LETTER FROM THE CHIEF<br />
Dear Collector,<br />
It is a rare occasion when someone has an opportunity to fulfil a lifelong dream.<br />
For me, the dream has always been a job that allows me to work with postage<br />
stamps on a global stage. That is why I am very excited and thrilled to become<br />
the new Chief of the <strong>United</strong> <strong>Nations</strong> <strong>Postal</strong> <strong>Administration</strong>.<br />
What gives me confidence that I will be successful in this new position is the<br />
wonderful team I am joining here at the UNPA. It did not take me long to experience<br />
the passion and enthusiasm this group has for making the programme<br />
so well respected around the world. Working with them to serve your collecting<br />
needs is a responsibility I embrace without hesitation.<br />
As we move forward together, I hope you will take time to share with me your<br />
thoughts and opinions about the UNPA stamp programme. I have a lot to learn<br />
about what it takes to keep you a satisfied UNPA collector. Hearing directly<br />
from you is the best way for me to appreciate how our efforts are being received<br />
by the philatelic community.<br />
In closing, let me take a moment to congratulate Bob Gray on his retirement<br />
from the UNPA. I can tell you from talking with colleagues and collectors that<br />
Bob is highly regarded as a leader who made a positive impact on the programme.<br />
I am sure during his long trip home to Australia he will have a chance<br />
to reflect on the wonderful contributions he made to the UNPA. We wish him<br />
and his wife Marina the best in their retirement.<br />

On 12 April 1961, Yuri Gagarin of the Union of<br />
Soviet Socialist Republics became the first<br />
human to travel into outer space. His space flight<br />
heralded a new era of human endeavour in what has<br />
become known as the “final frontier”. Since that historic<br />
flight, humans have set foot upon the Moon, have learned<br />
to work in the harsh vacuum of outer space, and, for the<br />
last decade, have maintained a permanent human presence<br />
outside the Earth.<br />
Though human space flight began during the height of<br />
the cold war, it became an arena of both competition and<br />
cooperation. The race that culminated in the first steps<br />
taken on the Moon by American astronaut Neil Armstrong<br />
on 20 July 1969, also resulted in the first tentative steps<br />
towards international cooperation in human space flight—<br />
the 1975 joint American-Soviet space mission, known<br />
as the “Apollo-Soyuz Test Project”. Since then, nations<br />
have recognized the benefits of working together in outer<br />
space and that cooperation has led to the establishment<br />
of humanity’s permanent space outpost: the International<br />
Space Station (ISS). With over 15 nations working<br />
together in what is considered one of humankind’s<br />
greatest scientific and technical achievements, the ISS is<br />
a truly international endeavour and epitomizes one of the<br />
goals of the <strong>United</strong> <strong>Nations</strong>: international cooperation in<br />
outer space.<br />
<strong>United</strong> <strong>Nations</strong> interest in the use and exploration of outer<br />
space began shortly after the launch of the first satellite<br />
“Sputnik-1” in 1957. Recognizing the incredible potential<br />
offered by space technology for overcoming Earth-based<br />
problems like famine and disasters, the Member States<br />
of the <strong>United</strong> <strong>Nations</strong> established a permanent <strong>United</strong><br />
<strong>Nations</strong> Committee on the Peaceful Uses of Outer Space<br />
(COPUOS). Tasked with developing a legal framework for<br />
the conduct of activities in outer space and also facilitating<br />
the use of space-based technology and its application for<br />
developed and developing nations alike, the Committee<br />
met for the first time on 27 November 1961, the same<br />
year as Gagarin’s flight.<br />
In the five decades of its existence, COPUOS has<br />
created five international treaties and five legal principles<br />
governing the activities of nations in outer space. This<br />
body of space law enshrines key concepts such as: the<br />
exploration and use of outer space shall be carried out<br />
for the benefit and in the interests of all nations, irrespective<br />
of their degree of economic or scientific development,<br />
and shall be the province of all humankind; the banning<br />
of the placement of weapons of mass destruction in outer<br />
space; and outer space is not subject to national appropriation.<br />
With modern civilization becoming increasingly<br />
dependent on space-based technology such as satellite<br />
communications and satellite navigation, the potential<br />
damage to these systems by collisions with space debris<br />
has become of increasing concern to nations. As such,<br />
the work of COPUOS has become even more relevant<br />
today, with its development of guidelines for use by countries<br />
to prevent and mitigate the creation of space debris;<br />
its discussions on the need to ensure the long-term<br />
sustainability of space activities; and its continuing work<br />
in ensuring all countries benefit from the exploration and<br />
use of outer space for peaceful purposes.<br />

