ELIGIBILITY CRITERION FOR <strong>ECHS</strong> MEMBERSHIP: DEPENDANT CHILD WITH PERMANENT<br />
DISABILITY<br />
1. <strong>ECHS</strong> caters for Medicare of all Ex-Servicemen in receipt of pension as also dependents to<br />
include wife/husband, legitimate children upto the age of 25 years and wholly dependent<br />
parents. In addition, unmarried / unemployed / divorced / widowed daughters and permanently<br />
disabled sons who are dependent on the member are entitled benefit of membership.<br />
2. The criteria for granting <strong>eligibility</strong> on the basis of permanent disability are as under :-<br />
(a)<br />
Onset of disability should be prior to attainment of 25 years of age.<br />
(b) Permanent disability should be certified by Service Classified Specialist as per format<br />
of certificate enclosed at Appendix A.<br />
(c) The condition of disability should be mentioned in the records of pensioner and the<br />
disabled dependent son should be eligible for family pension.<br />
3. The following guidelines are laid down for the issue of disability certificate, as approved by<br />
DGAFMS :-<br />

The certificate will be issued by concerned service Classified Specialist.<br />
Only certificates issued as per correct format (Appendix A) will be accepted.<br />
(c) The certificate should be initiated by the Classified Specialist concerned and<br />
thereafter recommendations of the Senior Adviser/Additional Adviser of concerned<br />
speciality, or Senior Adviser of Allied Speciality obtained.<br />
(d) In the event of Senior Adviser/Additional Adviser of concerned/allied Speciality not<br />
being available locally in a Station, the Commandant/Commanding Officer of Service<br />
Hospital will arrange to forward the certificate alongwith necessary/connected medical<br />
documents to the concerned/allied Senior Adviser for the zone, for obtaining<br />
recommendations and return. If the Senior Adviser desires to examine the patient, the<br />
same will be communicated to the <strong>ECHS</strong> member for compliance under own arrangements.<br />
(e) The certificate will be countersigned by Commandant/Commanding Officer Service<br />
Hospital.<br />
(f) The minimum degree of disability should be 40% in order to be eligible for any<br />
concession/benefits under <strong>ECHS</strong>. Assessment criterion is as laid down in ‘Guide to Medical<br />
Officers – (Military Pensions) – 2002’.
