Advisory Board<br />

Canada’s Minister of Foreign Affairs, <strong>the</strong> Honourable John Manley, appointed an international<br />

Advisory Board of serving and <strong>for</strong>mer <strong>for</strong>eign ministers and o<strong>the</strong>r eminent individuals<br />

<strong>to</strong> act as a political reference point <strong>for</strong> <strong>the</strong> <strong>ICISS</strong>. The Advisory Board was designed <strong>to</strong> help<br />

Commissioners ground <strong>the</strong>ir <strong>report</strong> in current political realities, and assist in building <strong>the</strong><br />

political momentum and public engagement required <strong>to</strong> follow up its recommendations.<br />

Members of <strong>the</strong> Advisory Board are <strong>the</strong> Honourable Lloyd Axworthy (Chair), Direc<strong>to</strong>r and<br />

CEO of <strong>the</strong> Liu Centre <strong>for</strong> <strong>the</strong> Study of Global Issues at <strong>the</strong> University of British Columbia;<br />

Her Excellency María Soledad Alvear Valenzuela, Minister of Foreign Affairs of <strong>the</strong> Republic<br />

of Chile; Dr. Hanan Ashrawi, <strong>for</strong>mer Cabinet Minister of <strong>the</strong> Palestinian National Authority;<br />

Right Honourable Robin Cook, <strong>for</strong>mer British Foreign Secretary President of <strong>the</strong> Council<br />

and Leader of <strong>the</strong> House of Commons, United Kingdom of Great Britain and Nor<strong>the</strong>rn<br />

Ireland; Mr. Jonathan F. Fan<strong>to</strong>n, President of <strong>the</strong> John D. and Ca<strong>the</strong>rine T. MacArthur<br />

Foundation; Professor Bronislaw Geremek, Chairman of <strong>the</strong> European Law Committee of<br />

Pitsuwan, <strong>for</strong>mer Minister of Foreign Affairs of <strong>the</strong> Kingdom of Thailand; Dr. Mamphela<br />

Ramphele, Managing Direc<strong>to</strong>r of The World Bank Group and <strong>for</strong>mer Vice-Chancellor of <strong>the</strong><br />

University of Cape Town; and His Excellency Adalber<strong>to</strong> Rodríguez Giavarini, Minister of<br />

Foreign Relations, <strong>International</strong> Trade and Worship of <strong>the</strong> Argentine Republic.<br />

The Advisory Board met with Commissioners in London on 22 June 2001, with <strong>the</strong><br />

following members participating in what proved <strong>to</strong> be a highly lively and productive debate:<br />

<strong>for</strong>mer Canadian Foreign Affairs Minister, Lloyd Axworthy; Secretary-General of <strong>the</strong> Arab<br />

League, Amre Moussa; <strong>for</strong>mer British Foreign Secretary, Robin Cook; <strong>for</strong>mer Mexican<br />

Foreign Minister, Rosario Green; <strong>for</strong>mer Chilean Foreign Minister Juan Gabriel Valdés (also<br />

representing <strong>the</strong> current Chilean Foreign Minister); representatives of <strong>the</strong> Foreign Ministers<br />

of Argentina and Greece; President of <strong>the</strong> MacArthur Foundation, Johnathan Fan<strong>to</strong>n; and<br />

Founding Direc<strong>to</strong>r of <strong>the</strong> Liu Centre at <strong>the</strong> University of British Columbia, Ivan Head.<br />

Commission Meetings<br />

Five full meetings of <strong>the</strong> Commission were held: in Ottawa on 5–6 November 2000;<br />

Mapu<strong>to</strong> 11–12 March 2001; New Delhi 11–12 June 2001; Wakefield, Canada, 5–9 August<br />

2001; and Brussels on 30 September 2001. There was also an in<strong>for</strong>mal Commission meeting<br />

in Geneva on 1 February 2001 involving a number of Commissioners in person and o<strong>the</strong>rs<br />

by conference call, and multiple fur<strong>the</strong>r meetings of small groups of Commissioners in <strong>the</strong><br />

roundtables and consultations described below.<br />

At <strong>the</strong>ir first meeting, Commissioners considered a series of central questions, identified <strong>the</strong><br />

key issues and decided on a general approach. An early draft outline of <strong>the</strong> Report was <strong>the</strong>n<br />

developed and circulated. This outline was considered at <strong>the</strong> Geneva meeting in early February,<br />

and expanded fur<strong>the</strong>r at <strong>the</strong> Mapu<strong>to</strong> meeting in March. A fuller draft was <strong>the</strong>n produced in