On 12 April 2011, the <strong>United</strong> <strong>Nations</strong> <strong>Postal</strong><br />
<strong>Administration</strong> (UNPA) will issue three stamps<br />
in a mini-sheet format of sixteen stamps to<br />
commemorate the 50th Anniversary of Human Space<br />
Flight. UNPA is also issuing one souvenir sheet with six<br />
different denominations, two from each office. This is the<br />
first time ever that UNPA has issued a souvenir sheet in<br />
this format.<br />
THE ARTIST<br />
The stamps and souvenir sheets were designed by Peter<br />
Bollinger (U.S.A.). Renowned in the field of commercial<br />
art, Peter Bollinger is an award-winning illustrator whose<br />
clients include Grey Advertising, Sony Entertainment,<br />
DreamWorks, Sega, Wizards of the Coast, Nintendo,<br />
Mars, Harper Collins, Scholastic and many other<br />
publishing, advertising and entertainment organizations.<br />
Holding degrees in industrial and environmental design,<br />
Peter’s expertise covers diverse fields, from the design<br />
of computer terminals and street furniture, to monorails<br />
and automobiles. He has won major design and illustration<br />
awards in the <strong>United</strong> States, Australia, Italy and<br />
Japan. He undertakes architectural and concept design<br />
for numerous clients locally and abroad such as Disney<br />
Imagineering, Discovery Communications and numerous<br />
Japanese theme parks. Peter works in two separate<br />
styles, traditional airbrush and digital illustration, although<br />
the two have become more and more similar with each<br />
passing technical innovation. Once a die-hard New Yorker,<br />
Peter now lives in the relative tranquility of Silverado,<br />
California, with his family. These are Mr. Bollinger’s first<br />
stamp designs for the <strong>United</strong> <strong>Nations</strong>.<br />
STAMP SPECIFICATIONS<br />
The stamps in the denominations of 44 cents, F.s. 0,50<br />
and € 0,35 measure 40 mm horizontally by 30 mm vertically,<br />
perforation to perforation. Perforation: 13.<br />
The horizontal sheets of sixteen stamps have four<br />
marginal inscriptions, two in the left margin and two in<br />
the right margin. The marginal inscription consists of the<br />
<strong>United</strong> <strong>Nations</strong> emblem with the text “<strong>United</strong> <strong>Nations</strong>”<br />
above the emblem and the year 2011 below the emblem.<br />
One copyright symbol with the year 2011 appears in the<br />
bottom left margin. The artist’s signature appears in the<br />
lower right margin.<br />
SOUVENIR SHEET SPECIFICATIONS<br />
UNPA is issuing one souvenir sheet design with six<br />
denominations on the sheet, two from each office. The<br />
souvenir sheets, in the denominations of 44 cents,<br />
98 cents, F.s. 0,85, F.s. 1,00, € 0,55 and € 0,65 measure<br />
83 mm x 260 mm. This is the first time ever that UNPA<br />
has issued a souvenir sheet in this format. Customers<br />
who purchase equal amounts of New York, Geneva and<br />
Vienna souvenir sheets will receive the souvenir sheets<br />
as one sheet.<br />

