Dear Collector, 

It is a rare occasion when someone has an opportunity to fulfil a lifelong dream. 

For me, the dream has always been a job that allows me to work with postage 

stamps on a global stage. That is why I am very excited and thrilled to become 

the new Chief of the United Nations Postal Administration. 

What gives me confidence that I will be successful in this new position is the 

wonderful team I am joining here at the UNPA. It did not take me long to experience 

the passion and enthusiasm this group has for making the programme 

so well respected around the world. Working with them to serve your collecting 

needs is a responsibility I embrace without hesitation. 

As we move forward together, I hope you will take time to share with me your 

thoughts and opinions about the UNPA stamp programme. I have a lot to learn 

about what it takes to keep you a satisfied UNPA collector. Hearing directly 

from you is the best way for me to appreciate how our efforts are being received 

by the philatelic community. 

In closing, let me take a moment to congratulate Bob Gray on his retirement 

from the UNPA. I can tell you from talking with colleagues and collectors that 

Bob is highly regarded as a leader who made a positive impact on the programme. 

I am sure during his long trip home to Australia he will have a chance 

to reflect on the wonderful contributions he made to the UNPA. We wish him 

and his wife Marina the best in their retirement.

On 12 April 1961, Yuri Gagarin of the Union of 

Soviet Socialist Republics became the first 

human to travel into outer space. His space flight 

heralded a new era of human endeavour in what has 

become known as the “final frontier”. Since that historic 

flight, humans have set foot upon the Moon, have learned 

to work in the harsh vacuum of outer space, and, for the 

last decade, have maintained a permanent human presence 

outside the Earth. 

Though human space flight began during the height of 

the cold war, it became an arena of both competition and 

cooperation. The race that culminated in the first steps 

taken on the Moon by American astronaut Neil Armstrong 

on 20 July 1969, also resulted in the first tentative steps 

towards international cooperation in human space flight— 

the 1975 joint American-Soviet space mission, known 

as the “Apollo-Soyuz Test Project”. Since then, nations 

have recognized the benefits of working together in outer 

space and that cooperation has led to the establishment 

of humanity’s permanent space outpost: the International 

Space Station (ISS). With over 15 nations working 

together in what is considered one of humankind’s 

greatest scientific and technical achievements, the ISS is 

a truly international endeavour and epitomizes one of the 

goals of the United Nations: international cooperation in 

outer space. 

United Nations interest in the use and exploration of outer 

space began shortly after the launch of the first satellite 

“Sputnik-1” in 1957. Recognizing the incredible potential 

offered by space technology for overcoming Earth-based 

problems like famine and disasters, the Member States 

of the United Nations established a permanent United 

Nations Committee on the Peaceful Uses of Outer Space 

(COPUOS). Tasked with developing a legal framework for 

the conduct of activities in outer space and also facilitating 

the use of space-based technology and its application for 

developed and developing nations alike, the Committee 

met for the first time on 27 November 1961, the same 

year as Gagarin’s flight. 

In the five decades of its existence, COPUOS has 

created five international treaties and five legal principles 

governing the activities of nations in outer space. This 

body of space law enshrines key concepts such as: the 

exploration and use of outer space shall be carried out 

for the benefit and in the interests of all nations, irrespective 

of their degree of economic or scientific development, 

and shall be the province of all humankind; the banning 

of the placement of weapons of mass destruction in outer 

space; and outer space is not subject to national appropriation. 

With modern civilization becoming increasingly 

dependent on space-based technology such as satellite 

communications and satellite navigation, the potential 

damage to these systems by collisions with space debris 

has become of increasing concern to nations. As such, 

the work of COPUOS has become even more relevant 

today, with its development of guidelines for use by countries 

to prevent and mitigate the creation of space debris; 

its discussions on the need to ensure the long-term 

sustainability of space activities; and its continuing work 

in ensuring all countries benefit from the exploration and 

use of outer space for peaceful purposes.

