ELIGIBILITY OF DEPENDENT SON (S) 1. Reference Central Organisation ECHS letter Nos:- (a) B/49701-PR//AG/ECHS dated 01 Jun 2006. (b) B/49764/AG/ECHS/R dated 15 Feb 2005. 2. Amendments in eligibility conditions for dependent son (s) stipulated vide our letters under reference is further amplified as given in the succeeding paragraphs. 3. ECHS Membership For Dependent Son(s). Existing Para 3(d) of this HQ letter mentioned at Para 1(a) above may please be deleted and substituted by the following:- “Unemployed and wholly dependent son is permitted to be included as dependent. Details must be included in the service record of the pensioner. However, to avail the medical facilities beyond the age of 25 years the ESM pensioner/family pensioner will annually certify the dependency of his/her son through an ‘Affidavit’ on attaining the age of 25 years. This implies that a wholly dependent son is permitted to avail medical facilities irrespective of age provided that ESM pensioner certifies his dependency annually commencing from the age of 25 years”. 4. Removal of Age For Onset of Disability. It is clarified that there is no age restriction for onset of permanent disability in a dependent child. 5. The above may please be given wide publicity. CLARIFICATION ON TERM ‘FAMILY’ FOR ENROLMENT INTO ECHS 1. Further to this HQ letter of even number dated 01 Jun 2006. 2. Mentally/Handicapped Children are permitted to be member of ECHS for life. Eligibility conditions for grant of ECHS membership in respect of such children have been stipulated vide Para 3(e) (i) to (iii) of our letter under reference. However, few ESM are finding it difficult to get the disability certified by a Service Classified Specialist especially those who retired prior to inception of ECHS. 3. Keeping in view of above, it has been decided that certificate with regard to permanent disability of a child issued by Civil Surgeon would also be acceptable provided that such certificate clearly indicates the percentage of disability and child’s inability to earn his livelihood. Hence, the following amendments may please be made to Para 3(e) (ii) of our letter under reference:- (a) For “Permanent disability should be certified by Service Classified Specialist as per format of certificate enclosed at Appendix”. Read “Permanent disability should be certified by Service Classified Specialist/Civil Surgeon as per format of certificate enclosed at Appendix duly indicating percentage of disability and the child’s inability to earn his livelihood”. A copy of certificate of Disability to be produced from Civil Surgeon is enclosed. 4. The remaining conditions on the subject will remain unchanged.