Lowe-Martin Group (Canada) in the following denominations<br />

WORLD HERITAGE – NORDIC COUNTRIES<br />

Heritage is our legacy from the past, what<br />
we live with today and what we pass<br />
on to future generations. Our cultural<br />
heritage and our natural heritage are both<br />
irreplaceable sources of life and inspiration.<br />
What makes the concept of World Heritage<br />
exceptional is its universal application. World<br />
Heritage sites belong to all the peoples of the<br />
world, irrespective of the territory on which they<br />
are located.<br />
The <strong>United</strong> <strong>Nations</strong> Educational, Scientific<br />
and Cultural Organization (UNESCO) seeks<br />
to encourage the identification, protection<br />
and preservation of cultural and natural heritage<br />
around the world considered to be of<br />
outstanding value to humanity. This is embodied<br />
in an international treaty called the Convention<br />
Concerning the Protection of the World Cultural<br />
and Natural Heritage, adopted by UNESCO in<br />
1972. The <strong>United</strong> <strong>Nations</strong> <strong>Postal</strong> <strong>Administration</strong><br />
has chosen five Nordic countries, plus the<br />
Struve Geodetic Arc, for this year’s stamp issue.<br />
COMMEMORATIVE STAMPS<br />
On 5 May 2011, the <strong>United</strong> <strong>Nations</strong> <strong>Postal</strong><br />
<strong>Administration</strong> (UNPA) will issue a set of<br />
commemorative stamps on the theme “World<br />
Heritage—Nordic Countries” which includes<br />
five Nordic countries plus the Struve Geodetic<br />
Arc.<br />
STAMP SPECIFICATIONS<br />
The stamps, in denominations of 44 cents, 98 cents, F.s. 0,85,<br />
F.s. 1,00, € 0,62 and € 0,70, measure 50 mm horizontally by 36 mm<br />
vertically, perforation to perforation. Perforation: 14 x 13 1/4.<br />
The horizontal sheets of twenty stamps have four marginal inscriptions,<br />
two in the left margin and two in the right margin. The marginal<br />
inscription consists of the World Heritage emblem with the text<br />
“UNESCO” above the emblem and “World Heritage 2011” below the<br />
emblem. One copyright symbol will appear in the lower left margin.<br />

The royal domain of Drottningholm<br />
is located on Queen’s Island<br />
in Lake Mälaren, outside Stockholm.<br />
The island’s name acknowledges<br />
the closely interwoven history of<br />
the castle with the different queens<br />
of Sweden.<br />
The ensemble of Drottningholm—<br />
castle, theatre, Chinese pavilion and<br />
gardens—is the best example of a<br />
royal residence built in the eighteenth<br />
century in Sweden and is representative<br />
of all European architecture of that<br />
period, heir to the influences exerted<br />
by the Château de Versailles on the<br />
construction of royal residences in<br />
western, central and northern Europe.<br />
The changes and shifts in styles<br />
and fashions also affected the<br />
gardens: the French garden, which<br />
surrounds the complex, designed by<br />
Nicodemus Tessin the Younger in<br />
1681 on the model of the Baroque<br />
park of Versailles, with bronze statues<br />
by Adriaen de Vries, hedges with<br />
surprising shapes, and flower-beds,<br />
bushes, waterfalls, fountains and artificial<br />
ponds; and the English garden,<br />
to plans by King Gustav III and the<br />
architect Adelcrantz, reflecting the<br />
new preference for a more lively and<br />
“picturesque” landscape.<br />
With its castle, perfectly preserved<br />
theatre (built in 1766), Chinese<br />
pavilion and gardens, it is the finest<br />
example of an 18th-century north<br />
European royal residence inspired by<br />
the Palace of Versailles.<br />
Surtsey, a volcanic island approximately<br />
32 km from the south coast<br />
of Iceland, is a new island formed<br />
by volcanic eruptions that took<br />
place from 1963 to 1967. It is all the<br />
more outstanding for having been<br />
protected since its birth, providing the<br />
world with a pristine natural laboratory.<br />
Free from human interference,<br />
Surtsey has been producing unique<br />
long-term information on the colonization<br />
process of new land by plant<br />
and animal life. Since they began<br />
studying the island in 1964, scientists<br />
have observed the arrival of<br />
seeds carried by ocean currents, the<br />
appearance of moulds, bacteria and<br />
fungi, followed in 1965 by the first<br />
vascular plant, of which there were<br />
10 species by the end of the first<br />
decade. By 2004, they numbered<br />
60 together with 75 bryophytes,<br />
71 lichens and 24 fungi. Eighty nine<br />
species of birds have been recorded<br />
on Surtsey, 57 of which breed elsewhere<br />
in Iceland. The island is also<br />
home to 335 species of invertebrates.<br />
In the history of military architecture,<br />
the Fortress of Finland (Suomenlinna)<br />
is an outstanding example representative<br />
both of the general fortification<br />
principles of the period and of its<br />
specific characteristics.<br />
In 1747, when Finland was part of the<br />
Swedish realm, the Diet in Stockholm<br />
decided to build a fortress to serve<br />
as the main base for the armed<br />
forces stationed in Finland. A group<br />
of islands close to Helsinki were<br />
chosen to be the site of the fortress,<br />
which was to be called Sveaborg, the<br />
“Fortress of Sweden”, and construction<br />
began in 1748. The purpose was<br />
to link and fortify several islands so<br />
that entry into the city’s harbour could<br />
be controlled.<br />
One of the main reasons for building<br />
Sveaborg was to help Sweden<br />
counter the ambitions of Russia,<br />
whose principal military base in<br />
the Gulf of Finland was Kronstadt,<br />
commissioned by Peter the Great to<br />
protect the city of St. Petersburg and<br />
as the home port of a new Russian<br />
Navy to challenge Swedish maritime<br />
power in the eastern reaches of the<br />
Baltic Sea. Following Finland’s independence<br />
(1918), the name was<br />
changed a final time to Suomenlinna<br />
(Fortress of Finland).<br />
Located on islands off Helsinki,<br />
Suomenlinna is a unique historical<br />
monument and one of the largest<br />
maritime fortresses in the world. Its<br />
history is closely entwined with that of<br />
Finland and the Baltic region.<br />

