The refuse crew of the year<br />

They work in Highbury and<br />

they have 76 years service<br />

between them. The team were<br />

nominated by <strong>Islington</strong><br />

residents who felt that they do<br />

the best job of keeping our<br />

streets clean.<br />

Jim Palmer said: “We didn’t<br />

know we had won until it was<br />

announced to everybody. We<br />

thought it was a wind up when<br />

they first told us but were really<br />

pleasantly surprised because all<br />

we are doing is our job. It’s nice<br />

to get a pat on the back from<br />

time to time and it keeps<br />

morale up.”<br />

More than 100 refuse crew collect<br />

1,300 tonnes of <strong>Islington</strong>’s<br />

domestic rubbish each week.<br />

Each winner received cut crystal<br />

glasses a cash bonus and a<br />

Recycling is easy!<br />

It has never been easier to recycle<br />

in <strong>Islington</strong> so give it a go.<br />

96 new mini recycling centres are now on<br />

estates and by April every estate will have<br />

a recycling point within a short walking<br />

distance.<br />

‘Green boxes’ have been distributed to all<br />

street properties to make it easier to recycle<br />

glass, paper, cans and cloth – just put out the<br />

box on your doorstep on recycling day and<br />

the council will collect your recyclables <strong>for</strong><br />

you.<br />

Currently <strong>Islington</strong> recycles 7.3 per cent of<br />

domestic waste. While this is a great<br />

improvement on last year, everyone wants to<br />

make ten per cent this year.<br />

‘Recycling champions’ have visited homes to<br />

promote recycling and over 4,500 residents<br />

have pledged to recycle more this year.<br />

<strong>Islington</strong> creates 65,000 tonnes of domestic<br />

waste each year. The far more environmentally<br />

friendly option is to use the facilities provided,<br />

please don’t throw recyclable items in your<br />

dustbin.<br />

Many of us still have our new year<br />

intentions to get fit or to learn a new<br />

skill.<br />

The new <strong>library</strong> and lifelong learning<br />

centre in Blackstock road is <strong>for</strong><br />

absolutely everyone and the links with<br />

City and <strong>Islington</strong> College mean that<br />

<strong>library</strong> use can easily develop into<br />

studying <strong>for</strong> fun or <strong>for</strong> qualifications.<br />

You can also join the new gym at<br />

Archway leisure centre or try the other<br />

excellent facilities featured on page<br />

10. If you are a smoker, you know that<br />

the best thing you can do <strong>for</strong> your<br />

health is to give up – see page 7 <strong>for</strong><br />

help and support .<br />

Spring is coming and with it comes<br />

spring cleaning. This issue<br />

emphasises green and clean, thanking<br />

those who clear up <strong>for</strong> us and<br />

encouraging everyone to help. Please,<br />

as you walk round the borough, put<br />

your litter in a bin, or take it home and<br />

do use the doorstep recycling service,<br />

it is easy, convenient and<br />

environmentally friendly. If you don’t<br />

have a green box or a local recycling<br />

point, please call Contact <strong>Islington</strong> on<br />

020 7527 2000. Your every ef<strong>for</strong>t –<br />

however small – will help.<br />

Spring is<br />

springing...<br />

Early birds, like the blackbird and<br />

song thrush, are already choosing<br />

sites and building nests around<br />

<strong>Islington</strong> – and birdsong is<br />

noticeably increasing. Again, the<br />

chiff-chaff, once a summer visitor<br />

only, has spent the winter with us<br />

and can now be heard in a number<br />

of parks and squares.<br />

2004 will see the launch of the borough’s<br />

biodiversity action plans aiming to<br />

encourage birds and other <strong>for</strong>ms of<br />

wildlife in habitats across <strong>Islington</strong>,<br />

including the buildings, parks, school<br />

grounds and the canal. Special attention<br />

will be paid to threatened or declining<br />

species, such as the house sparrow.<br />

Below are some of your letters, emails and phone calls we received in response to the last issue<br />