On 12 April 2011, the United Nations Postal 

Administration (UNPA) will issue three stamps 

in a mini-sheet format of sixteen stamps to 

commemorate the 50th Anniversary of Human Space 

Flight. UNPA is also issuing one souvenir sheet with six 

different denominations, two from each office. This is the 

first time ever that UNPA has issued a souvenir sheet in 

this format. 

THE ARTIST 

The stamps and souvenir sheets were designed by Peter 

Bollinger (U.S.A.). Renowned in the field of commercial 

art, Peter Bollinger is an award-winning illustrator whose 

clients include Grey Advertising, Sony Entertainment, 

DreamWorks, Sega, Wizards of the Coast, Nintendo, 

Mars, Harper Collins, Scholastic and many other 

publishing, advertising and entertainment organizations. 

Holding degrees in industrial and environmental design, 

Peter’s expertise covers diverse fields, from the design 

of computer terminals and street furniture, to monorails 

and automobiles. He has won major design and illustration 

awards in the United States, Australia, Italy and 

Japan. He undertakes architectural and concept design 

for numerous clients locally and abroad such as Disney 

Imagineering, Discovery Communications and numerous 

Japanese theme parks. Peter works in two separate 

styles, traditional airbrush and digital illustration, although 

the two have become more and more similar with each 

passing technical innovation. Once a die-hard New Yorker, 

Peter now lives in the relative tranquility of Silverado, 

California, with his family. These are Mr. Bollinger’s first 

stamp designs for the United Nations. 

STAMP SPECIFICATIONS 

The stamps in the denominations of 44 cents, F.s. 0,50 

and € 0,35 measure 40 mm horizontally by 30 mm vertically, 

perforation to perforation. Perforation: 13. 

The horizontal sheets of sixteen stamps have four 

marginal inscriptions, two in the left margin and two in 

the right margin. The marginal inscription consists of the 

United Nations emblem with the text “United Nations” 

above the emblem and the year 2011 below the emblem. 

One copyright symbol with the year 2011 appears in the 

bottom left margin. The artist’s signature appears in the 

lower right margin. 

SOUVENIR SHEET SPECIFICATIONS 

UNPA is issuing one souvenir sheet design with six 

denominations on the sheet, two from each office. The 

souvenir sheets, in the denominations of 44 cents, 

98 cents, F.s. 0,85, F.s. 1,00, € 0,55 and € 0,65 measure 

83 mm x 260 mm. This is the first time ever that UNPA 

has issued a souvenir sheet in this format. Customers 

who purchase equal amounts of New York, Geneva and 

Vienna souvenir sheets will receive the souvenir sheets 

as one sheet.

The stamps and souvenir sheets were printed in offset by 

Lowe-Martin Group (Canada) in the following denominations

Heritage is our legacy from the past, what 

we live with today and what we pass 

on to future generations. Our cultural 

heritage and our natural heritage are both 

irreplaceable sources of life and inspiration. 

What makes the concept of World Heritage 

exceptional is its universal application. World 

Heritage sites belong to all the peoples of the 

world, irrespective of the territory on which they 

are located. 

The United Nations Educational, Scientific 

and Cultural Organization (UNESCO) seeks 

to encourage the identification, protection 

and preservation of cultural and natural heritage 

around the world considered to be of 

outstanding value to humanity. This is embodied 

in an international treaty called the Convention 

Concerning the Protection of the World Cultural 

and Natural Heritage, adopted by UNESCO in 

1972. The United Nations Postal Administration 

has chosen five Nordic countries, plus the 

Struve Geodetic Arc, for this year’s stamp issue. 

COMMEMORATIVE STAMPS 

On 5 May 2011, the United Nations Postal 

Administration (UNPA) will issue a set of 

commemorative stamps on the theme “World 

Heritage—Nordic Countries” which includes 

five Nordic countries plus the Struve Geodetic 

Arc.

