CAPACITY EXPANSION TRANSPORTATION PROJECTS<br />
In accordance with federal requirements, the<br />
CRP includes a fiscally-constrained list of all<br />
capacity expansion transportation projects<br />
planned for Northwest <strong>Indiana</strong>. New roads<br />
and highway interchanges, added travel lanes,<br />
new transit lines and new transit routes<br />
are categorized as capacity expansion. To<br />
ensure it is fiscally-constrained, the CRP<br />
contains estimates of future funding levels<br />
and includes only those projects for which<br />
sufficient funding has been identified.<br />
The selection of these projects was<br />
accomplished in consultation and cooperation<br />
with local and regional stakeholders using<br />
criteria based on the CRP vision, goals and<br />
objectives. Eligible projects also had to meet two<br />
prerequisites: the project must be compatible<br />
with the adopted Complete Streets Policy, and<br />
it must be recommended by the Congestion<br />
Management Process. The full project<br />
selection criteria are listed in the full CRP.<br />
The projects were segmented by completion<br />
date in order to test their air quality<br />
impacts and ensure compliance with<br />
National Ambient Air Quality Standards.<br />
In addition to funded projects, the CRP<br />
includes an illustrative list of projects. This<br />
list contains major projects that have been<br />
proposed for Northwest <strong>Indiana</strong>, but do<br />
not have a committed funding source.<br />
