<strong>Technical</strong> <strong>Committee</strong><br />

Terms of delegation<br />

All <strong>Technical</strong> <strong>Committee</strong>s:<br />

shall consist of members appointed by the Board of <strong>Canoeing</strong> <strong>Victoria</strong> Inc.<br />

A <strong>Technical</strong> <strong>Committee</strong> is a Sub <strong>Committee</strong> of the Board of <strong>Canoeing</strong> <strong>Victoria</strong> Inc as established by the <strong>Canoeing</strong> <strong>Victoria</strong><br />

Constitution, to provide Board focus for the discipline or purpose for which they were convened. They are designed to<br />

recommend and implement strategy where appropriate and contribute to the overall growth and management of the sport<br />

within the State of <strong>Victoria</strong>.<br />

The <strong>Canoeing</strong> <strong>Victoria</strong> Board is ultimately responsible for all financial management of the Association. Therefore while<br />

<strong>Canoeing</strong> <strong>Victoria</strong> <strong>Technical</strong> <strong>Committee</strong>s will be responsible for their own budgets, income and expenditure, the Board<br />

reserves the right to reallocate funds if necessary to ensure the viability of the Association as a whole.<br />

The members of a technical committee will be appointed for a term of two years but will retire on a rotational basis to<br />

maintain continuity. The Board may at any time and prior to the expiration of a committee members’ term, remove a<br />

committee member from the <strong>Technical</strong> <strong>Committee</strong>.<br />

The <strong>Technical</strong> <strong>Committee</strong>s are established to administer and perform some of the obligations of <strong>Canoeing</strong> <strong>Victoria</strong> in<br />

relation to the Discipline or purpose for which they were appointed. In particular, the <strong>Technical</strong> <strong>Committee</strong>s shall have<br />

the following but not limited to, duties, functions and powers:<br />

General<br />

• The <strong>Technical</strong> <strong>Committee</strong>s will convene meetings in accordance with the <strong>Technical</strong> <strong>Committee</strong> Proceedings<br />

document.<br />

• The <strong>Technical</strong> <strong>Committee</strong> will define and document an appropriate strategy that fulfils the purpose of the<br />

<strong>Technical</strong> <strong>Committee</strong> stated by the Board, and underpins the <strong>Canoeing</strong> <strong>Victoria</strong> vision and strategy with defined<br />

measurable objectives to be reportable to the Board on a monthly basis.<br />

• Working within the <strong>Canoeing</strong> <strong>Victoria</strong> centralised banking and accounting system, report financial matters<br />

regularly (monthly) and accurately. This includes working within a standard chart of accounts to be defined by<br />

<strong>Canoeing</strong> <strong>Victoria</strong> Administration.<br />

• Propose, for Board approval, a financial budget that will be reported against on a monthly basis<br />

• Report against strategy, objectives and financial budget for the <strong>Canoeing</strong> <strong>Victoria</strong> Annual Report.<br />

• Contribute on an annual basis, an administration fee (determined by the Board) to cover central administration<br />

functions.<br />

• On behalf of the <strong>Canoeing</strong> <strong>Victoria</strong> Board, hold General Discipline meetings open to all interested members in the<br />

discipline to conduct business appropriate to the <strong>Technical</strong> <strong>Committee</strong>. This would include such business as<br />

nominations for committee positions, financial reporting, strategic direction etc.<br />

• All assets managed, maintained or purchased by the <strong>Technical</strong> <strong>Committee</strong> are required to be declared in the<br />

central assets register of <strong>Canoeing</strong> <strong>Victoria</strong> and remain the asset of <strong>Canoeing</strong> <strong>Victoria</strong>.<br />

To monitor and advise the needs of the <strong>Slalom</strong> discipline to the Board<br />

Review and advise on, for Board approval, minimum standards for education and safety;<br />

Run the <strong>Victoria</strong>n Championships and <strong>Victoria</strong>n Schools Championships according to <strong>Canoeing</strong> <strong>Victoria</strong> guidelines,<br />

procedures and policies in co-operation with the <strong>Canoeing</strong> <strong>Victoria</strong> Event Co-ordinator.<br />

Develop and implement programs that increase participation and junior development within the discipline.<br />

Create, administer and promote a regular competition program for the discipline.<br />

Define selection criteria and select state teams as required.<br />

Advertise the competition program via the <strong>Canoeing</strong> <strong>Victoria</strong> website and other appropriate mediums<br />

Develop a register of volunteers who would include, coaches, instructors, officials and general volunteers within<br />

the discipline and implement programs to train and up skill new and existing volunteers<br />

Ensure that appropriate resources, registered officials and volunteers are available to implement successful<br />

competitions<br />

Advise CV executive of upcoming program and results.<br />

Where applicable assist <strong>Canoeing</strong> <strong>Victoria</strong> deliver National Championships on behalf of <strong>Australian</strong> <strong>Canoeing</strong><br />
