ELIGIBILITY OF DEPENDENTS : <strong>ECHS</strong> MEMBERSHIP<br />
1. Please refer to following policy letters:-<br />
(a) B/49764/AG/<strong>ECHS</strong> dt 10 Oct 2003.<br />
(b) B/49701-SP/AG/<strong>ECHS</strong>/R dt 06 May 2005.<br />
(c) B/49701-PR/AG/<strong>ECHS</strong> dt 01 Jun 206.<br />
2. As per the existing instructions, an ESM pensioner/family pensioner is permitted to include<br />
names of his/her wholly dependent children for grant of <strong>ECHS</strong> membership. However, names of such<br />
children should be found recorded in the service records of the ESM pensioner. For children born after<br />
retirement or for some other reasons if the names of children are not endorsed in the Service Records<br />
during the service; an ESM is required to approach his Record Office for endorsement of names of his<br />
children through publication of Non Effective Series of part II Orders. Provisions exists for publication<br />
of Record Office NE Part II Orders within three years ie up to Aug 2007 for getting necessary Part II<br />
Orders published by affected ESM has been granted by the competent authority.<br />
3. Notwithstanding the above, cases have come to light wherein an ESM has expired and the<br />
names of children are not found recorded in the service records of the deceased soldier. The names of<br />
such dependent children can not be recorded in the service records of the deceased soldier as per<br />
rules on the subject. As result some widows whose husbands or orphan children whose parents did<br />
not get the necessary Part II Orders published, are facing difficulties in seeking <strong>ECHS</strong> membership. To<br />
ameliorate the difficulties of affected widows and such orphans children, the procedure as mentioned<br />
in the succeeding paragraphs will be followed, in future.<br />
4. Such widows and orphan children will apply for membership of <strong>ECHS</strong> along with following<br />
additional documents in lieu of endorsement of names in the service records of the ESM<br />
pensioner. In other words, publication of Part II Orders in such cases will not be insisted:-<br />
(a)<br />
An ‘Affidavit’ on Rs. 10/- Non Judicial Stamp paper duly certifying that:-<br />
(i) My husbaband/parent No __________ Rank ___________ Name<br />
_______retired from Army/Navy/Indian Air Force Service wef<br />
________.<br />
(ii)<br />
My husband/ESM parent expired on ___________________.<br />
(iii) The following child(ren) whose photograh(s) is/are affixed against their name<br />
was/were born to the deceased ESM pensioner on dates noted against each:-<br />

(iv) The child(ren) mentioned above is/are wholly dependent and is/are not<br />
employed.<br />
(v) My husband/parent could not get name(s) of our above named child(ren)<br />
recorded in his service records prior to his death.<br />
