<strong>Annual</strong> Information <strong>Bulletin</strong> <strong>2009</strong><br />
Thus the vision <strong>of</strong> the <strong>Ministry</strong> is:<br />
“To be a pr<strong>of</strong>essional organization, competent in enabling provision <strong>of</strong> physical infrastructure <strong>of</strong><br />
excellent quality, environmentally sound <strong>and</strong> embodying the Bhutanese cultural <strong>and</strong> traditional<br />
values to foster socio economic development.”<br />
VISION ELEMENTS<br />
a) Excellent Quality – Physical infrastructure, which is technically <strong>of</strong> superior quality, cost<br />
effective <strong>and</strong> which contributes to the economic development <strong>of</strong> the country, engaging<br />
the state <strong>of</strong> technical know-how in construction.<br />
b) Environmentally Sound – the physical infrastructure will not pose any threat to the<br />
pristine environment by its existence <strong>and</strong> during its construction. It shall draw upon the<br />
natural resources in an eco-friendly <strong>and</strong> sustainable basis from the environment.<br />
c) Embodying the Bhutanese Culture <strong>and</strong> Tradition – the physical infrastructure shall<br />
have deep reverence for the traditional designs <strong>and</strong> cultural values symbolized in the<br />
Bhutanese architecture. It shall blend <strong>and</strong> promote the cultural <strong>and</strong> traditional values<br />
manifested in the Bhutanese architecture.<br />
PRIMARY FUNCTIONS OF THE MINISTRY<br />
Following the vision statement, the primary functions <strong>of</strong> the <strong>Ministry</strong> will be to:<br />
• Formulate policies <strong>and</strong> develop plans related to physical infrastructures in the country;<br />
• Develop <strong>and</strong> implement Acts/regulations/st<strong>and</strong>ards related to physical infrastructure;<br />
• Engage in <strong>and</strong> coordinate capacity building <strong>of</strong> technical human resources in the country;<br />
• Set policies to promote appropriate construction industry;<br />
• Promote research <strong>and</strong> development that would serve to maintain a synergy between<br />
technology, environment <strong>and</strong> traditional values; <strong>and</strong><br />
• Develop plans <strong>and</strong> policies for proper human settlement through growth centers<br />

The Departments/Authorities/Corporations under the <strong>Ministry</strong> are:<br />

2. Department <strong>of</strong> Urban Development <strong>and</strong> Engineering Services (DUDES)<br />
3. Construction Development Board (CDB)<br />
4. St<strong>and</strong>ards <strong>and</strong> Quality Control Authority (SQCA)<br />
5. National Housing Development Corporation (NHDC)<br />
6. Thimphu City Corporation (TCC)<br />
7. Phuentsholing City Corporation (PCC)<br />
8. Construction Development Corporation Limited (CDCL)<br />
