CHAIRMAN’S
REVIEW
Hand in Hand: 20 Years of Progress
FY 2011 was a significant year for ITE. Just two years into the launch of our fourth Strategic Plan, ITE
Innovate (2010 – 2014), we have made considerable progress towards our vision to be ‘A Global
Leader for Innovations in Technical Education’.
In 2011, ITE became the first education institution to be conferred the Singapore Quality Award with
Special Commendation. This award is a strong endorsement of the systems and processes we have
put in place to deliver the best education for our students. During the year, we were also privileged to
have received the top Public Service Premier Award for Organisational Excellence in the Public Sector.
These awards are an acknowledgement of the collective efforts of each staff member and I would like
to congratulate all of you for all that you have achieved.
Successful Students
2011 saw ITE reach new peaks in terms of full-time enrolment and overseas learning opportunities. We
had 25,833 students in full-time enrolment, and over a quarter (28%) of them had the opportunity to
participate in overseas attachment, exchange and service learning programmes.
Our Student Success Rate was also very encouraging, with 82% successfully completing their courses
in ITE. About nine out of 10 of our graduates were also employed within six months of graduating – a
testament of the quality of training each student receives.
This success also extends to performance at international competitions. For the first time, an ITE
graduate, Shuner Villaneuva Leong, won a Gold Medal for Singapore in the Beauty Therapy Skills
Category of WorldSkills Competition, held in London in October 2011. ITE students also won two
Medallions of Excellence in the Ladies’/Men’s Hairdressing and Restaurant Service Skills Categories in
the competition.
“FY 2011 was a significant year for ITE. Just two years
CHAIRMAN’S
REVIEW
One Step Closer TO Three ‘Colleges of the Future’
20 Years of Working Together
CHAIRMAN’S
REVIEW
In April 2011, we took another step towards the completion of our three ‘Colleges of the Future’. Our
second Regional Campus, ITE College West, was officially opened by Prime Minister Lee Hsien Loong.
This came nine months after ITE College West commenced operations in July 2010. I am also pleased
to announce that the development of our new ITE Headquarters and the third Regional Campus, ITE
College Central, is on track and will be ready to take in students by January 2013.
Many of the achievements over the past 20 years have been made possible by the passion, commitment
and hard work of many people who want to make a difference to the lives of our students.
At the 20th Anniversary Celebration Dinner on 3 April 2012, our Guest-of-Honour, Deputy Prime Minister,
Coordinating Minister for National Security and Minister for Home Affairs, Mr Teo Chee Hean, noted:
Nurturing Vital Global and Industry Linkages
At ITE, we develop our students to be ‘Work-Ready and World-Ready’. That is why we continue to
forge relationships and expand our strategic alliances with the international Vocational and Technical
Education (VTE) community, as well as global and local industry partners. The strong industry ties and
global network enable our staff to enjoy up-to-date knowledge and technology transfer, while our
students benefit from the rich learning opportunities provided.
During the year, we signed a new Memorandum of Understanding (MOU) with Challenger Institute
of Technology in Perth, Australia, making a total of 14 international partners. We also renewed our
MOUs with Southern Alberta Institute of Technology (SAIT) Polytechnic (Canada), and the Global
Education Network, which comprises Box Hill Institute (Australia); Kirkwood Community College
(USA); SAIT Polytechnic (Canada); and ITE. Locally, we signed 34 new MOUs with leading companies in
key industry sectors, making it a total of 92 to date.
“…no award can be more satisfying than seeing the positive social impact that ITE has made
on our young and our society. ITE has reached out to youths who may not have enjoyed much
success in their earlier school years; helped them rediscover the love of learning; and prepared
them well for the job market. They then go on to hold down good jobs, become more engaged
working adults, and provide better lives for themselves and their families – thereby creating a
virtuous cycle of improvement and growth.”
As we celebrate and look back at the progress that has been made over the past 20 years, it is
important that we recognise and acknowledge the efforts and contributions of the many people,
including past and present Board and Advisory members, stakeholders, partners and staff. On behalf of
ITE and the students, let us extend to them our gratitude and deepest appreciation.