Located on a strategically important<br />
site commanding the Sund, the<br />
stretch of water between Denmark<br />
and Sweden, the Royal castle of<br />
Kronborg at Helsingør (Elsinore) is<br />
of immense symbolic value to the<br />
Danish people and played a key role<br />
in the history of northern Europe in<br />
the sixteenth to eighteenth centuries.<br />
Construction began on this<br />
outstanding Renaissance castle in<br />
1574, and its defenses were reinforced<br />
according to the canons of<br />
the period’s military architecture in<br />
the late seventeenth century. It has<br />
remained intact to the present day.<br />
It is world-renowned as Elsinore, the<br />
setting of Shakespeare’s Hamlet.<br />
The Struve Arc is a chain of<br />
survey triangulations stretching from<br />
Hammerfest in Norway to the Black<br />
Sea, through 10 countries and over<br />
2,820 km. These are points of a<br />
survey, carried out between 1816<br />
and 1855 by the astronomer Friedrich<br />
Georg Wilhelm Struve, which represented<br />
the first accurate measuring<br />
of a long segment of a meridian. This<br />
helped to establish the exact size and<br />
shape of the planet and marked an<br />
important step in the development<br />
of earth sciences and topographic<br />
mapping. It is an extraordinary example<br />
of scientific collaboration among<br />
scientists from different countries, and<br />
of collaboration between monarchs<br />
for a scientific cause. The original arc<br />
consisted of 258 main triangles with<br />
265 main station points.<br />
The Struve Geodetic Arc World<br />
Heritage site consists of 34 of the<br />
original station points established<br />
by Struve and his colleagues between<br />
1816 and 1851—four points in Norway,<br />
four in Sweden, six in Finland, one<br />
in Russia, three in Estonia, two in<br />
Latvia, three in Lithuania, five in<br />
Belarus, one in Moldova and four in<br />
Ukraine. These marks take different<br />
forms: small holes drilled in rock<br />
surfaces, and sometimes filled with<br />
lead; cross-shaped engraved marks<br />
on rock surfaces; solid stone or brick<br />
with a marker inset; rock structures<br />
(cairns), with a central stone or brick,<br />
marked by a drilled hole; single bricks;<br />
and specially con-structed “monuments”<br />
to commemorate the point<br />
and the arc.<br />
The stave churches constitute one<br />
of the most elaborate types of wood<br />
construction which are typical of<br />
northern Europe from the Neolithic<br />
period to the Middle Ages.<br />
Christianity was introduced into<br />
Norway during the reign of St. Olav<br />
(1016-1030). The churches were<br />
built on the classic basilical plan, but<br />
entirely of wood. The roof frames were<br />
lined with boards and the roof itself<br />
covered with shingles in accordance<br />
with construction techniques which<br />
were widespread in Scandinavian<br />
countries.<br />
Among the roughly 1,300 medieval<br />
stave churches indexed, about<br />
30 remain in Norway. Urnes Church<br />
was selected to represent this<br />
outstanding series of wood buildings<br />
for a number of reasons. Its antiquity,<br />
the exemplary nature of its structure,<br />
outstanding quality of its sculpted<br />
monumental décor, wealth of liturgical<br />
objects of the medieval period and<br />
excellent conservation and location<br />
all make it an exceptional monument.<br />