The stamps, in denominations of 44 cents, 98 cents, F.s. 0,85, 

F.s. 1,00, € 0,62 and € 0,70, measure 50 mm horizontally by 36 mm 

vertically, perforation to perforation. Perforation: 14 x 13 1/4. 

The horizontal sheets of twenty stamps have four marginal inscriptions, 

two in the left margin and two in the right margin. The marginal 

inscription consists of the World Heritage emblem with the text 

“UNESCO” above the emblem and “World Heritage 2011” below the 

emblem. One copyright symbol will appear in the lower left margin.

The royal domain of Drottningholm 

is located on Queen’s Island 

in Lake Mälaren, outside Stockholm. 

The island’s name acknowledges 

the closely interwoven history of 

the castle with the different queens 

of Sweden. 

The ensemble of Drottningholm— 

castle, theatre, Chinese pavilion and 

gardens—is the best example of a 

royal residence built in the eighteenth 

century in Sweden and is representative 

of all European architecture of that 

period, heir to the influences exerted 

by the Château de Versailles on the 

construction of royal residences in 

western, central and northern Europe. 

The changes and shifts in styles 

and fashions also affected the 

gardens: the French garden, which 

surrounds the complex, designed by 

Nicodemus Tessin the Younger in 

1681 on the model of the Baroque 

park of Versailles, with bronze statues 

by Adriaen de Vries, hedges with 

surprising shapes, and flower-beds, 

bushes, waterfalls, fountains and artificial 

ponds; and the English garden, 

to plans by King Gustav III and the 

architect Adelcrantz, reflecting the 

new preference for a more lively and 

“picturesque” landscape. 

With its castle, perfectly preserved 

theatre (built in 1766), Chinese 

pavilion and gardens, it is the finest 

example of an 18th-century north 

European royal residence inspired by 

the Palace of Versailles. 

Surtsey, a volcanic island approximately 

32 km from the south coast 

of Iceland, is a new island formed 

by volcanic eruptions that took 

place from 1963 to 1967. It is all the 

more outstanding for having been 

protected since its birth, providing the 

world with a pristine natural laboratory. 

Free from human interference, 

Surtsey has been producing unique 

long-term information on the colonization 

process of new land by plant 

and animal life. Since they began 

studying the island in 1964, scientists 

have observed the arrival of 

seeds carried by ocean currents, the 

appearance of moulds, bacteria and 

fungi, followed in 1965 by the first 

vascular plant, of which there were 

10 species by the end of the first 

decade. By 2004, they numbered 

60 together with 75 bryophytes, 

71 lichens and 24 fungi. Eighty nine 

species of birds have been recorded 

on Surtsey, 57 of which breed elsewhere 

in Iceland. The island is also 

home to 335 species of invertebrates. 

In the history of military architecture, 

the Fortress of Finland (Suomenlinna) 

is an outstanding example representative 

both of the general fortification 

principles of the period and of its 

specific characteristics. 

In 1747, when Finland was part of the 

Swedish realm, the Diet in Stockholm 

decided to build a fortress to serve 

as the main base for the armed 

forces stationed in Finland. A group 

of islands close to Helsinki were 

chosen to be the site of the fortress, 

which was to be called Sveaborg, the 

“Fortress of Sweden”, and construction 

began in 1748. The purpose was 

to link and fortify several islands so 

that entry into the city’s harbour could 

be controlled. 

One of the main reasons for building 

Sveaborg was to help Sweden 

counter the ambitions of Russia, 

whose principal military base in 

the Gulf of Finland was Kronstadt, 

commissioned by Peter the Great to 

protect the city of St. Petersburg and 

as the home port of a new Russian 

Navy to challenge Swedish maritime 

power in the eastern reaches of the 

Baltic Sea. Following Finland’s independence 

(1918), the name was 

changed a final time to Suomenlinna 

(Fortress of Finland). 