Looking ahead, as we move to our new Headquarters and Regional Campus in Ang Mo Kio at the end
of 2012, I am confident that we will all continue to work together, hand in hand, and fulfill ITE’s role in
Singapore’s education system.
Meeting Market Demands
Mr Bob Tan Beng Hai
Chairman
Institute of Technical Education
ITE introduced seven new courses in FY 2011 in response to market demand. This includes a Technical
Diploma in Culinary Arts, held in collaboration with renowned French culinary school, Institut Paul
Bocuse, in Lyon, France. This brings the number of full-time courses at Certificate and Diploma levels to
95; compared to the 24 courses offered when ITE was first established as a post-secondary institution
20 years ago.
For adult learners, ITE also introduced an enhanced and more flexible Continuing Education & Training
Skills Qualification Framework in January 2012. Offering more streamlined programmes and shorter
course duration, adult learners can now obtain ITE qualifications in just three years, instead of four.
FY 2011 started out with a bang, with the Official Opening of ITE College West at Choa Chu Kang, our
second Regional Campus, on 18 April 2011. Having begun operations in July 2010, ITE College West
completed its move with an Opening Ceremony that showcased the best of what it has to offer.
Besides Prime Minister Lee Hsien Loong, who was the Guest-of-Honour that day, some 600 guests,
including Deputy Prime Minister and then Minister for Defence, Mr Teo Chee Hean; then Minister for
Education and Second Minister for Defence, Dr Ng Eng Hen; and then Manpower Minister, Mr Gan Kim
With ITE College West purpose-built to create a community- and eco-friendly campus, the College is
set to provide students with not just a vibrant, well-equipped learning environment, but also plenty of
opportunities and possibilities.
Another focal point of the year was our attainment of the Singapore Quality Award (SQA) with
Special Commendation in October 2011. Lauded as the pinnacle of organisational excellence,
this award is a strong testament of our commitment towards providing the highest quality technical
education and training. We are the first education institution, and one of only five organisations, to win
this award since its introduction in 2007.
To commemorate this landmark win, a celebration was held during the annual ITE Awards Presentation
Ceremony at Orchard Hotel on 21 October, as a thank-you to all staff and stakeholders.
Celebrating Achievements: The
Singapore Quality Award with Special
Commendation would not have been
achieved without the hard work put in by the
As at 31 March 2012, there were 2,578 staff in service, comprising 1,740 academic and 838 nonacademic
staff. Between the teaching staff and students, the ratio stood at 1:15, the same as that in
FY 2010. To maintain a high quality workforce, consistent and continued training and development is
an integral part of our human resource policy. In FY 2011, 88% of staff achieved at least 100 learning
hours, taking up four per cent of payroll.
ITE staff produced commendable results for the year under review. Apart from the 221 staff who
At the core of our successful transformation into a global force in
Vocational and Technical Education is the students. Looking at ITE
today, it can be hard to imagine that just two decades ago, we were
viewed as a ‘dead-end’ option for ‘under-achievers’ despite our new
status as a full-fledged post-secondary education institution.
Thanks to a strategic overhaul in the structure, policies, branding and pedagogic methods, we are now
an attractive, market-relevant, and career-focused education option for kinaesthetic learners. Under the
guidance of our passionate lecturers, our students have gone on to achieve success after success, while
gaining the confidence, skills and values that will see them become work ready, world ready graduates.
Student Success in Numbers
These strong indicators are accompanied by qualitative outcomes. Ms Shuner Villanueva Leong, a
graduate from ITE College East’s Nitec in Beauty Therapy course, became the first ITE graduate to win
a Gold Medal at the WorldSkills Competition in London in October 2011. Her dedication to her craft
saw her take home the top prize in the Beauty Therapy skills category. Two other ITE competitors – Noel
Ng Sing Guan (Nitec in Hair Fashion & Design) and Ong Gim Hui (Nitec in Food & Beverage Operations)
– also won Medallions for Excellence in the Ladies’/Men’s Hairdressing and Restaurant Service skills
categories respectively.
