5.1 A forum for maritime transport consensus building<br />
The current exercise in bringing together representatives from the various industries in the maritime<br />
sector and representatives from other transportation sectors has already proven extremely beneficial.<br />
Agreements have been reached and action plans outlined.<br />
It is therefore vitally important that a forum be held at least once a year to evaluate progress and<br />
identify potential obstacles to the effective implementation of the proposed policy measures. It<br />
is also important to reinforce consensus among all stakeholders and the gouvernement du<br />
<strong>Québec</strong>.<br />
The Ministre délégué aux <strong>Transport</strong>s et à la Politique maritime will call a meeting in September<br />
2001 to lay the foundation for the permanent Forum. As we can see below, the groups and<br />
organizations on the list are the ones who took part in the March 1, 2001 forum.<br />
The forum’s role will be to oversee the implementation of the various measures proposed in the<br />
<strong>Québec</strong> <strong>Marine</strong> <strong><strong>Transport</strong>ation</strong> <strong>Policy</strong> and further examine the various issues raised by the different<br />
work groups that will be created. One of the issues it will address is the problem of labour relations<br />
in this field. The forum will be able to form new work groups, as and when appropriate, in order to<br />
solve specific problems and look more closely at any issue which is likely to lead to the development<br />
of new policy directions and support the expansion of the maritime sector, such as cabotage,<br />
competitiveness, labour relations etc.<br />
The forum will be co-chaired by the Ministre délégué aux <strong>Transport</strong>s et à la Politique maritime<br />
and a representative of the maritime sector appointed by the minister after consultation with<br />
industry representatives. Administrative services for the forum will be provided by the ministère<br />
des <strong>Transport</strong>s.<br />
