The refuse crew of the year
are – Jim Palmer, Ian Stacey,
Alan Frater and Roy Jarvis.
They work in Highbury and
they have 76 years service
between them. The team were
nominated by Islington
residents who felt that they do
the best job of keeping our
streets clean.
Jim Palmer said: “We didn’t
know we had won until it was
announced to everybody. We
thought it was a wind up when
they first told us but were really
pleasantly surprised because all
we are doing is our job. It’s nice
to get a pat on the back from
time to time and it keeps
morale up.”
More than 100 refuse crew collect
1,300 tonnes of Islington’s
domestic rubbish each week.
Each winner received cut crystal
glasses a cash bonus and a
certificate.
Welcome
Welcome to
Issue 18
of Islington
From Helen Bailey,
Chief Executive
Recycling is easy!
It has never been easier to recycle
in Islington so give it a go.
96 new mini recycling centres are now on
estates and by April every estate will have
a recycling point within a short walking
distance.
‘Green boxes’ have been distributed to all
street properties to make it easier to recycle
glass, paper, cans and cloth – just put out the
box on your doorstep on recycling day and
the council will collect your recyclables for
you.
Currently Islington recycles 7.3 per cent of
domestic waste. While this is a great
improvement on last year, everyone wants to
make ten per cent this year.
‘Recycling champions’ have visited homes to
promote recycling and over 4,500 residents
have pledged to recycle more this year.
Islington creates 65,000 tonnes of domestic
waste each year. The far more environmentally
friendly option is to use the facilities provided,
please don’t throw recyclable items in your
dustbin.
Welcome to the first edition of
Islington for 2004.
Many of us still have our new year
intentions to get fit or to learn a new
skill.
The new library and lifelong learning
centre in Blackstock road is for
absolutely everyone and the links with
City and Islington College mean that
library use can easily develop into
studying for fun or for qualifications.
You can also join the new gym at
Archway leisure centre or try the other
excellent facilities featured on page
10. If you are a smoker, you know that
the best thing you can do for your
health is to give up – see page 7 for
help and support .
Spring is coming and with it comes
spring cleaning. This issue
emphasises green and clean, thanking
those who clear up for us and
encouraging everyone to help. Please,
as you walk round the borough, put
your litter in a bin, or take it home and
do use the doorstep recycling service,
it is easy, convenient and
environmentally friendly. If you don’t
have a green box or a local recycling
point, please call Contact Islington on
020 7527 2000. Your every effort –
however small – will help.
Whatever you choose to do this year,
let me wish you the very best for 2004.
“
Recycling newspapers, cans,
jars and bottles is really easy –
I just put out my green box the
night before the collection. It
means my dustbin doesn’t
overflow – which benefits my
street as well as the
environment. I’m encouraging
the neighbours to do it, too.
springing...
Early birds, like the blackbird and
song thrush, are already choosing
sites and building nests around
Islington – and birdsong is
noticeably increasing. Again, the
chiff-chaff, once a summer visitor
only, has spent the winter with us
and can now be heard in a number
of parks and squares.
2004 will see the launch of the borough’s
biodiversity action plans aiming to
encourage birds and other forms of
wildlife in habitats across Islington,
including the buildings, parks, school
grounds and the canal. Special attention
will be paid to threatened or declining
species, such as the house sparrow.
Gillespie wins Green Flag hat trick
Spring is springing...
Gillespie Park has won the Green Flag
environmental quality award from
green charity Encams for an
unprecedented third year in a row.
The award was given for the quality of the
park’s maintenance and developing its use
with the local community, after inspectors
visited during July 2003.
The six acre park in Highbury is a stone's
throw from the Arsenal stadium and tube and
lies next to a mainline railway but is home to
800 species of flora and fauna.
Recent developments in the park include bug
hunts for children, winter walks, nature walks
for the Asian elders and birdbox building
workshops.
Spring bulbs are now on display
in many parks. Winter aconite
and snowdrops are followed by
large numbers of daffodil and
crocus, including our “Field of
Gold” display on Highbury
Corner.
Greenspace rangers took part in
10 bulb-planting projects with
schools and local residents groups
across the borough in 2003. Plans
are under way to plant a further
130,000 in 2004.
Schools add value
Primary schools in the borough
are adding more value for
children aged between 7 and 11,
than similar London boroughs.
Islington primary schools improve
children’s education between
those ages, according to the
value added figures published by
the DfES.
Using value added scores to measure
how well our schools are doing in
improving teaching and learning tells
parents much more about how well
teachers and pupils are doing.
And coming on the back of a National
Audit Office report, which showed that
our secondary schools perform among
the best in the country for children aged
14 when external factors are taken into
account, this is very good news for
children, parents and teachers in the
borough.
Parents love their early
years service
A new survey shows that 99% of
parents are satisfied with the service
provided by the early years centre their
child attends.
And the poll conducted by Islington Council
found that 79.9% of mums and dads were
very satisfied with how much enjoyment their
child was getting from the centre. 77% were
very satisfied with how their child is cared for
and 73% of parents who responded felt were
very satisfied with the activities available for
their child.
Parents were also invited to make comments
on the service, with one parent saying: “The
staff are dedicated and I am secure in
knowing that my child is well cared for
and given attention.”
Another commented:
“I have always been impressed by the
individual care and attention each child is
given. The progress of the children is
obvious, especially those with special
needs”.
Special congratulations must go
to Hugh Myddelton school who
came 71st in the top 100 schools
in England for value added and St
Jude’s and St Paul’s who were
the 49th most improved school in
the country.