Located on islands off Helsinki, 

Suomenlinna is a unique historical 

monument and one of the largest 

maritime fortresses in the world. Its 

history is closely entwined with that of 

Finland and the Baltic region.

Located on a strategically important 

site commanding the Sund, the 

stretch of water between Denmark 

and Sweden, the Royal castle of 

Kronborg at Helsingør (Elsinore) is 

of immense symbolic value to the 

Danish people and played a key role 

in the history of northern Europe in 

the sixteenth to eighteenth centuries. 

Construction began on this 

outstanding Renaissance castle in 

1574, and its defenses were reinforced 

according to the canons of 

the period’s military architecture in 

the late seventeenth century. It has 

remained intact to the present day. 

It is world-renowned as Elsinore, the 

setting of Shakespeare’s Hamlet. 

The Struve Arc is a chain of 

survey triangulations stretching from 

Hammerfest in Norway to the Black 

Sea, through 10 countries and over 

2,820 km. These are points of a 

survey, carried out between 1816 

and 1855 by the astronomer Friedrich 

Georg Wilhelm Struve, which represented 

the first accurate measuring 

of a long segment of a meridian. This 

helped to establish the exact size and 

shape of the planet and marked an 

important step in the development 

of earth sciences and topographic 

mapping. It is an extraordinary example 

of scientific collaboration among 

scientists from different countries, and 

of collaboration between monarchs 

for a scientific cause. The original arc 

consisted of 258 main triangles with 

265 main station points. 

The Struve Geodetic Arc World 

Heritage site consists of 34 of the 

original station points established 

by Struve and his colleagues between 

1816 and 1851—four points in Norway, 

four in Sweden, six in Finland, one 

in Russia, three in Estonia, two in 

Latvia, three in Lithuania, five in 

Belarus, one in Moldova and four in 

Ukraine. These marks take different 

forms: small holes drilled in rock 

surfaces, and sometimes filled with 

lead; cross-shaped engraved marks 

on rock surfaces; solid stone or brick 

with a marker inset; rock structures 

(cairns), with a central stone or brick, 

marked by a drilled hole; single bricks; 

and specially con-structed “monuments” 

to commemorate the point 

and the arc. 

The stave churches constitute one 

of the most elaborate types of wood 

construction which are typical of 

northern Europe from the Neolithic 

period to the Middle Ages. 

Christianity was introduced into 

Norway during the reign of St. Olav 

(1016-1030). The churches were 

built on the classic basilical plan, but 

entirely of wood. The roof frames were 

lined with boards and the roof itself 

covered with shingles in accordance 

with construction techniques which 

were widespread in Scandinavian 

countries. 

Among the roughly 1,300 medieval 

stave churches indexed, about 

30 remain in Norway. Urnes Church 

was selected to represent this 

outstanding series of wood buildings 

for a number of reasons. Its antiquity, 

the exemplary nature of its structure, 

outstanding quality of its sculpted 

monumental décor, wealth of liturgical 

objects of the medieval period and 

excellent conservation and location 

all make it an exceptional monument.

postal rate increases effective 

1 May 2011, UNPA will issue new Vienna 

personalized sheets and new postal stationery on 

5 May 2011. 

The new Vienna domestic rate sheet consists 

of 20 stamps in the denomination of € 0,62 and

Headquarters complex.

a new event sheet commemorating 

the “Working Dogs 

of the United Nations”. The sheet,

UNPA SALES COUNTER 

The UNPA Sales Counter is located on the concourse level of 

the General Assembly Building at First Avenue and 45th Street 

in New York. 

Visitors must pass through normal security checkpoints. The 

Counter is open seven days a week (March to December) 

from 9 a.m. to 5:30 p.m. The Sales Counter is closed on weekends 

in January and February each year and on some public 

holidays. The Sales Counter is subject to security closures 

at any time. To confirm Counter hours, visitors can call 

(212) 963-7698. 

