority. The Competition Organiser will prepare a documented Risk<br />
Management Plan prior to commencement of the event and ensure that it is<br />
implemented during the hours of competition.<br />
2. The Competition Organiser having, where practical, consulted with the Chief Judge<br />
and the Chair of the VSTC, will cancel or defer all, or part, of the event if in his / her<br />
sole opinion it is, or will be, unsafe for the event to be run, or to continue if it has<br />
already started.<br />
3. All Athletes must be competent at capsize drill and self rescue and this is a condition<br />
of entry.<br />
4. Throw bags must be manned by experienced and competent persons, and must be<br />
situated in appropriate sites if required<br />
5. First Aid kit and personnel with a minimum of Workplace 2 first aid qualification<br />
must be on site during all events.<br />
6. Clubs are responsible for their own first aid and safety requirements outside of<br />
official competition run times.<br />

Event Program<br />
Program<br />
The program for the Event is subject to change at the Competition Organiser’s<br />

Practice sessions will be scheduled on Saturday morning with a Parallel Slalom<br />
event to be held after lunch on the pond at OEG. Cat 4 teams will also compete after<br />
the erection of the course.<br />
The 2010 <strong>Vic</strong>torian Slalom Championships will be held on Sunday 28 November.<br />
Each run will count as a selection race for the <strong>Vic</strong>torian Team Selection.<br />
The objective will be to allow the competition to complete in a timely fashion on the<br />
Sunday to enable competitors and their support team time to return home.<br />

Paddlers must present themselves at the Start area in body number order unless<br />
specific arrangements have been approved by the Starter after consultation with the<br />
Competition Organiser. There will be no allowance for boat sharing.<br />
Random scrutineering will take place on Saturday morning and Sunday morning at<br />
the discretion of the Competition Organiser.<br />
Course Design<br />
Nominations for course design must be submitted to the Competition Organiser prior to<br />
1pm Saturday 27 November 2010.<br />
If there are insufficient nominations the draw for course design will be at the Competition<br />
Organiser’s discretion.<br />

Training Sites:<br />
There are two sites on the Goulburn at Eildon that are available for slalom training. These<br />
are:<br />

The main competition slalom course alongside the OEG site.<br />
“Pumpkins” - a small set of rapids at the top end of the Blue Gums Caravan Park.<br />
This is not managed by the Event Organisers and, bar from the need to provide<br />
clear passage to the public, can be used at any time.<br />
Training Times:<br />
The slalom course will be open for practice on the nominated training days at the times<br />
designated here.<br />
On-course safety is the responsibility of individual Clubs / States during these training<br />
times. While the Organising Committee will seek to obtain contact details of people who<br />
may be interested in assisting with on-river safety during these times, negotiations<br />
between these paddlers and the Club/State group will not involve the Committee.<br />
Clubs/States need to ensure they provide Rescue and First Aid support during their<br />
official training sessions.<br />
It is important to recognize that the Eildon River is a public facility and recreational<br />
paddlers and rafters are able to traverse the course. Please ensure your groups are aware<br />
of this possibility and alert to the potential need to provide clear passage to these other<br />
groups when necessary.<br />

Dehydration - Heat Exhaustion - Sunstroke - Sun Protection<br />
Competitors, officials and volunteers need to take measures to reduce the risks associated<br />
with dehydration, heat exhaustion, sunstroke and sunburn.<br />
These will include:<br />

Adequate fluid intake throughout the competition<br />
Wear appropriate clothing including hats and sunglasses<br />
Apply sunscreen at regular intervals throughout the day<br />
Volunteers should position themselves where they can benefit from natural or<br />