Finsbury
town hall
Celebrations and reasonably
priced facilities for community
activities and meetings are high
on Islington’s agenda for the
future of Finsbury Town Hall
which lies empty waiting for a
multi-million pound
refurbishment.
The main historic public areas of the
building, including the council chamber
and the great hall, have been closed for
over thirteen years. Hopes are high that
an agreement can be reached for the
famous Urdang Dance Academy to
make its new home in the building. The
Urdang plan also provides a Town Hall
venue to local residents for celebrations
and meetings, all at affordable rates.
From the 26 January to the 27
February in Finsbury library you can
see the proposals to bring the building
back into use and find out how the
local community will benefit.
It’s ‘go’ for the green
Thanks to an exciting partnership
involving the local community,
Transport for London (TfL) and
Islington Council, residents and
businesses of Newington Green are
looking towards a brighter future
which will radically improve the
environment in this corner of the
borough.
Nicky Southin, Chair of the Newington Green
Action Group (NGAG) said:
“After four years of working in the community
to regenerate this ancient green, NGAG is
delighted that both Islington Council and
Transport for London have recognised the
value of this little known yet unique square
with its collection of historic buildings that
housed radical thinkers, writers and poets.”
TfL are contributing £650,000 and Islington
Council £450,000.
The Newington Green project will relandscape
the green to include a play area,
widen footways and narrow traffic lanes. The
amount of open space will be increased and
new pedestrian routes and crossings will
make it easier than ever to get onto the green.
TfL’s Ben Plowden, Director of Borough
Partnerships said:
“It's an exciting time for people living in the
area. Transport for London are delighted to
have provided the money that will help
Islington Council to improve walking, cycling
and bus facilities allowing people to enjoy the
revamped green.”
Islington is improving
– it’s official
Moving the council up a level, the only council in
London and one of only four in the country to go up
the table in this way, the audit commission says in its
annual assessment that Islington Council has
delivered real improvements in 2003.
“The council’s direction of travel is positive.” And “...the council
is well placed to improve the way it works and the services it
provides to local people.”
“Islington Council's education services have improved
significantly over the last year. Investment and focus on priorities
is beginning to show results.” And “Some services such as
social services have improved.”
Chair of Islington's improvement board, set up to advise the
council on their improvement programme, Professor David
Rhind, Vice Chancellor of City University welcomed the good
news:
“Islington Council has made determined efforts to improve
its performance. Members of the Islington Improvement
Board are delighted to see the first fruits of work by staff at
all levels in the Council. We congratulate all those who have
Firefighters for LIFE
“I’m scared of heights. You’ll never get
me up that ladder in a million years,”
said one young man on an activity
programme with Islington’s fire fighters
designed to divert young people from
crime. Three days later he had climbed
to the top of the ladder and was feeling
really proud of himself.
“We’re not aiming to change people’s lives –
just give those at risk of offending a chance to
raise their self-esteem, learn a few skills to be
proud of, and take some responsibility for the
community. And if we give them an
experience to change their lives, that’s great,”
says borough fire commander Trevor Meers.
The Local Intervention Fire Education (LIFE)
project - a full time one week intensive course
- teaches fire prevention, tackling fires using
fire fighting equipment and developing
essential life skills. Islington’s anti-social
behaviour team has been the main referral
agency for LIFE candidates. Most come from
a background of involvement in the
acceptable behaviour contract scheme where
their anti-social behaviour has come to the
attention of council housing officers and the
police.
Young people on the project at Clerkenwell
Fire Station have to arrive on time, wear heavy
fire fighters’ uniforms and work in a disciplined
way at physically challenging tasks on ladders,
with breathing apparatus, and even cutting
people out of cars. At the end of the week
their proud families are invited to a passing out
parade where they demonstrate the skills they
have learned and receive certificates for their
achievement.
Plans for the future include affiliating each
person to a particular watch where they can
continue their training at intervals.
“There’s no sitting around doing nothing,”
says Meers. “These kids wear what we
wear and do what we do – under
controlled conditions of course. We write
daily reports of their conduct and passing
the test is no mean feat. They learn skills
to take to future employers – and if one of
those employers was us, that would be
New! ‘New North
Community School’
Sweeper of the year
Pupils have chosen a name for
the new school created by the
merger between Charles Lamb
and Ecclesbourne primary
schools.
The ‘New North Community School’
was chosen by representatives of both
schools.
Headteacher Mary McStay said:
“I was delighted and inspired by the
children who named their new
school. It will be Islington’s first
extended community primary school
and will provide a range of exciting
opportunities for them and their
families.”
The school opens in September at
Ecclesbourne and will move to new
premises on the Charles Lamb site in
Popham Road in January 2006.
“I look after eight streets and have been doing this for four years. I am
so happy to get the award and it was a real surprise because I have no
idea who nominated me.”
There are over 2,500 miles of roads and pavements that Islington’s 200 strong
team of cleaners sweep every week.
Council budget
and council tax
Islington Council is committed to
keeping council tax below the London
average while continuing to improve
services. The London Assembly is set
to approve the mayor of London’s
budget on 18 February following which
Islington’s council tax rates will be set
at the council meeting on 26 February.
This follows consultation to gain the views of a
cross section of Islington residents and
businesses, looking at the budget choices
that have to be made. This was done using
focus groups drawn from the 1,800 residents
on Islington’s citizen’s panel and at area
committees throughout November, December,
January and February.
specimens of the original native
species are extremely rare – making
this tree one of the very few examples
in the country.
Islington Council planted over 130 new trees
in 2003 and will plant a further 150 in 2004.
It also runs one of the most successful tree
sponsorship schemes in London.