UNPA PERSONALIZED STAMP SHOP 

The UNPA Personalized Stamp Shop is located in the General 

Assembly lobby and is generally open seven days a week, 

from 9 a.m. to 5 p.m. on Monday to Friday and from 10 a.m. to 

6 p.m. on Saturday and Sunday. It is closed on weekends in 

January and February each year and on some public holidays. 

The Personalized Stamp Shop is subject to security closures

and should be written on the order form in the Item Number 

column. The next column asks for a description of each item 

as a cross reference. In this space, you may also indicate any

UNPA CONTACT AND ORDERING INFORMATION 

MAIL ORDER DELAYS 

Because of the continued heightened security measures 

at the United Nations, all incoming mail received at United 

Nations Headquarters is subject to increased screening and 

processing. Incoming mail and orders addressed to the United 

Nations Postal Administration have also been affected by these 

delays. On average, it takes approximately 2-3 weeks from the 

time an article is posted for it to reach UNPA. Consequently, 

some customers have experienced delays in receiving their 

orders. 

Many customers have been flooding the phone lines with 

inquiries about their orders. Please be assured that we are 

doing our best at UNPA to process your orders as quickly as 

possible. We ask for your patience and understanding in this 

regard, as unfortunately we cannot avoid these security issues.

THINGS YOU SHOULD KNOW 

UN STAMPS USED FOR MAILING 

United Nations stamps in United States denominations 

are valid for postage only if mailed at United Nations 

Headquarters in New York. Stamps in Swiss franc denominations 

are valid for postage only if mailed at the Palais 

des Nations, Geneva, Switzerland. Stamps in euro denominations 

are valid for postage only if mailed at the Vienna 

International Centre, Austria. 

Price 

Stamps are sold at face value. UN/Geneva and UN/Vienna 

stamps are sold at U.S. equivalent rates, rounded up to 

the nearest cent. The U.S. equivalents of the euro and 

Swiss franc denomination stamps are subject to fluctuating 

exchange rates. 

Orders 

All orders are filled subject to stock availability. Where specific 

orders cannot be filled in their entirety, the balance of the 

customer’s remittance will be credited to his/her account. 

Sales and exchanges 

Every effort is made to provide UNPA customers with material 

of the highest philatelic quality. Therefore, all sales are final 

and no exchange or refund will be made except if stamps are 

received in damaged condition. 

Conditions 

The United Nations Postal Administration reserves the right 

to limit quantities on individual orders at all times and to withhold 

the official UN cancellation from any material that is 

deemed inappropriate. 

Marginal inscriptions (M.I.) 

The marginal inscription normally consists of the United 

Nations emblem and an appropriate text, in four positions on 

each sheet. A block with marginal inscription can be obtained 

only with a minimum order of 4 stamps of Commemorative, 

Definitive or Airmail issues irrespective of face value.

At this time, there is a $3.00 postage and handling charge 

applied to all regular orders and every-issue standing orders. A 

$6.00 postage and handling charge is applied to some annual 

and semi-annual standing orders. All orders valued $100.00 

and over will be sent by registered mail.

OPEN A CUSTOMER DEPOSIT ACCOUNT WITH UNPA 

Collect United Nations stamps the easy way by opening a 

Customer Deposit Account (CDA) today. When you open 

a CDA, you will receive all your stamps and other philatelic 

items automatically. Your order will receive priority processing 

and will be shipped shortly after each new-issue date, or you 

may choose to have your orders shipped semi-annually or at 

the end of each year. All of your orders can be automatically 

charged to your credit card account. Each order will be accompanied 

by a statement of account, which will indicate either (a) 

the current balance in your account or (b) the amount you owe 

to UNPA for the stamps supplied. 

You may change your standing order or withdraw from the CDA 

service at any time. Should you decide to close your account, 

your credit balance will be refunded. 

Past issues which are still on sale or any other items not 

covered by your CDA standing order can be ordered at any 

time and charged to your CDA account.