<strong>Park</strong>ing<br />

Is it my imagination or are the council’s<br />

traffic wardens going into overdrive? You<br />

don’t seem to be able to stop <strong>for</strong> a pint of<br />

milk or a paper without getting a ticket or<br />

clamp. What’s going on?<br />

The new controlled parking zones<br />

being rolled out in the north of the<br />

borough are being applied and the<br />

council has a new contract with NCP<br />

to do this. <strong>Park</strong>ing en<strong>for</strong>cement is<br />

something that councils have to do by<br />

law. There is an independent appeals<br />

service run by the Association of<br />

London Government and their advice<br />

to motorists is that “I was only parked<br />

<strong>for</strong> two minutes” is not grounds <strong>for</strong><br />

appeal.<br />

Any surplus from the parking account,<br />

after costs, funds concessionary travel<br />

<strong>for</strong> the over 60s.<br />

North/South divide<br />

Visitors to <strong>Islington</strong>’s trendy bars, cafes<br />

and shops on Upper Street might not be<br />

aware that if you turn left instead of right<br />

out of Highbury Tube, you are greeted by<br />

Keeping your<br />

streets clean<br />

In a case brought by <strong>Islington</strong> <strong>Council</strong>,<br />

Xiong Mao Pty Ltd, trading as ‘The<br />

Modern Chef’ at 324 Essex Road N1,<br />

was fined £300 plus £300 costs at<br />

Highbury Magistrates Court <strong>for</strong> failing<br />

to take reasonable measures to<br />

prevent the escape of controlled<br />

waste.<br />

Water main<br />

bursts<br />

The new <strong>library</strong> – ‘N4’<br />

A 36 inch water main burst in<br />

Wallace Road around 9.30am on<br />

Monday 24 November. Around 36<br />

basement flats were severely<br />

damaged.<br />

Thames Water contractors were working<br />

in the road and their work damaged the<br />

main. Emergency services and <strong>Islington</strong><br />

<strong>Council</strong> joined <strong>for</strong>ces to cope with the<br />

aftermath.<br />

This was the latest in a long line of<br />

problems with the water supply in<br />

<strong>Islington</strong> and following top level meetings<br />

with <strong>Islington</strong> <strong>Council</strong>, the chief<br />

executive of Thames Water has pledged<br />

to tackle the problem of worn out pipes<br />

in the borough.<br />

‘N4’ is a modern <strong>library</strong> with longer<br />

opening hours and the best features of<br />

successful bookshops. It also has<br />

browsing areas, com<strong>for</strong>table seating,<br />

good displays and a warm welcome<br />

<strong>for</strong> all.<br />

The <strong>library</strong> has an excellent selection of new<br />

and popular books and more CDs, DVDs,<br />

videos, PC and playstation games. There is<br />

also a strong emphasis on promoting reading<br />

and new books and supporting learners.<br />

The <strong>library</strong> has 10 computers with free<br />

internet access. Library users can also<br />

to take advantage of a new service called<br />

‘Bridges to Learning’. This has eight<br />

additional computers and staff support <strong>for</strong><br />

help with basic english, maths, computers<br />

and other skills.<br />

London and Thames Water have<br />

pledged that <strong>Islington</strong> is a priority.<br />

Gillespie wins Green Flag hat trick<br />

Spring is springing...<br />

Gillespie <strong>Park</strong> has won the Green Flag<br />

environmental quality award from<br />

green charity Encams <strong>for</strong> an<br />

unprecedented third year in a row.<br />

The award was given <strong>for</strong> the quality of the<br />

park’s maintenance and developing its use<br />

with the local community, after inspectors<br />

visited during July 2003.<br />

The six acre park in Highbury is a stone's<br />

throw from the Arsenal stadium and tube and<br />

lies next to a mainline railway but is home to<br />

800 species of flora and fauna.<br />

Recent developments in the park include bug<br />

hunts <strong>for</strong> children, winter walks, nature walks<br />

<strong>for</strong> the Asian elders and birdbox building<br />

workshops.<br />

Spring bulbs are now on display<br />

in many parks. Winter aconite<br />

and snowdrops are followed by<br />

large numbers of daffodil and<br />

crocus, including our “Field of<br />

Gold” display on Highbury<br />

Corner.<br />

Greenspace rangers took part in<br />

10 bulb-planting projects with<br />

schools and local residents groups<br />

across the borough in 2003. Plans<br />

are under way to plant a further<br />

130,000 in 2004.<br />

Schools add value<br />

Primary schools in the borough<br />

are adding more value <strong>for</strong><br />

children aged between 7 and 11,<br />

than similar London boroughs.<br />

<strong>Islington</strong> primary schools improve<br />

children’s education between<br />

those ages, according to the<br />

value added figures published by<br />

the DfES.<br />

Using value added scores to measure<br />

how well our schools are doing in<br />

improving teaching and learning tells<br />

parents much more about how well<br />

teachers and pupils are doing.<br />

And coming on the back of a National<br />

Audit Office report, which showed that<br />

our secondary schools per<strong>for</strong>m among<br />

the best in the country <strong>for</strong> children aged<br />

14 when external factors are taken into<br />

account, this is very good news <strong>for</strong><br />

children, parents and teachers in the<br />

borough.<br />

Parents love their early<br />

years service<br />

A new survey shows that 99% of<br />

parents are satisfied with the service<br />

provided by the early years centre their<br />

child attends.<br />

And the poll conducted by <strong>Islington</strong> <strong>Council</strong><br />

