CONSERVATION AND MANAGEMENT STRATEGY FOR THE ELEPHANT IN KENYA 37<br />

tra<strong>in</strong><strong>in</strong>g of KWS <strong>and</strong> private sector armed <strong>and</strong> non-armed personnel, <strong>and</strong> <strong>the</strong> grow<strong>in</strong>g numbers of community game<br />

scouts, <strong>in</strong> all aspects of elephant security. A community engagement process should be <strong>in</strong>itiated to re<strong>in</strong><strong>for</strong>ce <strong>the</strong><br />

image of KWS armed w<strong>in</strong>g as a positive <strong>for</strong>ce <strong>for</strong> law <strong>and</strong> order, help<strong>in</strong>g to ensure a secure environment <strong>for</strong> both<br />

communities <strong>and</strong> animals. This would enable <strong>the</strong> establishment of more extensive <strong>and</strong> reliable <strong>in</strong><strong>for</strong>mer networks<br />

<strong>and</strong> flow of <strong>in</strong>telligence <strong>in</strong><strong>for</strong>mation on poach<strong>in</strong>g, illegal activities <strong>and</strong> trade. Game Scout Associations <strong>and</strong> private<br />

sector/NGO game scout groups are active <strong>in</strong> a number of areas <strong>in</strong> <strong>the</strong> country, work<strong>in</strong>g <strong>in</strong> <strong>the</strong> context of Group<br />

Ranches, community conservancies, research programmes, private sector conservancies <strong>and</strong> tourism operations.<br />

Partnerships should be developed <strong>and</strong> streng<strong>the</strong>ned between KWS security staff <strong>and</strong> such groups, with <strong>the</strong><br />

possibility of <strong>the</strong> latter receiv<strong>in</strong>g honorary ranger status. Operational units should be streng<strong>the</strong>ned <strong>and</strong> modernised<br />

at <strong>the</strong> required st<strong>and</strong>ard <strong>in</strong>clud<strong>in</strong>g equipp<strong>in</strong>g patrol units with adequate monitor<strong>in</strong>g <strong>and</strong> surveillance systems to<br />

provide <strong>in</strong><strong>for</strong>mation feed<strong>in</strong>g <strong>in</strong>to a well developed database report<strong>in</strong>g system <strong>for</strong> guid<strong>in</strong>g more effective <strong>and</strong><br />

efficient coverage of <strong>the</strong>ir areas. Weak law <strong>and</strong> low conviction rates have been seen as a problem underm<strong>in</strong><strong>in</strong>g <strong>the</strong><br />

credibility of anti-poach<strong>in</strong>g ef<strong>for</strong>ts. Stiffer penalties have been <strong>in</strong>troduced <strong>in</strong> <strong>the</strong> revised Wildlife Policy, which is<br />

await<strong>in</strong>g parliament approval. Ef<strong>for</strong>ts must be made to achieve effective cooperation with <strong>the</strong> judiciary, police, local<br />

authorities, prov<strong>in</strong>cial adm<strong>in</strong>istration <strong>and</strong> community leaders on <strong>the</strong> capture <strong>and</strong> prosecution of illegal hunters of<br />

elephants (<strong>and</strong> o<strong>the</strong>r wildlife). Cross-border collaboration (Tanzania, Ug<strong>and</strong>a, Ethiopia, Somalia, Sudan) needs to be<br />

improved through establishment of <strong>for</strong>mal operational structures as given <strong>in</strong> <strong>the</strong> African <strong>Elephant</strong> Action Plan. The<br />

customs authorities are key <strong>in</strong> this aspect <strong>and</strong> need to be <strong>in</strong>tegrated more fully <strong>and</strong> be made aware of <strong>the</strong> strategy<br />

<strong>and</strong> necessary actions.<br />

To support this <strong>the</strong>re must be necessary policy <strong>and</strong> legislative changes (streng<strong>the</strong>ned law aga<strong>in</strong>st poach<strong>in</strong>g <strong>and</strong><br />

illegal trade; effective l<strong>and</strong> use plann<strong>in</strong>g <strong>and</strong> environment impact assessment - EIA); security management of ivory<br />

stocks to prevent trophies leak<strong>in</strong>g <strong>in</strong>to illegal market <strong>and</strong> enhanced monitor<strong>in</strong>g of elephants us<strong>in</strong>g appropriate<br />

technologies (fitt<strong>in</strong>g satellite collars to vulnerable elephant groups <strong>in</strong>clud<strong>in</strong>g cross-border populations).<br />

Consideration needs to be given to <strong>the</strong> creation of secure corridors <strong>and</strong> dispersal areas (with community support)<br />

<strong>and</strong> streng<strong>the</strong>n<strong>in</strong>g law en<strong>for</strong>cement (use of search dogs etc.) at entry <strong>and</strong> exit po<strong>in</strong>ts. International dialogue on trade<br />

control through a coord<strong>in</strong>ated approach with o<strong>the</strong>r countries that have similar policies, <strong>and</strong> cont<strong>in</strong>ued discussion<br />

with countries hav<strong>in</strong>g pro-trade policies, are essential <strong>for</strong> f<strong>in</strong>d<strong>in</strong>g a solution to <strong>the</strong> uncontrolled hunt<strong>in</strong>g of elephants.<br />

Coord<strong>in</strong>ation <strong>and</strong> cooperation on en<strong>for</strong>cement <strong>and</strong> monitor<strong>in</strong>g of illegal hunt<strong>in</strong>g <strong>and</strong> trade <strong>in</strong> ivory with<br />

neighbour<strong>in</strong>g countries, through <strong>in</strong>struments such as <strong>the</strong> Lusaka Agreement Task Force (LATF) <strong>and</strong> INTERPOL, are<br />

important <strong>for</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g national protection <strong>in</strong> <strong>the</strong> face of globalised trade pressures.<br />

If applied, all this will lead to greater deterrence <strong>and</strong> reduced poach<strong>in</strong>g with reoccupation of <strong>for</strong>mer rangel<strong>and</strong>s by<br />

elephants. However, <strong>the</strong>re are challenges to achiev<strong>in</strong>g this <strong>in</strong>clud<strong>in</strong>g; proliferation of firearms <strong>and</strong> general <strong>in</strong>security<br />

(KWS cannot deal with this issue alone: it must be dealt with by <strong>the</strong> government as a whole), HEC, habitat loss <strong>and</strong><br />

fragmentation through <strong>in</strong>appropriate l<strong>and</strong>-use plann<strong>in</strong>g <strong>and</strong> weak wildlife policy <strong>and</strong> legislation.