UNPA SALES COUNTER<br />
The UNPA Sales Counter is located on the concourse level of<br />
the General Assembly Building at First Avenue and 45th Street<br />
in New York.<br />
Visitors must pass through normal security checkpoints. The<br />
Counter is open seven days a week (March to December)<br />
from 9 a.m. to 5:30 p.m. The Sales Counter is closed on weekends<br />
in January and February each year and on some public<br />

UNPA PERSONALIZED STAMP SHOP<br />
The UNPA Personalized Stamp Shop is located in the General<br />

6 p.m. on Saturday and Sunday. It is closed on weekends in<br />

WHEN ORDERING BY MAIL<br />
The item numbers used in this Bulletin identify the products<br />
and should be written on the order form in the Item Number<br />
column. The next column asks for a description of each item<br />
as a cross reference. In this space, you may also indicate any<br />
specific requests, e.g., special marginal inscription positions.<br />
Fill in the price in the appropriate column. Multiply the price<br />
by the number required of that particular item and enter the<br />
resulting figure in the Amount column on the order form. Total<br />
your order and indicate whether registration of the order is<br />
requested. Add postage and handling charges. Enclose your<br />
remittance and mail to the indicated address.<br />
The new-issue stamps, stationery or other philatelic items<br />
have been pre-printed on the order form for your convenience.<br />

MAIL ORDER DELAYS<br />
Because of the continued heightened security measures<br />
at the <strong>United</strong> <strong>Nations</strong>, all incoming mail received at <strong>United</strong><br />
<strong>Nations</strong> Headquarters is subject to increased screening and<br />
processing. Incoming mail and orders addressed to the <strong>United</strong><br />
<strong>Nations</strong> <strong>Postal</strong> <strong>Administration</strong> have also been affected by these<br />
delays. On average, it takes approximately 2-3 weeks from the<br />
time an article is posted for it to reach UNPA. Consequently,<br />
some customers have experienced delays in receiving their<br />
orders.<br />
Many customers have been flooding the phone lines with<br />
inquiries about their orders. Please be assured that we are<br />
doing our best at UNPA to process your orders as quickly as<br />
possible. We ask for your patience and understanding in this<br />
regard, as unfortunately we cannot avoid these security issues.<br />

UN STAMPS USED FOR MAILING<br />
<strong>United</strong> <strong>Nations</strong> stamps in <strong>United</strong> States denominations<br />
are valid for postage only if mailed at <strong>United</strong> <strong>Nations</strong><br />
Headquarters in New York. Stamps in Swiss franc denominations<br />
are valid for postage only if mailed at the Palais<br />
des <strong>Nations</strong>, Geneva, Switzerland. Stamps in euro denominations<br />
are valid for postage only if mailed at the Vienna<br />
International Centre, Austria.<br />
Price<br />
Stamps are sold at face value. UN/Geneva and UN/Vienna<br />
stamps are sold at U.S. equivalent rates, rounded up to<br />
the nearest cent. The U.S. equivalents of the euro and<br />
Swiss franc denomination stamps are subject to fluctuating<br />
exchange rates.<br />
Orders<br />
All orders are filled subject to stock availability. Where specific<br />
orders cannot be filled in their entirety, the balance of the<br />
customer’s remittance will be credited to his/her account.<br />
Sales and exchanges<br />
Every effort is made to provide UNPA customers with material<br />
of the highest philatelic quality. Therefore, all sales are final<br />
and no exchange or refund will be made except if stamps are<br />
received in damaged condition.<br />
Conditions<br />
The <strong>United</strong> <strong>Nations</strong> <strong>Postal</strong> <strong>Administration</strong> reserves the right<br />
to limit quantities on individual orders at all times and to withhold<br />
the official UN cancellation from any material that is<br />
deemed inappropriate.<br />
Marginal inscriptions (M.I.)<br />
The marginal inscription normally consists of the <strong>United</strong><br />
<strong>Nations</strong> emblem and an appropriate text, in four positions on<br />
each sheet. A block with marginal inscription can be obtained<br />
only with a minimum order of 4 stamps of Commemorative,<br />
Definitive or Airmail issues irrespective of face value.<br />