found that 79.9% of mums and dads were<br />

very satisfied with how much enjoyment their<br />

child was getting from the centre. 77% were<br />

very satisfied with how their child is cared <strong>for</strong><br />

and 73% of parents who responded felt were<br />

very satisfied with the activities available <strong>for</strong><br />

their child.<br />

Parents were also invited to make comments<br />

on the service, with one parent saying: “The<br />

staff are dedicated and I am secure in<br />

knowing that my child is well cared <strong>for</strong><br />

and given attention.”<br />

Another commented:<br />

“I have always been impressed by the<br />

individual care and attention each child is<br />

given. The progress of the children is<br />

obvious, especially those with special<br />

needs”.<br />

Special congratulations must go<br />

to Hugh Myddelton school who<br />

came 71st in the top 100 schools<br />

in England <strong>for</strong> value added and St<br />

Jude’s and St Paul’s who were<br />

the 49th most improved school in<br />

the country.<br />

town hall<br />

Celebrations and reasonably<br />

priced facilities <strong>for</strong> community<br />

activities and meetings are high<br />

on <strong>Islington</strong>’s agenda <strong>for</strong> the<br />

future of <strong>Finsbury</strong> Town Hall<br />

which lies empty waiting <strong>for</strong> a<br />

multi-million pound<br />

refurbishment.<br />

The main historic public areas of the<br />

building, including the council chamber<br />

and the great hall, have been closed <strong>for</strong><br />

over thirteen years. Hopes are high that<br />

an agreement can be reached <strong>for</strong> the<br />

famous Urdang Dance Academy to<br />

make its new home in the building. The<br />

Urdang plan also provides a Town Hall<br />

venue to local residents <strong>for</strong> celebrations<br />

and meetings, all at af<strong>for</strong>dable rates.<br />

From the 26 January to the 27<br />

February in <strong>Finsbury</strong> <strong>library</strong> you can<br />

see the proposals to bring the building<br />

back into use and find out how the<br />

local community will benefit.<br />

It’s ‘go’ <strong>for</strong> the green<br />

Thanks to an exciting partnership<br />

involving the local community,<br />

Transport <strong>for</strong> London (TfL) and<br />

<strong>Islington</strong> <strong>Council</strong>, residents and<br />

businesses of <strong>New</strong>ington Green are<br />

looking towards a brighter future<br />

which will radically improve the<br />

environment in this corner of the<br />

borough.<br />

Nicky Southin, Chair of the <strong>New</strong>ington Green<br />

Action Group (NGAG) said:<br />

“After four years of working in the community<br />

to regenerate this ancient green, NGAG is<br />

delighted that both <strong>Islington</strong> <strong>Council</strong> and<br />

Transport <strong>for</strong> London have recognised the<br />

value of this little known yet unique square<br />

with its collection of historic buildings that<br />

housed radical thinkers, writers and poets.”<br />

TfL are contributing £650,000 and <strong>Islington</strong><br />

<strong>Council</strong> £450,000.<br />

The <strong>New</strong>ington Green project will relandscape<br />

the green to include a play area,<br />

widen footways and narrow traffic lanes. The<br />

amount of open space will be increased and<br />

new pedestrian routes and crossings will<br />

make it easier than ever to get onto the green.<br />

TfL’s Ben Plowden, Director of Borough<br />

Partnerships said:<br />

“It's an exciting time <strong>for</strong> people living in the<br />

area. Transport <strong>for</strong> London are delighted to<br />

have provided the money that will help<br />

<strong>Islington</strong> <strong>Council</strong> to improve walking, cycling<br />

and bus facilities allowing people to enjoy the<br />

revamped green.”<br />

<strong>Islington</strong> is improving<br />

– it’s official<br />

Moving the council up a level, the only council in<br />

London and one of only four in the country to go up<br />

the table in this way, the audit commission says in its<br />

annual assessment that <strong>Islington</strong> <strong>Council</strong> has<br />

delivered real improvements in 2003.<br />

“The council’s direction of travel is positive.” And “...the council<br />

is well placed to improve the way it works and the services it<br />

provides to local people.”<br />

“<strong>Islington</strong> <strong>Council</strong>'s education services have improved<br />

significantly over the last year. Investment and focus on priorities<br />

is beginning to show results.” And “Some services such as<br />

social services have improved.”<br />

Chair of <strong>Islington</strong>'s improvement board, set up to advise the<br />

council on their improvement programme, Professor David<br />

Rhind, Vice Chancellor of City University welcomed the good<br />

news:<br />

“<strong>Islington</strong> <strong>Council</strong> has made determined ef<strong>for</strong>ts to improve<br />

its per<strong>for</strong>mance. Members of the <strong>Islington</strong> Improvement<br />

