ORDINARY MEETING<br />

1. MINUTES OF THE MEETING HELD ON 17 th MARCH 2010<br />

The minutes of the meeting held on 17 th March 2010 were accepted as a true<br />

record of proceedings.<br />

2. MATTERS ARISING<br />

a. Khat. The Chair reported that a meeting was being arranged with the Health<br />

Minister, but had to be put on hold until after the election. John McDonnell’s PA<br />

was now in the process of organising another meeting with the new Health<br />

Minister. This was noted.<br />

3. UPDATE BY ELIZABETH BEGGS ON LONDON COMMUNITIES POLICING<br />

PARTNERSHIP (LCP2)<br />

Elizabeth gave the Group a brief summary of the background of LCP2. She said<br />

that they were a registered Charity limited by guarantee, originally called the<br />

<strong>London</strong> Wide Forum. Initially set up in the eighties (as an umbrella Group) after the<br />

inception of Consultative Groups over the whole of <strong>London</strong>, as a direct result of the<br />

report by Lord Scarman on the Brixton riots in 1981, following similar disturbances<br />

in <strong>London</strong> <strong>and</strong> other parts of the country in the late 70s <strong>and</strong> 80s.<br />

CPCG’s were then established in each <strong>London</strong> Borough, with a primary remit to<br />

provide a forum for consultation between the local <strong>police</strong> <strong>and</strong> the <strong>community</strong>, this<br />

was then sanctioned by the, then, Home Secretary. In the beginning, the<br />

Metropolitan Police Service provided each <strong>London</strong> Group with financial support; it<br />

has only been for the past 8/9 years that the Metropolitan Police Authority took<br />

over the role of providing funds to each Group.<br />

In 2007, the <strong>London</strong> Wide Forum was informed by the MPA that they would no<br />

longer be prepared to fund the Forum in the same format. The MPA said that they<br />

might consider funding for us if we changed our working practice. At that time we<br />

operated on an extremely limited budget, so therefore were also limited on the<br />

amount of support that we could give the Groups.<br />

So the Executive Committee of the <strong>London</strong> Wide Forum consisting of the existing<br />

Chair, three other Chairs <strong>and</strong> Elizabeth, got together <strong>and</strong> decided that they would<br />

not let the <strong>London</strong> Wide Forum fall on its sword - It had become clear over the<br />

years that Consultative Groups needed a voice within the Community, but they<br />

also required an independent body, who would in times of stress <strong>and</strong> problems<br />

within their Group, had an organisation that could hopefully give them advice <strong>and</strong><br />

help. Due to the diversity of Groups throughout <strong>London</strong>, no Group is structured in<br />

the same way. After much consultation <strong>and</strong> hard work they finally came up with a<br />

package that was put forward to the MPA <strong>and</strong> thought would work for all the 32<br />

<strong>London</strong> Consultative Groups. They did indicate that it could prove to be more<br />
