Despite being a small country, Belgium has always shown its strong support to Official Development Assistance (ODA) to Vietnam. To date, Belgian ODA to Vietnam amounts to 285 million USD, 60% of which is non-refundable aid and the rest is granted through soft loans. In addition to the strengthened bilateral and regional relations between the two countries, the cooperation between the Government of Vietnam and Belgian organizations such as VVOB, VLIR, APEFE, and Belgian NGOs has also expanded considerably. The Government and people of Vietnam highly appreciate and value the warm support rendered by the Government and people of Belgium and we have done our very best to assure that the Belgian-supported projects could function well. Belgian-supported projects have to date actively contributed to the socio-economic development, poverty reduction and strengthening of the institutional capacity of the local governments of Vietnam, particularly in disadvantaged and poor provinces of northern and central Vietnam. Clearly, these accomplishments could not be attained without the active support by the people of Belgium, the Belgian Parliament, the relevant ministries and agencies under the Government of the Kingdom of Belgium, particularly the Belgian Directorate General for Development Cooperation and the Embassy of Belgium in Vietnam as well as the Belgian colleagues and experts living and working in Vietnam. I believe that with the great efforts by the people, the Parliaments and the Governments of both countries, the long friendship and fruitful cooperation between our two countries will continue to be strengthened and elevated to new heights to meet both countries’ potentials and anticipations. Bên cạnh đó, nhằm thúc đẩy quan hệ song phương giữa hai nước, mối quan hệ hợp tác giữa các tổ chức của Việt Nam và Bỉ như WOB, VLIR, APEFE, và các tổ chức phi chính phủ của Bỉ cũng mở rộng đáng kể. Chính phủ và nhân dân Việt nam đánh giá cao sự ủng hộ nồng nhiệt của chính phủ và nhân dân Bỉ và chúng tôi đã cố gắng hết sức để đảm bảo rằng các dự án do Bỉ tài trợ sẽ được thực hiện có hiệu quả. Các dự án do Bỉ tài trợ đã đóng góp tích cực vào quá trình phát triển kinh tế - xã hội, giảm nghèo và tăng cường năng lực thể chế của chính quyền các địa phương, đặc biệt ở các tỉnh nghèo và thiệt thòi ở miền Bắc và miền Trung Việt Nam. Một điều không thể phủ nhận rằng những thành tựu trên có được là nhờ có sự ủng hộ tích cực của nhân dân Bỉ, Quốc hội Bỉ, các Bộ ngành liên quan và các tổ chức thuộc Chính phủ Vương quốc Bỉ, đặc biệt là Tổng vụ Hợp tác phát triển Bỉ và Đại sứ quán Bỉ tại Việt Nam, cũng như các bạn đồng nghiệp chuyên gia Bỉ đang sinh sống và làm việc tại Việt Nam. Tôi tin rằng với nỗ lực của nhân dân, quốc hội và chính phủ hai nước, mối quan hệ hữu nghị lâu dài và hợp tác hiệu quả giữa hai nước sẽ tiếp tục được củng cố và nâng lên một tầm cao mới tương xứng với tiềm lực và sự mong đợi của chúng ta. 8
Nguyen Manh Dzung Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Kingdom of Belgium Thirty years of Belgium-Vietnam relations: much to be proud of The diplomatic ties established on 22 March 1973 and continuing to the present day have provided the basis for a solid and deepening relation of friendship and cooperation between the Kingdom of Belgium and Vietnam - one held up as an example of successful North-South relations. Belgium was the first country to offer Vietnam debt relief and remains at the forefront of efforts to settle disputes between Vietnam, third countries and international organisations. This has not been forgotten and has earned the respect of the Vietnamese government and people. The many visits made by senior officials from the two countries have helped to consolidate this bilateral relationship. These include visits to Belgium by Prime Minister Vo Van Kiet, Prime Minister Phan Van Khai, Party General Secretary Nong Duc Manh, the President of the National Assembly and most recently by Prime Minister Nguyen Tan Dung in September 2006. Prince Philippe of Belgium has headed two major economic missions to Vietnam, while Mr Jean-Luc Dehaene as Prime Minister, Mr Armand de Decker as President of the Senate and Belgian Minister for Development Cooperation, Mr André Flahaut as Defence Minister, Mr Louis Michel as Foreign Affairs Minister and several other ministerial delegations have also visited the country. Nhân dân và Chính phủ Việt Nam trân trọng và không bao giờ quên sự ủng hộ này. Các chuyến thăm của lãnh đạo cấp cao hai nước đã giúp củng cố quan hệ song phương bao gồm các chuyến thăm Vương quốc Bỉ của Thủ tướng Võ Văn Kiệt, Thủ tướng Phan Văn Khải, Tổng bí thư Nông Đức Mạnh, Chủ tịch Quốc hội và gần đây nhất là Thủ tướng Nguyễn Tấn Dũng vào tháng 9/2006.
