FACING REALITY / STEWARDSHIP AND GOVERNANCE<br />

Land use decisions clearly remain the responsibility of local<br />

government. Yet local plans, codes and regulations are essential tools<br />

for accomplishing the regional vision outlined in the <strong>Comprehensive</strong><br />

<strong>Regional</strong> <strong>Plan</strong>.<br />

The CRP is intended to serve as advice and support for local plans and<br />

a means to accomplish regionally beneficial planning decisions. NIRPC<br />

will offer technical assistance for local entities, which will be dependent<br />

on community needs and means. NIRPC, as the metropolitan planning<br />

organization (MPO) and council of governments, is uniquely positioned to<br />

guide regional decision-making toward realizing the vision set forth in the<br />

CRP.<br />

As appropriate, NIRPC will continue to take the lead on the following roles of<br />

regional governance and stewardship:<br />

• <strong>Plan</strong>ning, Reviewing and Coordination –<br />

NIRPC can serve an important role in reviewing and/or supporting local<br />

planning initiatives.<br />

• Funding and Finance Support –<br />

NIRPC allocates federal and state funding and can coordinate efforts to<br />

provide shared services and cooperative programs.<br />

• Advocacy and Environmental Justice –<br />

NIRPC will partner with established urban stakeholder groups to address<br />

an equitable distribution of funding and to promote effective policies.<br />

• Education and Communication –<br />

NIRPC can take the lead in facilitating and promoting policies to public<br />

and private groups on a wide range of progressive planning efforts.