Buoyed by industry demand for skilled manpower in several emerging areas, six new full-time courses
were launched. These are:
• Nitec in Attractions Operations
• Nitec in Info-Communications Technology (Cloud Computing)
• Nitec in Social Media & Web Development
• Higher Nitec in Community Sport & Recreation Management
• Higher Nitec in Marine Engineering
• Higher Nitec in Retail Merchandising
A Technical Diploma in Culinary Arts, in collaboration with world-renowned culinary school, Institut
Paul Bocuse, in Lyon, France, was also introduced, bringing the total number of full-time courses
offered by ITE to 95.
On a national level, an enhanced Continuing Education & Training (CET) Skills Qualification
Framework was implemented in January 2012. This is in support of the Ministry of Education’s CET
Council’s recommendations for a comprehensive strategy to encourage national lifelong learning. This
new and flexible CET framework allows working adults to complete and acquire ITE qualifications within
a shorter time frame, with the reduction of CET modules and programme duration.
Demand-led: To keep up with industry demands, new courses
are launched regularly, equipping students with skills ranging
from attractions operations and culinary, to marine engineering
and more.
on to ITE for post-secondary technical education.
While students go through the same four-year Normal (Technical) curriculum offered in mainstream
schools, they will also enjoy lessons which place an emphasis on skill-based activities and practical
learning in a real-world context. Students will also be allowed to take up ‘taster modules’ at lower
secondary levels, before moving on to specialising in ITE Skills Certificate courses in Facility Services,
Mechanical Servicing, Retail Services or Hospitality Services at upper secondary levels.
Our top graduates were also commended at the 2011 MOE Special Awards Ceremony held in August.
To share our expertise in developing a sustainable and robust VTE model, we, through our subsidiary,
ITE Education Services Pte Ltd, provided expertise in the development of a Model Skills Training Centre
in Abuja, Nigeria. The Centre was officially commissioned by Nigeria’s Honourable Minister of Trade
and Investment in September 2011. It offers four National ITE Certificate (Nitec) International courses
(Facility Technology, Electronics, Info-Comms Technology and Mechatronics).
Local Network
On the local front, we actively sought to strengthen our ties with industry partners and forged new
ones. This not only increased opportunities for student development through local and overseas industry
attachments, but also enhanced learning, and facilitated knowledge and technology transfer. A total of
34 new MOUs were signed with leading companies – 10 more than the previous year – bringing the
total number of active MOUs in FY 2011 to 92. Some of our new MOU partners include:
When we first introduced a Total Training Philosophy during the
ITE 2000 Plan (1995 – 1999), it was to mould students into allrounded
individuals. Today, we continue that practice to develop
students who care for the community and society; to train them to
not just be adaptable, enterprising and have market-relevant skills,
but also possess empathy and compassion.
Along the way, we have made it a point to constantly highlight instances where our staff exhibit the
ITE Care values, which focus on Integrity, Teamwork, Excellence, and most importantly, Care, in an effort
to inspire each other. We are, in fact, most proud that these values extend beyond the boundaries of
our campuses, to the community at large, and even around the world.
Corporate Social Responsibility activities play an important role in the provision of a holistic education.
In the course of the year, we have participated in various fund-raising events, including the Children’s
Charities Association Christmas Fair where proceeds went to the Singapore Association for the Deaf and
Chaoyang School; and the NTUC FairPrice Walk For Rice programme where we earned 23,529kg of rice
for needy families in Singapore.
Hearts of Gold
Beneath the hustle and bustle of everyday campus life lie wonderful acts of kindness that
go unseen, or unannounced. It is always a pleasure when we learn of staff or students
who go out of the way to make life easier for others. For example, ITE College Central
(Bishan Campus) students took the initiative to raise funds for a fellow schoolmate who
was involved in an accident. Their heartwarming enthusiasm saw them raise over $1,300.
In another instance, the staff at ITE College West got the thumbs-up from a grateful
student for their care and concern shown. An amputee, the student was able to
participate fully without worrying about mobility within the campus, thanks to the
facilities, and a staff from the Automotive Technology department, who helped maintain
his wheelchair at no cost.