Board are delighted to see the first fruits of work by staff at<br />

all levels in the <strong>Council</strong>. We congratulate all those who have<br />

contributed and look <strong>for</strong>ward to continuing progress”.<br />

The Carter family have lost their<br />

Highbury home because of their<br />

persistent anti-social behaviour.<br />

Complaints against the family of six<br />

included assault, threats of violence,<br />

criminal damage and racial harassment.<br />

The success of the legal action taken by<br />

<strong>Islington</strong> <strong>Council</strong> was secured because<br />

of the cooperation of local residents.<br />

Firefighters <strong>for</strong> LIFE<br />

“I’m scared of heights. You’ll never get<br />

me up that ladder in a million years,”<br />

said one young man on an activity<br />

programme with <strong>Islington</strong>’s fire fighters<br />

designed to divert young people from<br />

crime. Three days later he had climbed<br />

to the top of the ladder and was feeling<br />

really proud of himself.<br />

“We’re not aiming to change people’s lives –<br />

just give those at risk of offending a chance to<br />

raise their self-esteem, learn a few skills to be<br />

proud of, and take some responsibility <strong>for</strong> the<br />

community. And if we give them an<br />

experience to change their lives, that’s great,”<br />

says borough fire commander Trevor Meers.<br />

The Local Intervention Fire Education (LIFE)<br />

project - a full time one week intensive course<br />

- teaches fire prevention, tackling fires using<br />

fire fighting equipment and developing<br />

essential life skills. <strong>Islington</strong>’s anti-social<br />

behaviour team has been the main referral<br />

agency <strong>for</strong> LIFE candidates. Most come from<br />

a background of involvement in the<br />

acceptable behaviour contract scheme where<br />

their anti-social behaviour has come to the<br />

attention of council housing officers and the<br />

police.<br />

Young people on the project at Clerkenwell<br />

Fire Station have to arrive on time, wear heavy<br />

fire fighters’ uni<strong>for</strong>ms and work in a disciplined<br />

way at physically challenging tasks on ladders,<br />

with breathing apparatus, and even cutting<br />

people out of cars. At the end of the week<br />

their proud families are invited to a passing out<br />

parade where they demonstrate the skills they<br />

have learned and receive certificates <strong>for</strong> their<br />

achievement.<br />

Plans <strong>for</strong> the future include affiliating each<br />

person to a particular watch where they can<br />

continue their training at intervals.<br />

“There’s no sitting around doing nothing,”<br />

says Meers. “These kids wear what we<br />

wear and do what we do – under<br />

controlled conditions of course. We write<br />

daily reports of their conduct and passing<br />

the test is no mean feat. They learn skills<br />

to take to future employers – and if one of<br />

those employers was us, that would be<br />

<strong>New</strong>! ‘<strong>New</strong> North<br />

Community School’<br />

Sweeper of the year<br />

Pupils have chosen a name <strong>for</strong><br />

the new school created by the<br />

merger between Charles Lamb<br />

and Ecclesbourne primary<br />

schools.<br />

The ‘<strong>New</strong> North Community School’<br />

was chosen by representatives of both<br />

schools.<br />

Headteacher Mary McStay said:<br />

“I was delighted and inspired by the<br />

children who named their new<br />

school. It will be <strong>Islington</strong>’s first<br />

extended community primary school<br />

and will provide a range of exciting<br />

opportunities <strong>for</strong> them and their<br />

families.”<br />

The school opens in September at<br />

Ecclesbourne and will move to new<br />

premises on the Charles Lamb site in<br />

Popham Road in January 2006.<br />

improved Premier Gym at Archway leisure centre. Three<br />

<strong>Islington</strong>’s council tax rates will be set<br />

at the council meeting on 26 February.<br />

This follows consultation to gain the views of a<br />

cross section of <strong>Islington</strong> residents and<br />

businesses, looking at the budget choices<br />

that have to be made. This was done using<br />

focus groups drawn from the 1,800 residents<br />

on <strong>Islington</strong>’s citizen’s panel and at area<br />

committees throughout November, December,<br />

January and February.<br />
