ORDINARY MEETING
1. MINUTES OF THE MEETING HELD ON 17 th MARCH 2010
The minutes of the meeting held on 17 th March 2010 were accepted as a true
record of proceedings.
2. MATTERS ARISING
a. Khat. The Chair reported that a meeting was being arranged with the Health
Minister, but had to be put on hold until after the election. John McDonnell’s PA
was now in the process of organising another meeting with the new Health
Minister. This was noted.
3. UPDATE BY ELIZABETH BEGGS ON LONDON COMMUNITIES POLICING
PARTNERSHIP (LCP2)
Elizabeth gave the Group a brief summary of the background of LCP2. She said
that they were a registered Charity limited by guarantee, originally called the
London Wide Forum. Initially set up in the eighties (as an umbrella Group) after the
inception of Consultative Groups over the whole of London, as a direct result of the
report by Lord Scarman on the Brixton riots in 1981, following similar disturbances
in London and other parts of the country in the late 70s and 80s.
CPCG’s were then established in each London Borough, with a primary remit to
provide a forum for consultation between the local police and the community, this
was then sanctioned by the, then, Home Secretary. In the beginning, the
Metropolitan Police Service provided each London Group with financial support; it
has only been for the past 8/9 years that the Metropolitan Police Authority took
over the role of providing funds to each Group.
In 2007, the London Wide Forum was informed by the MPA that they would no
longer be prepared to fund the Forum in the same format. The MPA said that they
might consider funding for us if we changed our working practice. At that time we
operated on an extremely limited budget, so therefore were also limited on the
amount of support that we could give the Groups.
So the Executive Committee of the London Wide Forum consisting of the existing
Chair, three other Chairs and Elizabeth, got together and decided that they would
not let the London Wide Forum fall on its sword - It had become clear over the
years that Consultative Groups needed a voice within the Community, but they
also required an independent body, who would in times of stress and problems
within their Group, had an organisation that could hopefully give them advice and
help. Due to the diversity of Groups throughout London, no Group is structured in
the same way. After much consultation and hard work they finally came up with a
package that was put forward to the MPA and thought would work for all the 32
London Consultative Groups. They did indicate that it could prove to be more
