Annex 1 Terms of Reference <strong>for</strong> <strong>Elephant</strong> <strong>Management</strong> Committees<br />
Annex 1.1 <strong>Elephant</strong> Executive Committee (EEC)<br />
Chairman: Director, KWS<br />
Secretary: <strong>Elephant</strong> Programme Coord<strong>in</strong>ator (EPC)<br />
Composition: Director, DD-WCS, DD-S, DD-BRM, DD-FA, DD-CS, H-HC, H-Vet,H-SCM, EPC<br />
Status: Executive Committee<br />
Overall M<strong>and</strong>ate:<br />
Assume overall executive responsibility <strong>for</strong> elephant conservation <strong>and</strong> management <strong>in</strong> <strong>Kenya</strong>. The committee will<br />
meet at least twice a year, ideally with<strong>in</strong> 2 weeks after <strong>the</strong> second quarter of <strong>the</strong> ETC meet<strong>in</strong>g. The committee can<br />
also be called upon when need arises.<br />
Specific Duties:<br />
i. Ratify major technical decisions concerned with conservation <strong>and</strong> management.<br />
ii. Develop <strong>and</strong> implement elephant policy.<br />
iii. Ensure <strong>the</strong> successful implementation of all required actions.<br />
iv. Advice on sourc<strong>in</strong>g of funds.<br />
v. Monitor fund<strong>in</strong>g, expenditure <strong>and</strong> effectiveness<br />
Annex 1.2 <strong>Elephant</strong> Technical Committee (ETC)<br />
Chairman: H-SCM<br />
Secretary: EPC<br />
Composition: To be composed by persons with expertise <strong>in</strong> different fields <strong>and</strong> appo<strong>in</strong>ted by <strong>the</strong> Director KWS.<br />
Status: Advisory committee<br />
Overall M<strong>and</strong>ate:<br />
To advise <strong>the</strong> <strong>Elephant</strong> Executive Committee, through <strong>the</strong> coord<strong>in</strong>at<strong>in</strong>g office, on technical matters perta<strong>in</strong><strong>in</strong>g<br />
to elephant protection <strong>and</strong> management <strong>and</strong> provide a conclusive way <strong>for</strong>ward on issues raised. Establish a<br />
susta<strong>in</strong>ed l<strong>in</strong>k between regional management <strong>and</strong> ETC through <strong>the</strong> coord<strong>in</strong>at<strong>in</strong>g office.<br />
Specific duties:<br />
i. Evaluate implications of technical recommendations be<strong>for</strong>e implementation.<br />
ii. Develop <strong>in</strong>tervention protocols.<br />
iii. Set survey <strong>and</strong> monitor<strong>in</strong>g st<strong>and</strong>ards <strong>and</strong> procedures, <strong>and</strong> evaluate <strong>the</strong>ir implementation <strong>and</strong> effectiveness.<br />
iv. Review all elephant conservation, management <strong>and</strong> research proposals <strong>for</strong> fund<strong>in</strong>g.<br />
v. Fund raise <strong>for</strong> elephant conservation <strong>and</strong> management, <strong>and</strong> implementation of <strong>the</strong> strategy.<br />
vi. Review <strong>and</strong> report on <strong>the</strong> implementation of <strong>the</strong> strategy.