ITE Cares: Life is not all about
studies and work, as our staff and
students show. Throughout the year,
they have regularly worked together
to raise funds and help out various
charities.
ITE Innovate (2010-2014), the fourth
Helping our students develop a global perspective and international mindset is a big part of the
ITE experience. In 2011, 28% of the student cohort ventured beyond our shores under the Global
Education Programme. Under the programme, students are given the opportunity to go on exchange
programmes, industrial attachments, perform community services, and participate in cultural and sports
activities. Some of the community services performed include upgrading a primary school in Vietnam,
installing solar water heaters for a Boys’ Home in Kerala, India, and teaching fire-fighting and first-aid
skills to the local community in Magelang, Indonesia.
As part of our continual engagement of the community, the inaugural ITE Fiesta 2011 was held in ITE
College West over two days in September. The Fiesta showcased the capabilities of ITE students and staff,
while encouraging members of the public to ‘Discover the New ITE’. The event attracted some 5,000
members of the public and 2,500 secondary school students over the two days.
The crowd was entertained by games, performances and innovative student projects. They also had the
chance to discover the impressive facilities and opportunities offered to students. Taking advantage of
the ‘open-house’, we teamed up with the South West Community Development Council to offer a few
Corporate Social Responsibility activities, one of which was to have our Nitec in Beauty Therapy and
Nitec in Hair Fashion Design students provide makeovers for senior citizens in the community.
One of the biggest crowd-pullers was the offering of over 20 free courses, which included air-con
maintenance, computer repair, dance, and cooking workshops. In fact, these were so popular that more
sessions had to be added! The overwhelming response to the first ITE Fiesta is an encouragement for us
to make the next Fiesta at ITE College East in 2012 an even more exciting and fun-filled one.
Fun Times: The first ITE Fiesta drew large crowds with a myriad of exciting activities such as (clockwise from opposite page):
free massage services, mass Qi Gong exercise, breaking the record for longest sandwich made in Singapore, and music
performances by ITE students.
policy makers, Board Members, senior management and staff from the past and present, as well as our
students and alumni. At the event, we also honoured 25 international and local partners, which had
contributed significantly to our Mission and Vision, and had made an impact on students’ outcomes
and success.
MOVING ON
Looking ahead, we are set for another exciting year in FY 2012. With the achievements of
FY 2011 behind us, we look forward to bringing our focus on three key challenges in the
year ahead – enhancing the value and delivery of ITE education; inspiring greater student
excellence and success; and strengthening organisational and staff capabilities.
Guided by ITE Innovate and the FY 2012 Corporate Theme of ‘Celebrating Excellence,
Enhancing Productivity’, we will forge ahead to fulfil the 11 strategic programmes (five of
which were inspired by ITE Innovate) we have planned. Our agenda for the year ahead will
also revolve around these four sub-themes:
• Celebrating Excellence in VTE through our 20th Anniversary celebration, which will mark
another important milestone for ITE since our formation in 1992;
• Enhancing Value of ITE Education through the development of our new ITE Headquarters
and ITE College Central for enhanced authentic learning, as well as the implementation of
a new Career-Cluster Curriculum Model and courses relevant for the changing economy;
• Inspiring Excellence and Productivity through major corporate-wide review of ITE’s systems
and processes to further enhance productivity and promote greater innovations, in line
with ITE Innovate; and
• Extending ITE’s Global Brand Name through the renewal of ITE’s partnership with the
Ministry of Education, Youth and Sports (KM), Baden-Württemberg, Germany; the signing
of an MOU with Box Hill Institute, Melbourne, Australia; and the hosting of the Singapore
International Technical and Vocational Education and Training (TVET) Conference 2012,
which is sponsored by Temasek Foundation.
The targets set reflect our commitment to maximise and create long-term sustainable value
for customers, staff and other stakeholders in our continuing journey of excellence. Through
the programmes mapped out, we will be well-positioned to achieve our vision of becoming A
Global Leader for Innovations in Technical Education by 2014.
