Rationale <strong>and</strong> considerations<br />

The 1970s <strong>and</strong> 1980s were a catastrophic period <strong>for</strong> elephants <strong>in</strong> <strong>Kenya</strong>, result<strong>in</strong>g <strong>in</strong> <strong>the</strong> loss of 88% of <strong>the</strong> population<br />

over a period of just 20 years, due to poach<strong>in</strong>g by heavily armed gangs. This poach<strong>in</strong>g was stimulated by<br />

<strong>in</strong>ternational trade <strong>in</strong> ivory, apathy, lack of effective governance <strong>and</strong> an <strong>in</strong>effective security <strong>for</strong>ce. These crim<strong>in</strong>al<br />

gangs, through <strong>the</strong> sale of ivory, were able to purchase more weapons <strong>and</strong> fund crim<strong>in</strong>al activities that <strong>in</strong>cluded <strong>the</strong><br />

<strong>the</strong>ft of livestock <strong>and</strong> o<strong>the</strong>r property, <strong>and</strong> <strong>the</strong> terroriz<strong>in</strong>g of rural communities. The <strong>for</strong>mation of KWS <strong>in</strong> 1989, its<br />

security department <strong>and</strong> armed w<strong>in</strong>g (with automatic weapons, equal to <strong>the</strong> firepower of <strong>the</strong> gangs) was a<br />

milestone, with dramatic improvements <strong>in</strong> wildlife security, which was focused on elephant <strong>in</strong> gazetted PAs. Law<br />

en<strong>for</strong>cement <strong>and</strong> a CITES ban on <strong>in</strong>ternational ivory trade led to a decl<strong>in</strong>e <strong>in</strong> poach<strong>in</strong>g pressure <strong>and</strong> this resulted <strong>in</strong><br />

elephant population recovery <strong>in</strong> <strong>Kenya</strong>. Success <strong>in</strong> curb<strong>in</strong>g poach<strong>in</strong>g related to <strong>the</strong> establishment of an effective,<br />

well-equipped, resourced <strong>and</strong> deployed paramilitary <strong>for</strong>ce, comb<strong>in</strong>ed with an <strong>in</strong>telligence partnership with local<br />

communities <strong>and</strong> l<strong>and</strong>owners.<br />

The rationale <strong>for</strong> <strong>the</strong> current strategy is to consolidate this successful policy <strong>and</strong> susta<strong>in</strong> its impact <strong>in</strong> <strong>the</strong> face of<br />

<strong>in</strong>creas<strong>in</strong>g poach<strong>in</strong>g pressure <strong>and</strong> renewed proliferation of firearms through a <strong>for</strong>ce modernisation programme.<br />

A key priority is to secure <strong>for</strong>mer range areas <strong>in</strong> nor<strong>the</strong>rn <strong>Kenya</strong> <strong>for</strong> elephants to move <strong>in</strong> <strong>and</strong> thus relieve pressure <strong>in</strong><br />

<strong>the</strong> exist<strong>in</strong>g core populations <strong>in</strong> Central <strong>Kenya</strong>. It is clear that dem<strong>and</strong> <strong>for</strong> ivory is threaten<strong>in</strong>g elephant populations<br />

across <strong>the</strong> African cont<strong>in</strong>ent. Indeed, <strong>the</strong>re have been major ivory seizures recorded elsewhere <strong>in</strong> <strong>the</strong> world,<br />

identification of active major ivory transit routes to Ethiopia, Somalia <strong>and</strong> elsewhere, active ivory markets <strong>in</strong> Ch<strong>in</strong>a<br />

(found to be import<strong>in</strong>g raw <strong>and</strong> recently poached stocks) <strong>and</strong> Japan (seem<strong>in</strong>gly legal with work<strong>in</strong>g of old or ‘legal’<br />

ivory) <strong>and</strong>, a price <strong>in</strong>crease <strong>in</strong> ivory rais<strong>in</strong>g concerns that commodity speculators may be buy<strong>in</strong>g ivory as a bolster<br />

aga<strong>in</strong>st <strong>the</strong> recession.The need <strong>for</strong> greater stakeholder collaboration, especially across borders is emphasised by <strong>the</strong><br />

<strong>in</strong>creased threat to elephants from unstable neighbour<strong>in</strong>g countries.<br />

To counter this trend, <strong>Kenya</strong> will be more active on <strong>the</strong> diplomatic front with major consumer countries such as<br />

Ch<strong>in</strong>a which is becom<strong>in</strong>g a major trad<strong>in</strong>g partner, as well as focus<strong>in</strong>g on enhanced elephant security. Area-specific<br />

strategies will need to be developed with strategic deployment of security units, <strong>in</strong>telligence cells <strong>and</strong> <strong>in</strong>vestigation<br />

units, particularly <strong>in</strong> <strong>the</strong> north of <strong>the</strong> country, with enhanced fire power <strong>and</strong> aircraft based surveillance to enable<br />

expansion of elephant distribution. Capacity will be improved through rout<strong>in</strong>e <strong>in</strong>duction of new rangers <strong>and</strong> focused
